■ Industrial transfer Quality control required

He believes that in the process of effectively undertaking industrial transfer in the central and western regions, quality management and laboratory construction will become the key work that must be promoted for the textile and clothing industry in the central and western regions to participate in international competition and expand the domestic market.
In addition, in view of the needs of the buyer's market, such as M&S certification of enterprises by international buyers, QC quality management and laboratory construction have been taken as the necessary conditions for assessment and certification. It is worth mentioning that although China's textile and clothing industry is facing tremendous pressure at present, it has still achieved good development. Sun Ruizhe also affirmed this, and he subtly summarized it as -- the textile and clothing industry that developed rapidly with the help of reform and opening up in the past, and the textile and clothing industry is an extraordinary play under normal conditions; The textile and clothing industry in the context of the financial crisis is a normal play in an abnormal state.
The textile industry association has made predictions on several economic indicators of the industry this year. For example, the main business income of enterprises above designated size in the textile industry will reach 4450 billion yuan this year, which is expected to increase by 24% year on year; It is estimated that the total profit will exceed 205 billion yuan historically, 40% higher than that of last year; It is estimated that the annual export of the industry will exceed 206 billion US dollars, up 20.5% year on year.
As for the next trend of the textile and clothing industry, Sun Ruizhe believes that first of all, the rising cost is an irreversible trend. In the face of the current high cotton prices, Sun Ruizhe also said that there should be a corresponding inflection point in the future. "In the long run, prices are rising steadily, but the rapid upward trend in the short term will also mean that there will be a rapid downward decline at some point in the future."
Secondly, the industrial concentration will continue to improve. In the first half of this year, the average profit margin of textile enterprises above designated size was 4.42%, compared with 3.29% in the same period last year. Among them, nearly 1/3 of the enterprises in the industry, that is, the main business income of 17700 enterprises, increased by 30%, the total profit increased by 65%, and the average profit rate reached 8.7%; The main business income of 4030 advantageous enterprises increased by 32%, the total profit increased by 77.8%, and the average profit rate reached 16.8%. "This shows that market resources and profits are rapidly concentrating on competitive enterprises," Sun Ruizhe said.
Third, industrial structure adjustment. In terms of regional output value, in the first half of this year, the output value of the eastern textile industry accounted for 83.8%, that of the central region was 11.7%, and that of the western region was 4.6%. In terms of investment, from January to September this year, the proportion of investment in the eastern part of the industry was about 53.9%, that in the central part was 36.12%, and that in the western part was 9.95%. Sun Ruizhe said that this proportion is gradually increasing from the perspective of historical development. It is understood that in the first half of 2010, the Consumer Product Safety Commission of the United States recalled 46 textile and clothing products, of which 27 were originated in China, accounting for 59%; The EU quick warning system management guidelines recalled 245 textile and clothing products in total, of which 133 were made in China, an increase of 102% year on year, accounting for 54% of the total recalled textile and clothing products.
It seems that the guarantee of product quality is obviously the most fundamental requirement, whether it is out of the enterprise's own responsibility or to better seek a corresponding position in foreign trade.

In his view, most of the developed industries in the world's developed countries have improved the product quality of the entire industry and changed the trend of industrial development through industrial agglomeration. For example, among Italy's nearly 200 industrial clusters, 69 are textile and clothing clusters, whose exports account for more than 80% of all textile and clothing exports.
"There is still a gap between the overall quality of China's textile and clothing industry and that of developed countries. One of the main reasons is that the industry chain in China is not centralized, the supporting points are too scattered, the supporting scale is too small, and the quality monitoring cannot reach the corresponding height." Liao Nian said.
■ Enterprise laboratory construction is not "image project"
Sun Ruizhe, vice president of the China Textile Industry Association, believes that the independent establishment of laboratories, as the best model for enterprises to achieve the "integration of production, learning and research" link, can not only help enterprises establish a defense line for internal quality control, but also actively improve the efficiency of new research and development, and help to play the characteristics of strong market orientation and rapid transformation of research and development achievements.
So, what is the current status of laboratory accreditation in China? According to Cao Shi, director of the Laboratory Department of the National Accreditation Service for Conformity Assessment, the number of enterprises participating in laboratory accreditation has increased significantly every year. As of September 30 this year, there were 4136 accredited laboratories, compared with 490 ten years ago and 3707 in 2009. From the geographical distribution of accredited laboratories, they are mainly concentrated in the more developed regions of Guangdong, Beijing, Shanghai, Jiangsu and Zhejiang. For example, there are 607 accredited laboratories in Guangdong, 479 in Jiangsu and 403 in Beijing.
In general, enterprises are also gradually strengthening the importance of laboratory construction. "However, the overall level of laboratories in textile and clothing enterprises is uneven. The situation in the eastern coastal areas is good, and some high-end enterprise laboratories have been in line with international standards, introduced advanced testing equipment, and passed the international laboratory accreditation. However, for small and medium-sized enterprises, either there is no laboratory or the level is not high." Zhang Cuizhu, deputy director of the Quality Certification Department of China Textile Information Center, said.
Zhang Cuizhu analyzed two reasons for this phenomenon: one is the conceptual reason, "because the boss pays more attention to the enterprise's benefits and invests in the laboratory, it is not easy to see the effect in the short term, and it may also continue to invest." The second is that even if the enterprise has a laboratory, the ability of technical personnel or the mastery of standards will also be lacking.
So, what is the situation of the enterprises that are leading the industry in laboratory construction at present?
According to Tan Wanchang, manager of the quality management center of Anta (China) Co., Ltd., Anta has the first sports science laboratory in the same industry in China. The total area of the technology center is about 8000 square meters, with more than 300 scientific and technological personnel and technical management personnel. In addition, Anta testing laboratory covers an area of more than 2000 square meters, and is equipped with more than 10 laboratories such as constant temperature and humidity room, normal temperature room, and chemical laboratory.
"The main direction of Anta Lab is to test the durability of raw materials and finished products; research, development and technological innovation on the comfort, safety and functionality of sports shoes and sportswear; and help suppliers build and manage laboratories," Tan Wanchang told reporters.
He Shixian, director of R&D of Taiwan Xurong Group, believes that for more than 30 years, Xurong Group has really established relationships with brands from the beginning of having laboratories. "Previously, we were just a OEM and didn't have direct contact with customers. But since Xurong set up its first laboratory in Taipei, we began to communicate directly with all brands."
