Reporters learned that China is the world's largest non-ferrous metal production and consumption country, but the deep-rooted contradictions of the non-ferrous metal industry are prominent, some products are overcapacity, the industrial layout needs to be adjusted, the degree of industrial intensification is low, the level of resource support is not high, the ability of independent innovation is not strong, and the level of recycling is relatively low, so the elimination of backward production capacity is arduous task.
In view of the overcapacity of the non-ferrous metal industry and the unreasonable industrial structure, China's previously announced plan for the adjustment and revitalization of the nonferrous metals industry clearly indicated that the enterprises with strong strength such as copper, aluminum, lead and zinc should be encouraged to reorganize in various ways, promote the reorganization of enterprises, optimize the industrial layout, realize the scale and collectivization, and improve the industrial competitiveness.
"Making big and strong" has become the important task of the nonferrous metal industry during the "12th Five-Year" period.
Chen Quanxun admitted to reporters that China is the largest country in the production of nonferrous metals. Last year, the output of the ten main varieties was 31 million 350 thousand tons. But at the same time, most of the world's non-ferrous metal mineral resources were controlled in a few countries. Most of the non-ferrous metals prices were manipulated in the hands of several oligarchs. Most of the profits remained in the hands of a few multinational companies, and most of the technology patents were in the hands of developed countries.
During the "11th Five-Year" period, the investment in China's nonferrous metals industry increased by 32.7% annually, the main business revenue increased by 29.4%, while the profit growth rate was 18.2%, which was much lower than the investment growth. Initially, the profit margin of the whole industry last year was only about 4.8%, which is very different from that of the 10% since the founding of the people's Republic of China.
The profit rate of assets is only 6%, which is equivalent to the long-term loan interest rate of banks, which is equivalent to working for banks.
Chen Quanxun said.
During the period of 12th Five-Year, the added value of non-ferrous metals industry (comparable price) increased by 10% annually, and the annual average growth rate of ten non-ferrous metals output was controlled by about 8%.
Kang Yi said that during the "12th Five-Year" period, by optimizing the industrial structure, improving the quality and efficiency of development, and effectively controlling the excessive growth of smelting capacity, we should further improve the profits of the nonferrous metals industry.
In terms of industrial structure, Kang Yi disclosed that during the "12th Five-Year" period, non-ferrous metal enterprises adjusted and restructured the industrial chain and value chain, controlled the key links and core technologies of the industrial chain, and promoted the pformation of the industrial chain from the low end to the middle and high end, so as to enhance the core competitiveness.
In 2015, the production capacity of electrolytic aluminum with self owned electricity and direct purchase of electricity reached over 90%. The proportion of copper smelting and electrolytic aluminum equipment reaching the advanced level of the world reached over 95%, and the world advanced level of lead-zinc smelting reached over 85%.
"Through the guidance of industrial policies, we will further optimize the layout of China's nonferrous metals industry."
Kang Yi said.
He told reporters that we must strictly control the new smelting projects in areas lacking resources and environmental capacity, and orderly pfer of electrolytic aluminum to the West.
"In 2015, the output of copper and aluminum accounted for 90% and 95% of the total output of enterprises over 200 thousand tons, and 3 to 5 non-ferrous metal enterprises entered the world's 500 largest, with sales exceeding 100 billion yuan reaching more than 10 enterprises."
Kang Yi said.
He stressed the need to form a group of leading companies in the world to become large companies and large conglomerates with independent intellectual property rights and international competitiveness.
It is noteworthy that, with the continuous growth of non-ferrous metals output, the dependence on mineral resources is increasing day by day, and the serious shortage of resources is difficult to fundamentally change.
Reporters learned that the current non-ferrous metal resources have a high degree of dependence on foreign metals, copper reached more than 70%, aluminum more than 50%, lead and zinc all over 30%, nickel reached 78%.
Therefore, resource protection has also become one of the key points in the "12th Five-Year" plan.
Kang Yi said that during the "12th Five-Year" period, we should further strengthen the census and exploration of possible metallogenic belts in China, and increase domestic reserve non-ferrous metal mineral resources.
In particular, we need to strengthen the investigation and exploration of the key metallogenic areas, and pay attention to the Gangdese metallogenic belt, the Tianshan Beishan metallogenic belt, the southwest "Sanjiang" metallogenic belt and the Greater Khingan Range metallogenic belt in Tibet, so as to form a group of important nonferrous metals reserve resources.
"At the same time, we should intensify efforts to make use of foreign mineral resources and strive to form a new base for overseas mineral resources, and strive to increase the capacity of copper and aluminum resources to 55% and 75% respectively in 2015."
