State Council Deploys Measures To Encourage Software Industry Development

The meeting pointed out that the software industry and the integrated circuit industry are national strategic emerging industries, and are important foundations for national economic and social informatization.

In recent years, China's software industry and IC industry have developed rapidly, the scale of industry has expanded rapidly, and the level of technology has improved significantly, which has greatly promoted the construction of national informatization and economic and social development.

But compared with the international advanced level, the development base of China's software industry and integrated circuit industry is still weak, and the technological innovation and self-development ability of enterprises is not strong, and the level of application development needs to be improved.

To encourage the development of the software industry and the IC industry, the meeting has identified the following policies and measures: (1) strengthening investment and financing support.

Investment in the central budget supports qualified technology and technological pformation projects for integrated circuit enterprises.

We should encourage and support enterprises to reorganize M & A across regions and strengthen the integration of industrial resources.

We should guide the establishment of equity or venture capital funds, and actively promote enterprises to use the intangible assets such as intellectual property rights to pledge loans, and broaden the financing channels for enterprises.

(two) increase support for research and development.

We should give full play to the guiding role of major national science and technology projects, vigorously support the R & D of major key technologies in software and integrated circuits, and accelerate the industrialization and popularization and application of technologies with independent intellectual property rights.

Enterprises should be encouraged to establish a strategic alliance of industrial technology research and innovation.

(three) implementing tax preferences.

We will continue to implement preferential policies for value-added tax on software products and give business tax and income tax concessions to eligible enterprises respectively.

(four) strengthen personnel training and introduction.

Improve the incentive mechanism for R & D personnel.

We should strengthen the construction of software engineering and microelectronics in Colleges and universities, encourage qualified universities and integrated circuit enterprises to jointly establish microelectronics college, and support the establishment of comprehensive training and practice bases for school enterprise cooperation.

Speed up the introduction of high-level talents from overseas.

(five) strictly enforce the software and IC intellectual property protection system and crack down on all kinds of infringing acts according to law.

We should further advance the software version, fully implement the policies and measures adopted by government agencies to use genuine software, and guide enterprises and the public to use genuine software.

It supports enterprises to apply for intellectual property in foreign countries according to law.

(six) strengthen market guidance and standardize market order.

We should strengthen antitrust work and create a good industrial development environment.

Safeguard consumers' legitimate rights and interests.

Improve the import and export support policy.

The meeting called for all regions and departments concerned to attach great importance to it, strengthen organizational leadership and coordination, and make strict implementation of the implementation details and supporting measures, and earnestly carry out the implementation.

The meeting pointed out that in recent years, the industrial injury insurance system in China has been continuously improved, and the scope of insurance coverage has been expanding. It has played an important role in safeguarding workers' rights and interests and decentralizing the risks of enterprises.

However, before the implementation of the "industrial injury insurance Ordinance" in 2004, workers who had been identified as work-related injuries or not included in the overall management of the state-owned and collective enterprises, such as work-related injury workers and the relatives of the workers who died, were mostly injured by industrial injuries.

The meeting decided that before the end of April 2011, the disabled workers in the state-owned enterprises and the dependents of the workers and their dependents would be included in the integrated management of the industrial injury insurance. By the end of 2011, other industrial injury workers and collective workers in state-owned enterprises, the old state-owned workers in the state-owned enterprises and the collective reform enterprises would be included in the management of industrial injury insurance.

The required funds are raised by means of co-ordination fund adjustment, one-time payment of part of the expenses and government subsidies, etc., and the central government shall grant one-time subsidies in accordance with the principle of "reward and subsidy combination".
