    With the high attention of the municipal Party committee and the municipal government, following the "double hundred plan", our city has once again increased the strength of preferential policies for talents. Yesterday, the Municipal Personnel Bureau, together with the relevant departments of the municipal Party committee, the Municipal Finance Bureau, the municipal construction and management Bureau, disclosed that in order to solve the housing problems of innovative and entrepreneurial talents, further optimize the talent environment and attract more talents to start business and work, the city has formulated the Interim Measures for the housing preferences of innovative and entrepreneurial talents in Xiamen (hereinafter referred to as the "measures").


    The "measures" not only raised the maximum purchase subsidy for innovative and entrepreneurial talents to 800 thousand yuan, but also raised the control standard of building area for talent purchase from the original 130 square meters, 110 square meters and 90 square meters to 160 square meters, 130 square meters and 110 square meters.

    According to reports, the first phase of the city's planning and construction of 1200 sets of talent housing, 200 sets of each district.

    Before the construction of the new housing source is completed, our city will allocate some of the existing housing resources as a housing source for talents to cash in the policy.


    The "measures" will be formally implemented in December 1st, and the specific content can be found on the personnel network of Xiamen.


    The Provisional Regulations on housing preferences for innovative and entrepreneurial talents in Xiamen have been promulgated recently. Yesterday, Liu Yusheng, director of the Municipal Bureau of personnel, explained to the media 13 highlights of the "measures".


    1, highlight the solution to the housing problem of innovative and entrepreneurial talents.


    The "measures" focus on solving the housing problem of innovative and entrepreneurial talents, will solve the priority of entrepreneurship, stipulate that enterprises with their own technology, projects and funds to establish businesses in our city, with a certain amount of investment, can apply for up to 20 sets of talent housing indicators for individuals to purchase.


    2. Make sure that the candidates pay more attention to talents' performance, ability and contribution.


    The "measures" focus on the thirteen industrial chains, ten modern service industries and key social undertakings in the city, and set up the conditions for reporting. We should take the joint evaluation method of the competent departments, the competent administrative departments for human resources, the discipline inspection and supervision departments, the financial departments, and so on, and categorized, comprehensively and objectively inspect the comprehensive performance of the talents, capabilities and contributions of the talents, so as to make sure that the outstanding talents can stand out and focus on solving their housing problems.


    3, park or super large enterprises can apply for building talent apartments.

    The application of the leading enterprises of the parks or industrial clusters should be submitted to the leading group of the municipal Party Committee for talent research.

    The "thousand person plan", the "100 person program" in Fujian or the "double hundred plan" in our city can give priority to the purchase of talent housing or enjoy the purchase (rent) housing subsidy, thus attracting more overseas high-level talents and leading innovative talents to come to our city to create jobs and work.

The balance in the 5 years is 10 thousand yuan per person per month, second yuan for each month, 6000 yuan per person per month, third level for each month, and the Municipal Bureau of personnel is unified in June and November respectively.

    The "measures" stipulate that the purchase subsidy and rental subsidy are regarded as the bonus of the municipal government, which is exempt from personal income tax. At the same time, the original introduction of talent economic subsidies and the rental subsidy of the talent rental housing are also regarded as the bonus of the municipal government, and no longer pay personal income tax, which fully ensures the maximum treatment of preferential treatment for talents.

    The price of talent housing is determined according to the cost of construction and the average cost of land acquisition and demolition in the region. The price is very favorable.

    In the Jimei area, Haicang District, Tongan District and Xiangan District, the talents who start their own business, apply for the purchase of talent housing or enjoy the purchase (rent) housing subsidy, give priority to protection under the same conditions, guide talents to gather outside the island, provide strong support and intelligence support for the integrated construction inside and outside the island.


    13. After 10 years of work, the property rights can be pferred freely.


    After 5 years of talent purchasing, the housing for talents will terminate in the business and work of the people's homes. The purchase of talent housing can not be listed on the market. The municipal government will buy back the original price and consider the depreciation and price level.

    In the past 5 years or less, 10 years after the completion of the purchase of qualified personnel, the purchase of talent housing can be listed on the market. However, the price of land proceeds should be paid to the government according to the original purchase price and 40% of the price difference of the guidance price of the corresponding social security housing listing. The government can give priority to repurchase.

    After the purchase of talent housing, people who work in Xiamen for 10 years can pfer their property rights, and the government will no longer collect land value-added benefits.
