The conference identified key projects for vaccine supply system construction.

We must strengthen independent innovation and expand international cooperation and exchanges.

In order to further solve the problem of double taxation in the tax system of goods and services, improve the tax system and support the development of modern service industry, the meeting decided that from January 1, 2012, pilot projects of deepening VAT reform in some areas and industries should be carried out, and the current business tax collection industry should be replaced by VAT.

First, pilot projects in Shanghai's pportation industry and some modern service industries should be carried out. When the conditions are ripe, some industries can be selected for pilot projects throughout the country.
