    Minister Yin Yumin on the 13 day held the national human resources and social security system video conference, said that all localities should follow the State Council's requirements for guaranteeing the full payment of migrant workers' wages at the end of the year, and earnestly maintain the harmonious and stable labor relations requirements.

    The labor dispute cases were basically completed before the Spring Festival, and the mass incidents caused by arrears of wages were effectively prevented and properly handled.


    The Ministry of human resources and social affairs also issued a notice on the work plan for guaranteeing the payment of wages for migrant workers during the new year and the Spring Festival.

    Yin Yumin pointed out that during the "two sections" period, the payment of migrant workers' wages should be focused on the construction enterprises and small and medium-sized labor-intensive manufacturing enterprises, so as to ensure the full payment of migrant workers' wages.

    All localities should open up disputes and deal with the "green channel" in accordance with the labor disputes that may arise during the "two sections", and guide migrant workers to safeguard the rights and interests of labor remuneration through mediation, arbitration and other legal channels, and play the role of mediation organizations, so as to maximize the dispute resolution at the grass-roots level.

    Disputes over arrears of wages applying for arbitration should be promptly accepted and timely adjudication, and strive to finish before the Spring Festival.


    In addition, for the issue of wage payment for migrant workers during the "two sections", China will also use wage earnest money to pay wages in arrears in time, and timely use the funds such as emergency revolving fund to pay part of wages or living expenses for migrant workers.

    All localities will also establish and improve the construction units or the general contracting enterprises in charge of paying off the wage arrears system, improving the wage payment monitoring system, and strengthening the administrative judicial linkage to combat the violation of public security management and criminal acts in arrears of wages and absconding.
