He made an analogy to reporters: 100 yuan of goods plus 50% of the tariff is 150 yuan, plus 30% of the consumption tax, that is 180 yuan, and the value-added tax of the import link is nearly 30 yuan, that is to say, not yet placed on the counter, the cost of entering is already 210 yuan. Not only that, there are customs inspection fees, entrance examination fees, credit card fees to the bank, housing and water and electricity charges, labor costs, property expenses and so on. All of these costs will be included in the price of luxury goods. However, the price of domestic luxury goods is much higher than that of other countries. The main reason is tariff. Take luxury goods as an example, the tariff of gold, silver, jewellery and footwear is 10%, the tariff of textiles and finished products such as garments, headscarves and scarves is 20%, the tariff of watches, clocks and their accessories is 20%, the customs duty of high-grade watches with a duty value of 10 thousand yuan or more is 30%, and the tariffs on cosmetics and liquor are even as high as 50%.
High taxes prevent building shopping paradise
Because of the high rate of overseas shopping, the phenomenon of double loss of consumers and taxes has caused widespread concern.
Experts pointed out that China's current luxury import tax policy was mainly formed 20 years ago, when many domestic goods were in short supply, and it was reasonable to curb demand by collecting heavy taxes. But the overwhelming majority of goods in China are oversupplied, and the high tax burden has become the biggest obstacle to China's construction of shopping paradise in some cities. Luxury consumption reflects the upgrading of residents' consumption structure and consumption demand. Its definition and scope also change with the development of the times. Many commodities that used to be considered as luxury goods have become daily necessities, and policies should be adjusted at the right time. In particular, at present, high taxes do not really inhibit people's demand for luxuries, but only transfer them to foreign countries. At the same time, they also inhibit the consumption of inbound tourists. Mass consumption has been transferred to other countries through tourism, which not only reduces domestic consumption, but also leads to the loss of state revenue and the sale of goods in regular channels. Reducing the tax rate of luxury goods, though affecting the tax revenue in the short term, is a wise policy choice in the long run. It can not only keep part of the luxury consumption in China, but also drive the development of related industries, such as manufacturing and retailing.
Hainan Islands tax rebate is expected
