The circular requires the government departments of major cotton producing areas to effectively strengthen the management of the cotton market, crack down on illegal activities, pay close attention to the price dynamics of the cotton market, find abnormal fluctuations in prices and report in time, and strictly investigate and punish the spread of price information, malicious hoarding, and bid up prices.

The notice was signed on October 29th, including the national development and Reform Commission, the Ministry of agriculture, the Ministry of railways, the State Administration for Industry and commerce, the State General Administration of quality supervision, inspection and quarantine, the supply and Marketing Cooperative headquarters and the Agricultural Development Bank of China.
