Standardization Of Footwear Industry Helps Shoe Enterprises Accelerate Pformation And Upgrading

March 14th hearing background: ISO/TC216 is organized by the International Technical Committee on footwear. Its secretariat is located in AENOR, Spain. It is mainly responsible for footwear component testing methods, performance requirements and test methods and terms for shoes.

China is the world's largest footwear producer, exporter and largest footwear consumer market, but we have not only matched the world famous brand footwear products, but also have no matching status in shoemaking technology and standardization.

To this end, as the ISO/TC216 domestic technology counterpart, China leather and footwear industry research institute attaches great importance to this work. Since 2007, it has continuously sent members to the ISO/TC216 and ISO/TC137 working meetings.

ISO/TC216 has been dominated by CEN/TC309. For many years, China's leather and footwear industry research institutes are often the only ones.

At the annual meeting of China leather and footwear industry in 2010, after continuous discussion and struggle, ISO/TC216 finally decided to form the first working group, and agreed that the Chinese leather and footwear industry research institute was the convenor of the Chinese leather and shoemaking industry research institute. This is the result of China's leather and footwear industry Research Institute's participation and efforts. The Chinese leather and footwear industry research institute can undertake the ISO/TC216/WG1 microbial working group, which can contribute to the standardization of microbes in the footwear industry of China and the whole world, and take the opportunity to increase the proportion of China's participation in ISO/TC216, and enhance the enthusiasm of non EU countries to participate in international standards, so that the international standards of footwear can truly internationalize.

The ISO/TC216WG1 microbial working group is the first working group of ISO/TC216, and the first to undertake its convener is the first time in China. The Chinese leather and shoemaking industry research institute pays special attention to it. It is well aware that the biggest obstacle to comprehensively enhancing the strength of China's leading international standardization activities is neither technology nor funds, but rather the basic ability of people to skillfully apply ISO guidelines, and to familiarise themselves with international experts in related fields and organize these experts, which requires coordination and leadership.

During the Spring Festival, we will send our staff to ISO headquarters in Geneva to improve the level and ability of convenor.

However, the first difficulty we encountered was the collection of Commissioners: according to the regulations, 5 P member countries should be sent to the working group and the working group could be established.

Although the resolution of the working group was adopted unanimously at the annual meeting in 2010, only two member countries were appointed to convene experts. In accordance with the plan, a working group and a first working group meeting were scheduled to be held in March 2, 2011, so the Chinese leather and footwear industry research institute held second experts' convening, communicating with other countries through letters and telephone calls, and finally completed the collection of experts three weeks before its establishment.

In from March 2nd to 3rd, the founding meeting of ISO/TC216/WG1 and the first working group meeting were convened at the CENELEC Conference Center in Brussels as scheduled. 11 experts from 6 countries, including Britain, France, Germany, Spain, Portugal and China, came to the meeting. The experts from the Chinese Academy of Sciences and the Fujian entry exit inspection and Quarantine Bureau also attended the meeting. The Chinese leather and footwear industry research institute Zhang Weijuan presided over this meeting as the convenor of the working group.

For this meeting, the Secretariat of the national footwear Standardization Technical Committee has made a lot of preparatory work. It is said that the overseas booking hotels, conference rooms, preparation gifts, tea breaks and meals and so on are only a month's time spent by the conference information Secretariat: including the WG1 structure, main work items, the introduction of project ISO/CD16187, the comparison test among laboratories, the summary of soliciting opinions, the preparation of samples, etc.

Zhang Weijuan, on behalf of the China leather and footwear industry research institute, introduced the situation of China's shoemaking industry and China leather and shoemaking industry research institute, and explained in detail the establishment process of WG1, WG1 structure and its members and main work items.

And the views of Member States on ISO/CD16187 are explained one by one.

The last interlaboratory comparative test is explained.

Experts from various countries held heated discussions on the name, scope, terminology and some technical contents of the standard. After repeated deliberation, they determined the characteristics of the footwear products, reduced the sample size, determined the sampling method and sample preparation, and added the appendix C shock method to fit the test of the shoes, so that the standard coverage was wider. For reference samples, the standard samples were modified to the same material. If it was not easy to get, the bottom of the pan or the bottom of the wide mouth bottle was used as an alternative to make the test method easier to operate.

Experts from all countries agreed that it is necessary to carry out experimental verification under the new text. Experts from all participating countries have applied to participate in laboratory verification, and the convener will then send new samples to various laboratories.

According to the experimental results, the DIS version of the standard is submitted on time.

With the establishment of the working group and the successful convening of the first working group meeting, the convenor's work was recognized, and the WG1 composed of 15 registered experts from 7 P members began to run formally.

However, we have a long way to go. This is a stressful and challenging job.
