The NDRC Issued An Urgent Notice To Reduce The Circulation Cost Of Agricultural Products.

The circular pointed out that price authorities in various localities should strengthen price monitoring and early warning, closely follow the changes in supply and demand and prices of important commodity markets, and increase inspections and inspections on prices of more commodities.

The circular emphasizes that the price authorities in all localities should actively cooperate with relevant departments, strive to ensure the production and market supply of important commodities, reduce the circulation cost of agricultural products, implement the preferential policies for electricity consumption, gas consumption and railway pportation, stabilize the price of coal, ensure the implementation of the green channel policy for agricultural and sideline products in December 1st, and immediately proceed with the work of regulating and lowering the booth fees and the entry fees of supermarkets; the competent departments of relevant provinces should improve the linkage mechanism of selling prices of sugar cane and white sugar to protect the interests of sugarcane farmers and stabilize the production of sugar enterprises.

The notice requires all price authorities to increase the cost of clearing fees and reduce prices, resolutely abolish unreasonable fees and charges, reduce the high fees, and implement all the fees.

The circular also requires the competent departments in charge of prices in various localities to properly arrange the livelihood of the needy people in conjunction with the relevant departments, and promptly establish a mechanism for social assistance and protection of linkage between standards and prices, and increase subsidies for the students of poor families and students in the secondary and technical secondary schools, and maintain the price of meals in the student canteens basically stable.

The circular requires price authorities to strengthen supervision and inspection of prices, establish and improve the regulatory mechanism for price control, immediately organize market price checks, and focus on investigating and managing operators' production outside their own storage, exceeding normal storage quantity or storage cycle, hoarding accumulating market prices, abnormal price fluctuations, and other acts of malicious hoarding, driving up price behavior, and other disguised price increases, collating prices and profiteering behaviors; exposing the typical cases of bad nature through public exposure in the news media; establishing and improving the price adjustment fund system in accordance with the law, giving full play to the positive role of price adjustment funds in supporting production, regulating the market and stabilizing prices.
