The first draft of the draft clearly stipulates the death penalty for reducing 13 economic non violent crimes. In the process of deliberating and soliciting opinions by the Standing Committee, most of the Standing Committee members, departments and localities agreed on the provisions of the draft. However, some members of the Standing Committee, departments and experts suggested that some of them should be cautious about abolishing the death penalty, and suggested that some charges of abolishing the death penalty should be reduced. Some members of the Standing Committee, departments, local experts and experts suggested that the death penalty for some crimes could also be abolished.

After studying with the relevant departments, taking into account the 13 charges of abolishing the death penalty, it was repeated research and demonstration with the parties concerned, and fully listened to the opinions of NPC deputies, experts, scholars and all sectors of society. Accordingly, draft two reviewers maintained the previous provisions.

The draft amendment to the criminal law (eight), which was first considered by the Standing Committee of the National People's Congress in August this year, explicitly proposes to abolish the 13 existing capital punishment charges. It includes: Crime of smuggling cultural relics, smuggling of precious metals, smuggling of precious animals and precious animal products, smuggling of ordinary goods and articles, fraud of bills, fraud of financial documents, fraud of letter of credit, false invoices of value-added tax, fraudulent use of export tax rebates, deduction of tax invoices, forgery and sale of counterfeit VAT invoices, theft, imparting crime methods, digging up ancient cultural sites, ancient tombs, and robbing ancient human fossils and fossils of vertebrate fossils.
