Under the leadership of the Party group of the Bureau, the Hengshui inspection and quarantine people began the arduous journey of "crossing the river by feeling the stones." the joint memorandum on the export of fur industrial products standardized demonstration area (hereinafter referred to as the demonstration zone) was created on the basis of the ten memorandum of cooperation.

After full deliberation, demonstration and preparation, in April 20, 2010, the Hengshui inspection and Quarantine Bureau and the Zaoqiang county government signed a memorandum of understanding to jointly create a "demonstration area for export fur industrial products".

This is the first "demonstration zone for quality and safety of industrial products with special export characteristics" in Hebei Province, and is also the first "demonstration area for exporting fur industrial products" in China.

In order to be a fine and strong demonstration area, the Bureau has formulated a series of supporting systems and methods, such as the Handbook for the standardization of demonstration areas for export fur industrial products, and the regulations for the inspection and approval of the construction of standardized demonstration zones for fur industrial products.

In order to standardize the management of the co inspection bodies and facilitate the inspection of enterprises, the organization and management of the co inspection bodies, the work norm for the inspection agencies of the standardization demonstration zones for export fur industrial products (Trial Implementation), the work procedures for the implementation of the joint inspection bodies, the procedures for the inspection and certification of export fur clothing and the related control records in the demonstration area are also worked out.

Standardize management and bring benefits.

The establishment of the demonstration area in just a few months resulted in "amazing effects" which shocked and praised the Zaoqiang government and enterprises. In the first three quarters of 2010, the export of fur clothing was 1496 batches and the value of goods was 119 million dollars, while the export of fur clothing was zero in the first 8 months of 2009.

In the process of creating the Zaoqiang demonstration zone, the Hengshui inspection and Quarantine Bureau has been actively cultivating new fur clothing export "growth point". After investigation, demonstration and coordination, the management mode of the demonstration area has been extended to fur production enterprises in Gucheng County in the first half of 2010.

In the first three quarters of 2010, Gucheng County exported 1086 batches of fur clothing and 147 million yuan in value, which increased 542 times and 1088 times compared with the same period in 2009.

In September 25, 2010, the Hengshui inspection and Quarantine Bureau and the Gucheng county government formally signed a memorandum of understanding to jointly create a "demonstration area for export fur industrial products".

Changing ideas and simplifying procedures.

The government approved and checked the administration to jointly assess the eligibility of enterprises into the District, and the way of treating the enterprises entering the demonstration area in the same way as the registered enterprises, so that nearly 400 enterprises in two counties of Zaoqiang and Gucheng quickly obtained the export qualification, and cleared the roadblocks for the export of the enterprises.

On the basis of product risk analysis, combined with the requirements of the importing countries and the integrity risk of enterprises, a product inspection and testing management mode based on the two risk assessment of export destination countries and enterprises is implemented.

This not only enhanced the sense of integrity of enterprises, reduced the cost of enterprises, accelerated the export speed of products, promoted the dominant position of fur clothing in foreign markets in Hengshui, but also promoted the healthy development of enterprises in the demonstration area.

On the other hand, in view of the far distance between the Hengshui inspection and Quarantine Bureau and the demonstration zone, we have established an application and certification system to facilitate the inspection of goods and materials in the demonstration area, which ensures that the inspection agencies examine the documents, examine the goods and issue records according to the requirements of "consistency, consistency and consistency of single documents," and ensure the retrospective linkage between the co inspection documents and the inspection documents, and close the quality chain of inspection and quarantine documents.

The "two closed chains" have achieved the "double safety" of the quality of the joint inspection work and the product quality, so far there has been no overseas warning and return.

Convenient and efficient service, export fur clothing has become the leader and leader of Hengshui's foreign trade economy. In 2010, Zaoqiang and Gucheng two industrial demonstration zones exported fur clothing 468 million US dollars, an increase of 266.23% compared with 2009.

While bringing huge economic benefits, the demonstration area produced a huge "magnetic attraction effect". The results of attracting foreign investment were remarkable. The average taxpayer export enterprises in Zaoqiang county increased from 120 in early 2010 to 215 now, and the general taxpayer enterprises in Gucheng county's main battalion in the East fur and fur area increased from 42 to 120, and 123 signed the intention to enter.
