In mid June 2010, after the people's Bank of China formally announced the "Regulations on the management of payment services of non-financial institutions", the electronic payment enterprises actively submitted the material application license.

Since last December, a total of 32 enterprises have been listed in the list of public announcement by the central bank.

However, in the end, 5 enterprises failed to get the payment business license.

Zhang Meng, an analyst with Analysys International, said that before and after the promulgation of the "non-financial institutions' payment service management measures" and rules, the central bank has said that the issuance of licences will not be limited by quantity, but from the first batch of enterprises that have obtained licenses, the central bank pays more attention to the "systemically important" of electronic payment enterprises, including management level, profitability, governance structure, risk prevention, and so on.

According to the reporter's understanding, the business types of license licensing include many types of payment business, such as Internet payment, currency exchange, mobile phone payment and bank card collection.

This is a great benefit to the electronic payment industry which has not been named for many years.

Wang Gang, general manager of Alipay business division, told reporters: "the license plate will be a strong heart for our future expansion in the industry. Alipay will not only make the access interface simple, but will open up the industry chain to provide better services and experience for many users at the downstream end."

Tang Bin, CEO of Yi Bao, said that the issuance of licences means that the electronic payment enterprises have got the opportunity to be on equal footing with other financial institutions. This will help the electronic payment enterprises to reduce their operating costs and acquire high-quality talents.

According to the 2010 Online Payment Industry Report released by Analysys International, the domestic third party payment market reached 454 billion 600 million yuan in the first half of 2010, an increase of 33% over the same period last year, an increase of 89% over the same period last year.

In 2011, the size of the third party payment market will exceed one trillion yuan. In 2012, the scale of China's Internet online payment market is expected to reach 1 trillion and 600 billion yuan.

According to Tang Bin, after obtaining the license, Yi Bao payment in the industry market, in addition to digital entertainment, telecommunications, aviation, education and other advantageous industries, will expand in the future, including insurance, funds and other industries.

At the same time, the Yi Po payment plan has launched a larger and higher level of talent recruitment, including technology, marketing and other posts, network IT, finance and familiar with all sectors of the compound talents.

It is noteworthy that, in the rapid development of China's electronic payment industry, the first batch of licences such as Alipay, Cai Fu Tong, Yi Bao, and fast money have occupied 80% of the market share of the electronic payment industry. With the issuance of licences, the third party payment effect of the first camp is more obvious.

Another industry insider told reporters that before, the central bank has stipulated that September 1, 2011 is the deadline for the third party payment institutions to obtain the license.

For companies eligible to apply for licences, there is still an opportunity to speed up the application for licences.

But in general, the pressure on enterprises not licensed has been very large.

"The electronic payment industry will soon enter the fast lane, and domestic integration and mergers and acquisitions are likely to start soon.

For enterprises that fail to obtain a licence, the failure to obtain licences will mean that they can not continue to provide payment services. In addition to their withdrawal, mergers and acquisitions can also be a valuable road.
