Shoemaking industry has always been a traditional pillar industry in Putian. Its annual output value accounted for nearly 1/3 of the total GDP in the city last year. But at the same time, the footwear industry in Putian is still in the initial stage of foundry in the 80 and 90s of last century. Comparatively speaking, the footwear industry in neighbour Jinjiang started later than Putian, but has now developed into a "brand capital". Putian's numerous "three in one" workshop has become a foundry for some shoe enterprises in Jinjiang. At 9:50 in the evening of October 21st, there was still 10 minutes left for work, but 37 workers at Feida shoe processing plant in Xiuyu, Putian, had not been able to wait until this moment. A fire caused them to die suddenly and 19 others were injured. In October 23rd, our reporter at the scene saw that the fire was a 5 storey residential building, and there were still a lot of black marks on the 2 and 3 floors. According to a workshop worker who survived the night off because of a leave, the Feida processing factory was located in this private house, 1 floors of goods, 2, 3 floors were the workshop, and 4 storeys were canteens and staff quarters. Dozens of employees were rushing to make a shipment before the incident. Feida processing plant is the most typical "three in one" processing plant in Putian. According to the official introduction of Putian, Feida also belonged to unlicensed production and was banned in 2004. In the early 80s of last century, as a result of its proximity to Taiwan and Putian, a large number of Taiwanese businessmen came to establish shoemaking plants, and many domestic and foreign brand shoes foundry. After that, the booming footwear industry has always been the traditional pillar industry in Putian. In 80 and 90s, Putian was once known as "shoe city". In Taiwan funded factories, many middle and senior managers and skilled workers have been trained, so the local shoe factories and processing workshops have gradually developed, and the scale of the industry is becoming larger and larger. In 2006, the total GDP of Putian was about 42 billion 260 million yuan, of which the footwear industry contributed 13 billion 880 million yuan, accounting for about 1/3. Feida processing plant operator Huang Shubin, owner Chen Zongfei is her husband, at present, two people have been arrested. According to local people, Chen Zongfei used to work in a large shoe factory and later saved up a sum of money to run the factory himself. In 2004, after the ban of the Feida processing plant was banned, Chen Zongfei bought the building of 1 million 280 thousand yuan in September last year, and opened it as a processing workshop. The workshop has about 120 workers per day, and belongs to the "big factory" in the local similar self-employed households. On the 23 day, on the other side of the street from Feida's processing plant, a small processing factory sign was taken off and placed in a corner of a lane. Like this "three in one" workshop, how many of them are in Putian? A staff member of the Putian economic and Trade Commission's operation section told the newspaper that "there are too many small factories and no way to count them out". Lao Zheng, a shoe factory in Jinjiang, has just shipped a batch of raw materials to the factory with his assistant. Since 2000, he has been working in Putian for OEM business. According to him, there are more than 1000 factories in Putian, such as Feida, employing nearly 100 thousand people. And their company now basically subcontract business to Putian to do it, then paste the company's own brand export. Lao Zheng believes that although the shoe industry in Jinjiang is later than Putian, it is much better than Putian. The two places have already embarked on two entirely different development paths. The distance between Jinjiang and Putian is only 100 kilometers. In the early 80s, when the shoe industry in Putian was booming, Jinjiang also started making shoes. Today, Jinjiang has become a county level city for only 15 years. Last year, the total output value of footwear industry was nearly 20 billion yuan, exceeding that of Putian. More importantly, there are 12 Chinese brand names in Jinjiang footwear industry, accounting for 80% of the brand names of similar products in China. When Jinjiang shoes, such as "Anta", "XTEP", "360 degree" and so on, were heard in the whole country, only one of the 183 shoe enterprises in Putian on the top of the scale was the "Voight", a Chinese famous brand unique seedling. Compared with more than 20 years ago, the size of the footwear industry in Putian has been expanding, but the industrial structure has not changed fundamentally. The "incoming processing" mode, originally initiated by Taiwan funded factories, has been used until now. What is different is that in the past, Putian shoe companies were doing OEM for foreign brands, and now they are doing OEM for the brand of neighbour Jinjiang. "Putian still stays in the stage of OEM processing and fraud." Zhang, director of the China leather and footwear research institute in Quanzhou, said. She said that OEM did not need to be promoted. There was no need to put a lot of advertisements on it, nor did it need to worry about raw materials. So it was welcomed by Putian's big and small shoe companies. And a staff member of the Jinjiang municipal government office's Economics Department told the newspaper that Jinjiang footwear industry wanted to play brand at the very beginning. In fact, in 1983, Nike's foundry plant was originally set up in Jinjiang, but soon moved to Putian. "Jinjiang people did not work in Nike's factory after learning technology, and came out to make their own brand." The staff member said. He said, "Putian is selling products now, and we sell brands." Anta, for example, spent 10 million yuan in 1999 to invite Kong Linghui, a table tennis star, to advertise the first shot of the shoe industry in Jinjiang. In recent years, in order to encourage enterprises to create famous brands, Jinjiang has clearly pointed out that the "Chinese famous brand" enterprises will be directly rewarded 2 million yuan. Putian has taken another road in the shoe industry. Nike's foundries have been rooted in Putian, and Putian shoe companies are Nike's well-known foundries in China. Some large and small businesses, like Feida, are also swarming up. Almost every household makes shoes at a time. A pair of Putian foundry Nike shoes cost about 80 yuan in domestic cost, after Nike changed hands, it was 80 yuan. Lucrative profits are earned by brand manufacturers, and only a few parts of the foundry enterprises such as Feida are separated. In this case, the factory owner is trying hard to recruit workers and rush orders, while he is reluctant to expand the workshop, standardize production and improve the working environment. Because of the large number of foundry factories and large number of employment, government regulation is not enough. After being banned in 2004, Feida processing plant changed its location and reopened. In the main road of wat Shi Town, our newspaper reporter saw that the sign of the "unlicensed" workshop was hanging up high, especially eye-catching. Unlike the Jinjiang municipal government's positive support for shoe industry development, Putian, which has the same shoe size, has long lacked the overall planning and guidance for the footwear industry. In recent days, our reporter has visited various departments such as Putian economic and Trade Commission, and has never been able to get information on the annual statistics and analysis of the development of footwear industry in Putian. The staff of the Putian economic and Trade Commission's operation section said that they had never seen such a statistical analysis. In fact, some industries such as shoe makers in Putian are facing a test. In the first 8 months of this year, the output value of the footwear industry in Putian was 11 billion 288 million yuan, and the growth rate slowed down. As a key provincial enterprise, the footwear industry of Li Feng has reduced its output value by more than 158 million yuan due to reduced orders and lower prices. The same situation also occurred in the large enterprises such as the city's Paul lander shoe company, Olivia shoes and clothing company. At present, such factors as RMB appreciation, labor price rise, and foreign anti-dumping are constantly concentrated, which makes the Putian shoe and clothing enterprises accustomed to subcontracting system in a dilemma. And the way out seems to be Jinjiang's old road to create its own brand. "We have made a report to the Municipal Economic and Trade Commission, and the next step will be a series of actions." Putian city in June this year, the newly established footwear industry association president Cai Jinhui told this newspaper. Cai Jinhui may be the most enthusiastic and eager to create a brand. His Huafeng shoe company in Putian has the only "China famous brand" in Putian, Voight. He admitted that the "three in one" factory in Putian was overcrowded, and there were some reasons for the "10. 21" fire. He said that in fact, before the fire broke out, the association had already prepared joint business, quality supervision and other departments for joint rectification. The aim of the rectification is to "destroy" factories that produce "three in one", undocumented production and factories producing inferior products. The specific goal is to "deal with" 30% of Putian's footwear enterprises, and to support 30% of shoe manufacturers to create brand names, so as to promote the development of 40% of the shoe enterprises. However, he also admitted that it is very difficult to create brand now. "1 hundred million of advertising investment is not necessarily worth 10 million of the past." In Jinjiang, labor-intensive enterprises are moving out. "Labor-intensive industries such as shoes are becoming more and more difficult to make. In the past, they made overtime work to force workers to work overtime, and now they are not allowed to do so, and the wages of workers are getting higher and higher." Lao Zheng said. Therefore, Jinjiang's brand manufacturers simply take Putian's small and large factories as "workshop" to shift the cost pressure in this aspect. In a small "three in one" processing plant in Wushui Town, a new woman who came to work for more than 2 months told the reporter that he usually worked 12 hours from morning till night, usually at 10 o'clock in the evening. If she becomes a skilled worker, she can get up to 1500 yuan a month. Different from Jinjiang's migrant workers, Putian native workers do quite a lot in workshops. Most of the workers who died in the Feida fire were mostly locals. In banning small workshops and settling jobs, the government often finds itself in a dilemma. The "10. 21" fire scene in wat Shi town was not cold. In the nearby processing factory, the new woman worker repeats his simple work with a simple and careless way, and says with a care, "there is no fire. There is nothing to be afraid of!"
