The Consequences Of China'S Economic Imbalance
Due to the lack of political support, people can not participate in the good economic policy, and often result in the abortion of the policy in the execution link because of the unreasonable interest relationship.
Kama Jef, the Soviet economist at the beginning of 1977, reminded the world not to overly pursue the speed and quantity of economic growth in his book "speed and quality of economic growth" in 1977. He might have never thought that 34 years later, the quality of economic growth will arouse heated discussion in the northeast of China and become the focus of attention.
In the fifth summer of September 16th, Davos put forward a deep proposition about the quality of growth, which caused widespread thinking in the gloom of the economic crisis.
"At present, our time is crucial because sustainable and balanced economic growth and re employment are the top priority at this time.
To overcome the global economic crisis, we need to develop and implement innovative global and national strategies so that we can promote a new round of economic growth and a new round of green growth. Klaus Schwab, chairman of the world economic forum, delivered a meaningful speech.
Wen Jiabao, premier of the State Council of China, also advocated the quality of growth in his speech. He thought that the quality of growth reflected the consensus and expectation of promoting strong, sustainable and balanced growth of the economy. Only by continuing to deepen reform and opening up can we enhance the momentum of sustainable development.
Therefore, "we must continue to push forward the reform of the economic and political system and inject strong momentum into economic and social development".
Like Kama Jef's concern about the quality of growth in the form of monograph, there has been no lack of attention to this topic since the middle of last century, but it has not attracted enough attention from policymakers in all countries, and thus has not played a proper role in economic development.
Among these people, Ren Baoping, Dean of the school of economics and management of Northwestern University in China, began to pay attention to the quality of economic growth in his doctoral dissertation around 1999. After several years of research, he published the book "quality based growth" at the beginning of last year, which attracted the attention of economists.
"The Davos forum stressed the quality of growth in the context of economic crisis, obviously because the traditional way of economic growth has come to an end."
In an interview with China News Weekly, Ren Baoping said that due to the absence of such a big economic crisis, countries generally ignored the quality.
Even in the theoretical world, the quality of growth is not for all.
Gregory Zuckerman, an economist interviewed by China news weekly and a Wall Street columnist, said he was not sure what the quality of economic growth was.
What is the quality of growth? Kama Jef describes it as an increase in production resources and production from the concept of economic growth. The quality of growth should include "the improvement of product quality, the improvement of the efficiency of means of production, and the increase of consumption effects of consumer goods".
One of the phenomena that is contrary to the quality of growth is
Economics
Excessive pursuit of quantity "growth without development".
In 1996, a World Bank report summed up several characteristics: Rootless growth, namely, the loss of cultural diversity; no future growth, that is, the destruction of the environmental foundation; the relentless growth, that is, the development of people's feelings of indifference.
Ren Baoping believes that the disregard of the growth quality of different countries is mainly reflected in their performance.
economic growth
The instability.
Take the United States as an example, the economic crisis shows mainly the problem of economic structure, and the rapid development and lack of restraint of the virtual economy and the real economy are seriously unbalanced.
Shi Jinde, Chinese President of Thomson Reuters who attended the Davos forum as a guest of special guest, issued a similar view. He believes that the biggest problems facing the world in the final analysis are two: crisis of leadership and political stagnation in Europe and America.
The main concern of western countries is global economic imbalances.
Mao Yushi, a famous economist, interviewed the China News Weekly.
quality
The problem falls into four words: to spend money in the future, that is, to spend money in the future, in the public aspect, it is over emphasized that the welfare state causes a serious deficit and the private level is characterized by too little savings.
Two imbalances in China
More people are concerned about the summer of Davos, China. They are surprised at the growth rate of China's undiminished growth. They also have high expectations for whether they can help Europe and the United States who are in deep trouble in the economic crisis.
Schwab asked Wen Jiabao at the meeting: what measures can China take to help the international community, especially the European countries and the United States to meet the challenges of the financial sector?
More voices argue that China should not be blindly optimistic because the quality of growth that China is facing is more typical and prominent.
Mao Yushi has two kinds of imbalances in China's development, one is the external imbalance which relies too much on exports, the other is the serious internal imbalance of the economic structure.
Therefore, he believes that improving the quality of economic growth is particularly important for China.
Mao Yushi further classified the standard of economic growth quality into five aspects: the distribution effect of GDP, environmental protection, inflation rate, employment and economic bubble.
Shi Jinde believes that the Chinese government is more concerned about the internal imbalance, such as the intensification of domestic inflation and the widening gap between the rich and the poor, which affect the challenges of social stability. "It is not easy to solve the internal imbalance, as if the government has been saying that we should actively stimulate domestic demand, but actually it is very difficult to do so, which is a major challenge facing the Chinese economy".
Ren Baoping also agrees with the view that China's economic growth is seriously unbalanced. "Imbalance is one of the key issues in the past China's model."
He believes that these imbalances mainly include the imbalance of economic growth and employment, the long-term imbalance of return on capital and the rate of return on productive factors, and the imbalance of labor elements in the internal distribution of enterprises (Guo Di).
In addition, Ren Baoping believes that the quality of China's economic growth is also seriously affected by institutional factors.
"From the past concept of sustainable development to the present emphasis on growth quality, the formulation is very good, but it has not been effective for quite some time, mainly because the support factors of the economic growth of the system are not effective."
Improving the quality of state governance
Institutional factors are also mentioned in Kama Jef's works.
Kama Jef believes that in the concern of the quality of economic growth, people often neglect three key factors, one of which is "the quality of state governance".
Ren Baoping explained that a very important criterion for the quality of state governance is the participation of citizens, and China's problems in this regard are equally prominent and urgent need to be improved.
Otherwise, no matter how good the economic policy is, due to the lack of political support, people can not participate in it, and it often leads to abortion in the implementation process because of unreasonable interests.
Therefore, we should change the mode of national governance from the former elite governance to public governance, so as to achieve the improvement of governance quality.
This has become an important reason why he stresses the importance of national quality besides emphasizing structural problems, stability, welfare effects and environmental costs. "In economic growth, the removal of political factors will also result in the low quality of growth and the inability to accurately understand and implement economic policies because of the low quality of people's overall quality."
Ren Baoping believes that we should pay close attention to the quality of the national economy in the process of improving the quality of economic growth in the future.
In the future, we must further establish the main position of enterprises as technological innovation and investment in science and technology. We must adhere to the principle of moderate advance in infrastructure investment, national quality education, medical investment, and administrative efficiency improvement, otherwise the quality of national economy will drag down the quality of future economic growth.
Mao Yushi believes that the main problems of state governance in China are privileged, too centralized and lacking effective constraints.
The solution to this problem lies in the reform of the political system.
"Political restructuring is very important for China."
Mao Yushi told China News Weekly that although it is far from economic growth theory, China must make great efforts to solve this problem as a supporting factor for economic growth.
Shi Jinde also talked about China's political restructuring. He believed that the voice and views of the Chinese people were attracting more and more attention from the government. "Many cases have been paid attention to and resolved by many new ways (such as micro-blog). These are positive phenomena."
The views of academics were answered in the speech of Premier Wen Jiabao of the State Council of China. Wen Jiabao stressed that China persisted in solving problems through reform and will continue to push forward economic and political restructuring. On the one hand, we accelerated the reform of important areas such as finance, taxation, finance, factor prices and monopoly industries, and striving to make significant progress.
On the other hand, we must persist in ruling the country according to law, change the situation that the power is too centralized and not restricted from the system, protect the democratic rights and legitimate rights and interests of the people, and safeguard social fairness and justice.
