The purpose of the TESA bill is to enhance the customs and Border Protection Agency (CBP) of the United States.

He further noted that in the past more than 10 years, US industries and workers saw a sharp increase in customs fraud cases, and fraudulent producers and importers took advantage of the loopholes in the rules and regulations of the United States.

During this period, the US Customs Department significantly reduced its efforts to combat textile fraud.

Fraudulent practices include illegal import or export, evading tariffs, erroneous claims of free trade agreement concessions, declarations below the actual value of goods, counterfeit legal companies or phantom companies established by concealing secret or illegal activities, claiming to be American manufacturing enterprises.

President NCTO exclaimed, this practice not only caused the loss of employment opportunities at the door of the United States, but also even cheated the national government's $1 billion tax and penalty every year.

The US Customs and Border Protection Agency (CBP) taxes more than $30 billion a year. It is the second largest source of revenue in the US Treasury. About 40% of the revenue, or more than $12 billion, comes from textile imports.

The TESA bill proposes to answer a number of key issues, so that the US Customs authorities have greater authority to deal with them in a better way.

The bill calls for greater commercial and law enforcement efforts in CBP and less dereliction of duty, because dereliction of duty damages the American textile industry.

According to the bill, the number of trained importing experts in textiles and clothing is increased in 15 major ports in the United States.

The legislation will authorize the government to expose the names of companies intentionally violating the terms of trade agreements.

This will empower the Ministry of Finance and the Department of Homeland Security to make use of the fines and fines collected to pay for investigation or training.

The bill recommends that the US government implement an electronic verification procedure to track the import of yarn and fabrics in free trade agreement countries.

In addition, the bill proposes the establishment of a textile and clothing importer program, a non resident importer program, a textile and garment manufacturer and supplier registration scheme.
