Shoe Industry Adds Vitality To The West

The group will take part in footwear exhibitions at home and abroad, actively respond to the EU anti-dumping on shoes, strive to explore the international market, and actively link up with industrial pfer.

This series of actions has made Bishan shoe industry appear on the stage of western economy with its maturing appearance.

Chongqing shoes: the group participated in the Shanghai China footwear exhibition. The annual China International Leather Exhibition was held in Shanghai New International Expo Center from September 5th to 7. Under the careful cultivation of the China Leather Association for many years, the China International Leather Exhibition has been spanning several times in terms of scale, brand and service. It has become the leading Chinese leather event in mainland China.

According to Sun Hua, director of shoe industry Office of Bishan shoe County in Western China, the exhibitors in Western China are less than last year, but shoes for exhibitors are far more than last year.

Chongqing red Firebird shoe industry, Chongqing Jiali shoes industry, Chongqing Yuhua footwear industry shoe material, Chongqing red soil shoes industry and so on five shoemaking enterprises have carried on the newly designed more than 200 shoe groups to participate in the exhibition.

Chongqing red Firebird brand is the fifth largest brand of AOKANG group, and also the leading brand in the footwear market of Western China. In the past, it joined the other four brands of AOKANG group. This year, it has designed more than 50 new designs, and has joined the exhibition of several brands in China's western shoe market to jointly launch the brand of China's western footwear capital.

Chongqing Yuhua shoes and shoes materials Co., Ltd. has just participated in the Las Vegas shoes exhibition. It has won a lot of orders, and has signed tens of thousands of orders in one fell swoop. This is also the first time that the shoe manufacturers in the western shoe market and Chongqing area have taken part in the international footwear exhibition.

Sun Hua, director of the shoe industry Office of Bishan County, believes that since the AOKANG group and Bishan County People's Government jointly established the footwear industry in Western China in 2003, Bishan shoe enterprises have actively integrated into the competition and constantly reduced the gap between them.

At the same time, Bishan county two years' Western China footwear industry exposition also made local shoe makers stand out in the domestic market. Bishan shoe industry has gradually stepped onto the stage of history and has successfully played its role.

The New Deal: the Eastern shoe enterprises will move west collectively. Since July 1st, the state has formally implemented the export tax rebate "New Deal", adjusted the export tax rebate policy involving 2831 commodities, and shoes and leather products, which are easy to cause international trade friction, will inevitably appear in the adjustment. The export tax rebate will be reduced from the original 13% to 11%.

Zhang Handong, deputy director of the Zhejiang international economic and Trade Research Center, said that although the country's export tax rebate rate was lowered, it has a great impact on the operation of enterprises at this stage, especially for those exporting enterprises with low value-added products.

But at the same time, this challenge is also a driving force, forcing enterprises to develop high value-added products, and develop in the direction of high value-added and deep processing.

Sun Hua, director of the shoe industry Office of Bishan shoe capital in Western China, believes that Bishan has more than 1600 manufacturing enterprises, but there are not many enterprises engaged in export business. Therefore, the reduction of export rebates has little effect on Bishan's footwear industry.

In recent years, with the rising cost of land and human resources in Eastern shoemaking enterprises, the phenomenon of eastward shoes moving to the West began to emerge in 2003. AOKANG Group invested 1 billion yuan to build shoes in Western China in Bishan, Chongqing, successfully copied the shoe industry chain to the western Chongqing, and led a large number of eastern enterprises to invest in the West.

The export tax rebate has a great impact on shoemaking enterprises in the eastern coastal areas, especially foreign trade shoemaking enterprises, which has increased production costs and reduced profit margins.

Wang Zhentao, President of AOKANG group, said that Eastern shoe companies including AOKANG have invested in the west, and the westward shift of East shoes will become a trend.

Wang Qinhua, director of the Department of electrical and technology industries of Ministry of Commerce, said that the policy adjustment has created good opportunities for the central and western regions. The local governments, business authorities and enterprises in the central and western regions should make good use of this opportunity, give full play to their local advantages, undertake industrial pfer that matches the advantages of local industries and talents, and try to push forward the strategy of central China's rise and western development.

The state still has some leeway in the new deal. Giving preferential policies to the central and western regions is undoubtedly to guide the processing trade to the central and western regions.

With the formal implementation of the "New Deal", the westward relocation of eastern enterprises will become an inevitable choice.

Special Administrative Region: western footwear enterprises are ushering in new opportunities. In June 12th, less than a week after the State Council formally approved Chongqing and Chengdu to set up a national pilot area for balancing urban and rural comprehensive reform, some private enterprises in Wenling city of Zhejiang province smelt business opportunities for the first time, and 40 shoe-making enterprises organized tours to inspect the footwear capital of Western China and actively look for business opportunities.

It is understood that the significance of Chongqing's reform as a pilot area will be far-reaching. It will mean that Chongqing will take the lead in achieving breakthrough in key areas and key links, and truly become a new front for deepening the reform.

At the same time, various preferential policies will be introduced, and the West will have more advantaged land resources and abundant labor force, with unlimited business opportunities.

The shoe cities in Western China, which are located in Bishan, Chongqing, will also become one of the biggest beneficiaries.

According to Wang Lihui, director of the chamber of Commerce of Wenling shoe and leather industry association, due to the tight industrial land in Wenling, the difficulty of recruitment is becoming increasingly serious, which makes Wenling's shoemaking enterprises have to go out to develop.

Chongqing, Chengdu and other western regions with a long history of shoemaking make them see opportunities.

It is noteworthy that in December 2005, Chongqing Bishan was also awarded the "shoes of Western China" by the China Light Industry Federation and the China Leather Association.

During the inspection, some shoemaking enterprises said that the footwear industry in Wenling started in the 70s of last century, and the history of shoemaking was later than that of Chongqing. The scale of its shoemaking industry was far from reaching the level of shoes in the West.

Jin Jiang, general manager of Dajiang shoe industry in Taizhou, intends to invest in the shoes capital of Western China. When he heard that the two phase of land had already owned the owner, 32 enterprises began to build, and immediately said that when the three phase project came down, it was necessary to inform him for the first time.

A month before the approval of the "special zone", the two phase of the footwear industry in Western China was officially launched, and 32 shoe-making enterprises were also settled.

In July 25th, Chongqing Bishan County ushered in the first sunny day after the flood. The construction site of the two stage project of the western shoes city is a busy scene.

Some time ago, due to heavy rain in Chongqing area, all the street pavements of Bishan county were flooded in July 17th afternoon. The flood disaster grade was 115 years, and the construction project of the two stage project of the western shoes city was all shut down.

Fan engineer, who is responsible for the construction of standard workshop B area, introduced the construction of the basic part of the standard workshop B area in August.

In addition, the Chongqing AOKANG building, the boutique Exhibition Center and 32 enterprises have entered the construction stage. The 5 trunk roads connecting the two stage project of the western shoes city are fully opened to traffic at the end of August. According to the plan, the two phase of the project will be completed by May 18th next year.

Sun Hua, director of the shoe industry Office of Bishan County, introduced to the delegation that the shoes in Western China were jointly built by AOKANG group and Bishan county government, covering an area of 2600 Mu and investing 1 billion yuan.

At present, more than 60 shoemaking enterprises and more than 400 business operators from Guangdong, Fujian, Zhejiang, Taiwan, Chengdu and local have settled in the shoe market of Western China, which has solved 50 thousand jobs for local people.

Anti dumping: "Chongqing shoes" goes against adversity. Last year, the EU made anti-dumping decisions on Chinese leather shoes, and imposed a 16.5% anti-dumping duty on leather shoes originating in China last year for 2 years.

Subsequently, 5 Chinese shoe companies such as AOKANG, Tamar shoes, golden shoe shoes, new HK dollar and WAN Bang appealed to the European Court of justice, but so far no results have been achieved.

No matter what the final result of anti-dumping is, the shoe manufacturers in the west of China will not abandon the EU market.

In June 14th, on the launching ceremony of the export of leather shoes with a million pairs of export shoes in the west of China, Sun Hua, director of shoe industry Office of Bishan County, Chongqing, revealed that by 2010, the number of leather shoes exported from Western China shoes will reach 10 million pairs, and the European Union and other countries will still be the main export market.

At present, there are mainly 12 furniture export enterprises in Western China, including red Firebird, Hao Mei, Shuai Mei, Guanzhong, Jin Hao and red soil. The total export volume is over 2 million pairs.

According to Cheng Xun, general manager of Shumei shoes, Shumei shoes are mainly exported to the European Union and other countries. The export mode is mainly self export. Shuai Mei exported about 500 thousand pairs of leather shoes this year. It is expected to reach 800 thousand -100 pairs next year.

When it comes to the EU anti-dumping on shoes, Sun Hua said that no matter what the result is, the high anti-dumping duty has a great impact on the export of leather shoes in Chongqing. Anti dumping is a way of hurting others and injures others.

As a matter of fact, Chinese shoe manufacturers and retailers and consumers of the European Union share part of the anti-dumping duty either physically or invisibly.

Sun Hua also said: the three stage project planning of the footwear capital of Western China has been approved by the expert group. The three phase project covering more than 2000 mu will mainly introduce Taiwanese and foreign-funded enterprises such as leather shoes, bags, leather goods, etc., and the export of leather shoes in the western shoes will account for about 30% of the total production.
