The reporter noted that the Ordinance removed the contents of "the application of the registration office to the domicile" in the "Regulations on individual businesses (Soliciting Comments)" concerning "vendors who have no fixed places of business to apply for registration as individual industrial and commercial households", instead of the following second rules: "the management method of vendors without fixed places of operation is regulated by the people's governments of provinces, autonomous regions and municipalities directly under the central government according to local actual conditions."

This means that if there are no businessmen in the workplace who can become self-employed, the regulations will authorize the provincial government to decide for themselves.
