In April this year, AQSIQ conducted research on the quality of clothing industry in Guangdong. Xie Qing told the author, "according to the test this year, the children's wear in Guangdong province has been low qualified rate, the pass rate of 5 years is only about 6 percent, and even several sampling tests have taken out azo.

AQSIQ has always regarded children's clothing as the focus of quality supervision, and released the results of its inspection on its website. The author observed that the results released at the end of 4 showed that 105 enterprises had failed products.

Liu Liangyu, a child Rescue Committee of the China Association for social work, pointed out that the incidence of children's diseases and poor children's products accounted for over 5%. Especially in children's clothing and infant clothing, formaldehyde exceeded the standard to become the biggest killer, and the use of environmental protection products did not lead to some children's clothing flowing into the market, which contained toxic substances and posed a great threat to children's health.

As for the safety of children's products, there are strict rules in Europe and America and Japan. Guangdong is a big province for children's clothing export, and is not unable to complete the production of high quality products.

The author found that low quality domestic products and high quality export products exist in Guangdong, or even exist in the same factory.

Wang Xiaoming, chairman of Foshan Wanxin garment factory, told me that the price of the same style of children's clothing is only 60% of that of the mainland. Wang Xiaoming acknowledges that the price gap leads to a quality gap.

When I asked the quality gap between export and domestic children's clothing, where was it?

"We can't see the difference in our clothing shop," Wang Xiaoming said clearly. The real gap is in the upper reaches, and "fabric, accessories, printing and dyeing" are all in these links.

"In China, you can find the best material in the world, and you can find materials that are exactly the same as those with the best material appearance and handle, but they are completely different processes and ingredients.

Unless they are sent to professional institutions for inspection, they will not be able to distinguish between pedestrians, or even a shorter period of time.

The hidden rules in the industry are known to everyone.

It has become commonplace to produce products of different quality in the same factory.

"We started exporting children's clothing in 2005, and exported hundreds of batches of goods in 2009. There was no problem at all, and it was fully in line with EU standards."

In the light of his view, despite the fact that the upstream industry is mixed up, it is not impossible to find a good partner.

But since they started selling children's clothing in 2009, they have been blacklisted by the quality inspection departments of Tianjin and Guangzhou two times.

"The price given by domestic businessmen is only five or six of that abroad, and they do not ask for quality problems at all."

According to industry experts, the price of children's clothing in China's market is not lower than that in the United States, but the cost of a large number of channels has eaten profits, making factory production links not profitable.

Therefore, without affecting the appearance quality, many factories reduce their standards when purchasing fabrics, and low cost fabrics will inevitably result in low quality products.

The purchaser usually asks the factory to produce the inspection report of the well-known third party organization, and even if the factory adds the cost of inspection to the cost, it will still be profitable.

Inadequate supervision and enforcement

"Now, the profit rate of the children's wear industry is only 5% to 8%, and the price of the factory's fabric purchase is lower."

Wu Fangfang, President of green box children's clothing, told the author.

"Once, a group of products purchased fabric, we once asked the other party to produce product quality inspection report, the other side also produced, but when we processed the fabric into garments, it failed again."

Wu Fangfang said.

Wu Fangfang analyzed the reasons. "The testing data provided by fabric suppliers are provided by local inspection departments, and our testing data are made in Shanghai, Beijing and other tier cities."

Xie Qing, Deputy Secretary General of the clothing association, pointed out directly that "in fact, our country has a comprehensive and strict regulation on the standards of children's products. However, there are some problems at the executive level. Some local testing organizations will produce problematic inspection reports for the purpose of charging."

Wu Fangfang revealed that most of the requirements for the quality of children's clothing are foreign businessmen and brands. "70% of the children's clothing in China is imported into the market through the wholesale market. These products have serious quality problems."

"In fact, the wholesale market, the relevant state organs will also be inspected, but the intensity of inspection is still far from enough."

For the inspection of quality inspection departments, there are many ways for merchants to escape. "For example, every year Guangzhou has four tests for wholesale market of children's clothing, almost every time in fixed time. When it comes to inspection, businesses immediately change to high quality products, and the inspectors change to another batch of products."

"At the time of receiving orders, customers even asked to produce reports from inspection organizations in Hongkong or Europe and the United States," Wang Xiaoming told the author. This process is for manufacturers to bear the cost. "For example, there are many colors in children's clothing, usually the detection of each color is about 1000 yuan, and one batch of clothes is sometimes only ten thousand yuan for pigment detection."

However, the detection process of domestic products is worrying.

"The difference between domestic orders and international counterparts is very obvious. The price is low, on the one hand, on the other hand, it is essential to monitor the quality," Liu Gengzhi said. "Foreign customers should refine every color test, but domestic customers will have no problem with appearance, touch and taste."

Quality inspection needs market reform

"Some factories want to protect the quality of their products."

Wang Haiye, vice president of the well known children's products brand group, told the author, "because the dangerous elements usually detected by baby and children's products are very small, the accuracy of the equipment is very high, which is totally different from the conventional equipment."

Because the quality of children's products is related to the upstream raw materials, in order to control the quality completely, it is necessary to have their own testing equipment.

"An ordinary children's clothing and children's products factory, production equipment investment is less than 10 million, how can they invest heavily in testing equipment."

Moreover, the establishment of a complete detection system, "there must be a central laboratory, each factory also has factory testing equipment."

National and local testing methods are also very limited, "many local testing agencies will not spend millions of dollars to buy a set of imported testing equipment to check the lead content of a baby carriage."

Wang Haiye said.

"The state not only needs to increase investment in children's products testing equipment, but also strengthens the ability of operators in various local quality inspection institutions, and many inspectors do not know how to detect them."

Wang Haiye said.

The national standard is clear, and the operational level has been criticized by enterprises.

"For example, how to sample products, many operators do not know."

Wang Haiye believes that this also restricts the authority of children's products testing.

"Recently, a big brand has been detected quality problem is that a cotton cloth on the cuffs does not meet the requirements."

Wu Fangfang, President of green box, said, "this is a demand for details. There will be only a large demand for cotton in foreign countries."

"In fact, at present, the quality inspection organization has no strength to detect all factories, and it is impossible to detect all children's clothing products."

In this regard, the solution that Xie Qing and Wang Haiye gave unanimously is that the AQSIQ gives the right to allow the quality inspection industry to be fully marketed, so that the society can build trust worthy.

"I talked to the quality control department about this problem. They still want to be able to take that right and refuse to give up."

In Europe and the United States, the third party inspection agencies carry out quality inspection and invest in the purchase of testing equipment.

When a product enters a national market, the importer can obtain the testing data at any time as long as the importer designate the third party testing organization.
