According to the regulations of the China Silk Association, we will convene the sixth session of the Chinese Silk Association.

The main task of the conference is to summarize the work of the Fifth Council and carry out the general election of the Council, and discuss the development guidelines and main tasks of the China Silk Association in the coming years.

Review of the work of the association in the past four years

In accordance with the work principles and tasks set by the fifth session of the China Silk Association, and with concerted efforts of all levels of government departments and support from all members, the association has been focusing on the development goals of the 11th Five-Year development of cocoon and silk industry in China for four years, actively promoting the adjustment and upgrading of the industrial structure, and pushing forward the steady development of China's cocoon and silk industry, basically completing the main tasks identified by this Council, and playing an important role in the healthy and stable development of the whole industry.

(1) safeguarding the interests of the industry and promoting the smooth operation of the industry.

As a national trade organization, the association represents the majority of members.

First, actively participate in the research and formulation of industry development policies.

In line with the National Cocoon Silk office, we participated in the research and drafting of the "11th Five-Year and 12th Five-Year" development outline of the cocoon and silk industry, and participated in the implementation of the national "East sang West shift" project, and participated in drafting the national guidelines for mulberry silk production.

In line with the China Textile Industry Association, it participated in the research and drafting of the textile industry "11th Five-Year" and drafted the "12th Five-Year" development plan. Every year, it organized the silk industry content for the "China Textile Industry Development Report", and participated in the selection of the outstanding QC group, the new product development contribution award and the annual innovation.

At the end of 2008, in order to effectively cope with the international financial crisis, the association was entrusted by the relevant departments of the national development and Reform Commission to understand the situation of cocoon and silk industry in a timely and rapid way, and to study feasible countermeasures.

In the compilation process of the State Council's "textile industry adjustment and revitalization plan", we adopted the policy recommendations of "raising the level of silk machinery and equipment, enhancing the capability of independent innovation, advancing the project of" moving east and west to the west "and increasing the purchase of factory silk, so that the cocoon and silk industry was reissued in the important documents and major policies of the State Council, effectively boosting the confidence of the industry in coping with the financial crisis.

In July 2008, the association completed two projects, including the "textile structure adjustment special", "high-end silk logo product technology and quality public service platform" and "raw silk electronic detection technology, standard system development and service platform" issued by the national development and Reform Commission, and published more than 30 research papers, which promoted and promoted our country.

Since 2008, in order to actively cope with the adverse effects of the international financial crisis on the industry, the association has been striving for policy support from relevant state departments to help enterprises tide over difficulties.

Through conducting a thorough investigation of enterprises in construction or construction projects, the association has set up a project repository for enterprises, with a total of more than 150 projects.

Nearly 50 enterprises have been organized to declare projects to the national development and Reform Commission, the Ministry of Commerce, the Ministry of industry and commerce, the Ministry of science and technology and the China Textile Industry Association.

In addition to the large fluctuations in 2009, the economic efficiency of the silk industry has been steadily recovered in 2010, and this year's economic indicators are expected to continue to rise.

It is estimated that China's silk industry will achieve a total output value of 191 billion 400 million yuan in 2011, and its main business income will be 185 billion 400 million yuan, and the profit will be 7 billion 200 million yuan, an increase of 15.93%, 16.24% and 74.39%, respectively, compared with 2007. The export of real silk goods is 3 billion 560 million US dollars, a decrease of 3.5% over 2007.

In the past four years, the association has been focusing on industrial restructuring and upgrading, vigorously promoting energy conservation and emission reduction and cleaner production, and actively promoting the establishment of science and technology alliance and major equipment research and development.

First, we should strengthen the construction of standardized working teams and organizations.

In 2006, the association organized the domestic scientific research institutions, universities, inspection institutions, production enterprises and trading companies to take the easy, difficult, constantly improving and progressive way to gradually overcome the difficulties in the ideological, theoretical and technological aspects of electronic detection of raw silk.

In 2008, under the strong support of the Ministry of Commerce's National Cocoon Silk office and the relevant bureaus of the national development and Reform Commission, with the unremitting efforts of many experts and scholars, the electronic detection of raw silk has entered from theoretical research to the actual combat stage.

Research and development of a set of "photoelectric + capacitance" combination of raw silk electronic detection methods and equipment prototype has been developed. For the first time, the theoretical system of sampling and grading of raw silk has been established and launched for the first time in the world. The high precision and digital network raw silk detection system has been developed, and the electronic standard for raw silk has been developed.

The technical line of electronic detector has been unanimously recognized by experts in silk industry all over the world, laying a good foundation for the international standard of raw silk electronic detection.

Three, we should vigorously promote the internationalization of silk standards.

At present, China is a big silk producing country and a big exporter of trade in the world. Promoting the internationalization of silk standard has not only unique advantages, but also good development space and potential. It is also an important part of promoting China's silk status in the world and creating a "Silk power".

In October 2009, China submitted to the ISO organization an application for establishing the international standard of raw silk electronic test method, which was formally accepted.

In April 8, 2010, ISO announced the results of the high pass on its website, which marked the official start of the first international standard of China's cocoon and silk industry as well as the entire textile industry.

After two years of hard work, under the leadership of the Ministry of Commerce and the National Cocoon Silk office, the Chinese Silk Association took the lead and organized the National Silk Standardization Technical Committee to carry out the work. The working group of the Zhejiang entry and exit inspection and Quarantine Bureau, Zhejiang Kai Xi Ya international Limited by Share Ltd, Zhejiang Silk Science and Technology Co., Ltd. and the modern silk Engineering Laboratory of Soochow University carried out a lot of research work and related comparative tests. In 2010, the association and the China Textile Industry Association, the China employment training technology guidance center, the China finance and trade textile and tobacco trade union jointly organized the Zhongjiang textile machinery cup national textile equipment preservative vocational skills competition.

After bottom-up selection, 37 contestants from 10 provinces (autonomous regions and municipalities) participated in the national finals in Liucheng, Guangxi, and the top three were Rizhao Haitong Xu Zuo, Anhui source card Zhang Shanglin and Rizhao Haitong Wang Feng.

First, we should popularize the "high-grade silk logo" in an orderly manner.

"High-grade silk logo" is the first silk trade certification trademark in China.

As a public brand in the industry, since the official launch of the "high-grade silk logo" in 2004, the association has continuously promoted the publicity of the logo. It has propagandize and report through the media such as people's daily, China textile daily, China consumer news, China famous brand newspaper, China Cocoon silk net, etc. in 2008, during the Beijing Olympic Games and Paralympic Games, the association chose the magazine "China wings", which has the largest circulation in the industry. At the same time, strict admittance or withdrawal is implemented according to the regulations on the management of high-grade silk signs and the technical requirements for the quality manual of high-grade silk labels.

At present, there are 27 authorized enterprises for the use of high-grade silk signs, of which 3 have obtained the franchise qualification of Beijing 2008 Olympic Games, 5 have obtained the authorized sales products in 2010, and 2 have won the title of "China famous trademark" in World Expo.

The value of the logo is about 2 billion 500 million yuan.

Two, we should actively promote the design level of silk products.

For a long time, the main export of silk garments in China is mainly OEM, which makes the design of domestic silk products lag behind and the lack of design talents, which has become an important factor restricting the development of China's own silk brands.

In 2008 and 2010, the association held the "golden three tower Cup" and "Shengzhou tie Cup" national silk clothing design competition respectively.

The competitions are conducted in the way of pre - regional preliminaries and national finals.

The two competitions received nearly 400 entries from 21 provinces, cities and regions in Hongkong, including garment design institutes, silk enterprises and design studios. Finally, nearly 30 entries with distinctive fashion elements and high artistic standards were selected for the national finals.

In 2008 and 2010, there were 19 and 16 items of gold, silver, silver, single and excellent, and a large number of high - level designers, such as Shanghai silk group and Guangdong Sili International Group, stood out through the competition and trained more talents for the enterprises to develop their own brand.

The silk fabrics are diverse and innovative, silk home textiles are more high-end and fashionable, silk scarves are more artistic and silk gifts are more rich in Chinese cultural elements. It is a large collection, display and an important inspection of new silk products in China.

After rigorous assessment by experts, 25 enterprises won 42 gold medals.

The award-winning products were exhibited on the "Sixth China (Shenzhen) International Cultural Industry Fair" and were well received by consumers.

Through these promotional activities, we further enhance the awareness of independent brands of silk enterprises.

The four is to support the brand marketing network construction.

For a long time, most of China's silk products are used for export, and the domestic silk sales network is extremely weak, which seriously restricts the development of the domestic silk market.

In recent years, the association has actively encouraged social capital and insight to join the silk industry, accelerate the construction of silk marketing network, and continuously expand the channels and scale of domestic silk sales.

It has successively supported the construction of Nanling garden in Nanling, Shenzhen, and encouraged Beijing Yi Lian sun to play the advantage of thousands of sales outlets and create a new silk business chain mode. It supports the Suzhou world silk making use of real estate and financial advantages to focus on the development of online international marketing.

At the same time, we actively helped Jiangsu's Soho group, Zhejiang Daly silk group, Zhejiang silk road group and a number of large silk backbone enterprises to establish and develop silk franchise stores, which played a positive role in expanding domestic silk consumption.

Over the years, the association has always taken the information statistics as the central task. Many enterprises not only actively provide information for the website, but also use the website to carry out promotional activities, and get many useful information from the website.

As a professional website for the silk industry, the daily click rate has reached thousands of times. It has become an important information platform for understanding and communicating cocoon and silk information at home and abroad.

Over the past few years, the association has further improved the national statistics system for cocoon and silk production, and constantly improved the quality of statistical data.

At present, there are more than 10 provinces and cities in China, more than 500 cocoon and silk production enterprises have become registered members, and more than 200 enterprises have submitted data over a long period of time, so that the operation of the system has begun to take shape.

In response to the needs of member enterprises, the association has also continuously improved and improved the silk statistical monthly. According to the data of the National Cocoon and silk production statistics system, the ranking of the main products of silk enterprises has been increased, which has aroused the concern and attention of the relevant government departments and silk enterprises.

In 2008, the association also won the "excellent collective" award in the textile industry statistics work of the China Textile Industry Association.

As the publication of the bulletin and annals of China's cocoon and silk industry, the China silk Yearbook has been published for nine consecutive years since its publication in 2000, and tenth copies are also about to be issued.

The Chinese silk Yearbook has won the welcome and praise from the international friends and the domestic industry for its comprehensive and detailed contents. It has become an important publication of the international cocoon and silk industry exchange industry information.

In the past few years, according to the requirements of the China Textile Industry Association, the association carried out quarterly analysis of the operation of the industry, timely reflected the development of the industry, analyzed the existing problems and reasons, and put forward corresponding countermeasures and suggestions to serve the government management and enterprise management decisions.

The association also attempted to carry out the investigation of the prosperity situation of the cocoon and silk industry. In the second, third and fourth quarter of each year, it carried out an investigation of the prosperity situation. Combined with the statistical data of the National Bureau of statistics, the General Administration of customs and the national statistics system of cocoon and silk production, the survey and analysis report on the prosperity situation was compiled, which was affirmed by the industry and society.

The conference not only exchanged the production and marketing situation, analyzed the market situation, discussed the industry development countermeasures, but also promoted the technology and trade cooperation between the industry and the upstream and downstream enterprises, played a great role in grasping the whole industry market trend, regulating the cocoon purchase market order and promoting the stable operation of the cocoon silk price. At the same time, it also promoted the rapid development of the cocoon and silk industry in Guangxi.

After several years of continuous exploration and innovation, the annual symposium of cocoon and silk production and sales situation has been increasing in the industry and has become an important platform for enterprise exchanges and cooperation.

With the adjustment of the world economic structure and the pfer of industries, China has become a big country of cocoon silk production and R & D, and shoulders the historic task of promoting the development of the world's cocoon and silk industry.

Over the past few years, the association has been trying to build an international exchange and cooperation platform by holding international forums and conferences, which has won the attention and respect of the silk circles in various countries.

First, insist on hosting the China International Silk forum.

In 2004, after the International Silk Association ceased operation, it continued to maintain the smooth flow of exchange channels in the world silk industry. As a big silk country, it had the responsibility to do something in this respect. The association decided to build an international silk exchange platform in China, and joined the National Cocoon Silk coordination office and the Hangzhou Municipal People's government. Since 2006, the four China International Silk forum has been held continuously.

The two forum, held in 2009 and 2011, was attended by the leading figures of silk industry, experts, scholars, entrepreneurs and traders from China, France, Germany, Italy, Switzerland, Japan, Korea, India and other countries and regions.

In this year's forum, the European side abandoned differences and sent important representatives to the conference. The representatives of Japan, Korea and India gave high comments on the continuous holding of the forum, and strongly hoped that the forum could be retained for a long time in a fixed organizational form and play a greater role in promoting the stable development of the world's silk industry.

Nanjing brocade is an outstanding representative of our excellent traditional culture. It is known as the "oriental treasure" and "one China must". It is one of the most precious historical and cultural heritages of the Chinese nation and the world.

In May 2010, as one of the series of activities of the United Nations Pavilion in World Expo, Shanghai, the association, together with UNESCO and Nanjing brocade Research Institute Co., Ltd. jointly organized the "China brocade Global Forum" at the United Nations Pavilion at Expo Park, Shanghai.

More than 100 experts and scholars from home and abroad, including silk, brocade and world heritage, attended the forum.

Based on the theme of "inheritance, protection and development of Nanjing brocade", the forum focuses on how to inherit, protect and develop China's rich intangible cultural heritage. It also discusses the experiences and lessons learned from various countries and regions in protecting intangible cultural heritage, and demonstrates the profound influence of China's cloud brocade and its weaving skills on human civilization.

The forum also issued the Shanghai Declaration on the establishment of the world cloud brocade day.

The three is to promote the academic research and discussion of international silk theory.

The "China International Silk conference", jointly organized by the China Silk Association and Soochow University, has been held for many years. In September 2010, at the seventh China International Silk conference held at Soochow University, more than 200 representatives from 10 countries and regions, including Britain, the United States, Korea, Japan and Singapore, attended the meeting.

With the theme of "heritage and innovation - the modern silk road", the conference carried out a high-level forum on modern sericulture technology and Bombyx mori genetic engineering, textile and silk new materials.

A total of 338 papers were received and 205 were accepted.

Over the past few years, the association has held a forum on the annual work of the Secretary General of the provincial (regional, municipal) silk association, exchanging the operation of cocoon and silk industry and the work carried out by various provinces and municipalities' silk associations, discussing and implementing the work identified by the Council.

The meeting of the Secretary General has been convened on a regular basis. It has become an important form of organization, which is linked by the national and local associations, and is linked together with enterprises. It is a very important organizational form to jointly plan, jointly promote and collude the development of the industry, and has played a positive role in promoting the management of the industry.

Two is to strengthen the organizational structure.

Actively developing member enterprises, especially bringing the newly emerging excellent enterprises into the association, the membership team has been growing.

At present, the association has more than 700 member units, including the provincial and municipal silk associations and silk companies in the main silk producing areas, and also the key backbone enterprises and scientific research institutes in all aspects of the silk and cocoon industry.

The gross output value of the membership unit accounts for about 55% of the silk industry, and the industry representation is even more prominent.

The three is to run according to the articles of association.

In accordance with the provisions of the statute, the association holds a general meeting of its members, carries out a general election, and sets a standard for the collection of membership fees. Once a year, a Council is held to sum up the work of the Council and decide on the work plan for the coming year. According to the requirements of the Ministry of civil affairs, the SASAC and the articles of association, the relevant matters such as electoral elections are added; each year, according to the tasks determined by the Council, the annual work points are issued, so that the association's annual work is followed, forming the work characteristics of the Association itself.

In 2010, the China Silk Association was awarded the 3A class association by the Ministry of civil affairs.

Four is to improve the internal management system.

In accordance with the requirements of the Ministry of civil affairs and the Ministry of finance, the financial statements system of associations has been established with reference to public institutions, the financial management system of associations has been formulated, and the reimbursement system for travel expenses has been clearly defined, including separate accounts, independent taxes, and special person management.

Strict Document Issuing and archiving management system and seal management system have been established.

In accordance with the requirements of the SASAC and the central secrecy Committee, the relevant secrecy provisions of the association have been established, and the confidential management of information and mobile storage media on the portal website has been strengthened, and the management of network security has been perfected.

Generally speaking, the work of this Council has made some achievements, but there are still many shortcomings. There are still many works that should be done but not done, but have not yet been done well.

How to improve and strengthen the work of the association, we will make recommendations to the next Council.

At present, with the development and reform of China's socialist market economy, trade associations are faced with a rare historical development opportunity.

The development of the association is facing new historical opportunities.

China Silk Association is a National Association of cocoon and silk industry in China.

Since its establishment in 1986, after more than 30 years' efforts, the function of the association has become more and more important, its status has been gradually enhanced and its cohesive force has been continuously enhanced, which has made a due contribution to the sustainable development of China's cocoon and silk industry.

"12th Five-Year" is an important pitional stage and an important strategic opportunity period for China's national economic development. Economic and social development will inevitably show new characteristics.

As a traditional export advantage industry and a representative industry of Chinese culture, "12th Five-Year" is a critical period for the pformation and upgrading of China's cocoon and silk industry. The national economy will maintain steady and rapid development. The further implementation of state policies to support "three rural issues", improving people's livelihood, revitalize circulation and expand consumption will provide a better foundation for development and greater market space for the development of the silk and cocoon industry.

At the same time, with the change of the world cocoon and silk industry structure and consumption structure, the status and influence of China's cocoon and silk industry in the world is constantly improving.

As a big silk country in the world, our country shoulders more and more tasks to lead the development of the world's silk industry. China needs more participation in international affairs and together with international organizations to promote the steady development of the world's silk industry.

Industry development faces multiple challenges.

In the future "12th Five-Year" period, China's cocoon and silk industry still faces many challenges.

First, there are many uncertainties in the external environment.

On the one hand, the power of economic recovery in the main developed countries is still insufficient, and the international consumer market has not fundamentally improved. The prospects for the recovery of the world economy are still uncertain. On the other hand, the domestic macro-economy is facing structural adjustment, production costs and labor prices are rising, and the pressure and risk of business operation are increasing.

Two, the level of R & D and design is relatively backward.

Lack of silk design talents, personnel training, team building and technical storage are still inadequate. The variety of silk products is difficult to meet the needs of different consumer groups and consumers, which directly restricts the further expansion of silk consumption.

Three, the development of independent brands is lagging behind.

The international reputation of the existing brands is not high, and the international marketing channels of independent brands are lagging behind. The products lack the right to price the words, and the brand influence needs to be further improved.

Silk printing and finishing technology has not been completely breakthroughs. There is a big gap between the performance index of silk fabric color fastness and foreign advanced enterprises, and the task of energy saving and emission reduction in the industry is still heavy.

All these have raised new and higher requirements for the work of the association.

At present, China's cocoon and silk industry is still in an important pition period from "Silk power" to "Silk power", and the new mission is entrusted to the association in the new era.

The China Silk Association should continue to adhere to the principle of service, give full play to the role of bridges and ties, strengthen confidence, keep pace with the times, continue to explore and forge ahead, unite the strength of all member enterprises, and jointly promote the healthy and coordinated development of China's cocoon and silk industry.

Three, several suggestions on the work of the next Council.

This year is the opening year of China's "12th Five-Year". The new Council, which is about to emerge from this conference, is shouldering a new historical mission.

It is hoped that the new Council will stand at a new starting point and fully implement the Scientific Outlook on Development, closely around the "12th Five-Year" development goals and tasks of China's cocoon and silk industry, and play a greater role in realizing the "Silk power" process.

To this end, the following recommendations are made:

(1) continue to adhere to the tenet of service and strengthen the basic work of the industry.

Service is the foundation of the association, serving the enterprise, serving the government and serving the industry.

If the industry association wants to do something, it must be based on service and do solid work and do good deeds for its members.

The association should conscientiously strengthen the industry investigation and study, grasp the development trend of the industry in a timely manner, pay close attention to market changes, do well in the analysis and early warning of the operation of the industry, make full use of existing statistical channels, do well in the industry statistics work, continue to strengthen the work of industry standardization, actively promote the internationalization of the technical standards of the industry, and promptly reflect the demands of the industry, actively strive for the support from all sectors of the government and society, and continue to do well the work entrusted by the relevant departments of the National Cocoon wire office and the China Textile Industry Federation, so as to be a good staff and serve well.

With the acceleration of the internationalization of trade and the change of domestic market demand, China's cocoon and silk industry has entered a new stage of branding development, pformation of management mode and enhancement of added value of products.

The association should encourage silk enterprises to develop their own brands, provide relevant information and technical support for enterprises, continue to promote the development of high-grade silk signs, increase publicity efforts, continuously expand the influence and popularity of the logo, continue to do well in the daily management of marks, strengthen the supervision of high-grade silk signs, strictly control the quality and credibility, maintain the authority and reputation of signs, and actively explore the establishment of marketing system and operation mode of high-grade silk logo products, and promote the consumption of domestic silk market.

(three) continue to promote independent innovation and enhance the competitiveness of science and technology in the industry.

Insisting on innovation is the inevitable choice for traditional industries to maintain long-term advantages.

We should actively promote enterprises to take model innovation, management innovation and technological innovation as the core innovation content, advocate relying on scientific and technological progress and improve the quality of labor force to achieve sustainable development of industries and enterprises; continue to strengthen industry analysis and research, take key technologies and key projects with common industry as the breakthrough point, assist government organizations in promoting enterprise research and promote the adjustment of product mix; encourage enterprises to innovate, support the construction of cocoon silk industrial clusters, industrial parks and characteristic bases, promote the pformation of scientific research achievements, and pform and upgrade the traditional silk industry.

(four) continue to strengthen international exchanges and cooperation to help enterprises expand their foreign markets.

Economic globalization requires multilateral cooperation in the world. The development of the silk industry is inseparable from international exchanges and cooperation.

We should continue to exchange and cooperate with the competent departments, trade organizations, enterprises and institutions of various countries through the holding of the China International Silk forum and the China International Silk conference, and consolidate and enhance the international status and image of our country as a large cocoon silk country. We should actively build a platform for enterprises to understand the international market, learn advanced foreign experience and technology, organize superior enterprises to participate in international competition, and regularly communicate with foreign industry organizations in the industry journals, understand the dynamics of foreign industries, and provide information and advisory services for enterprises to explore foreign markets.

(five) promote the establishment of a new marketing mode and promote the rapid development of the domestic market.

With the continuous deepening of market economy, traditional industries need to constantly inject new development ideas.

We should actively promote the adjustment and optimization of industrial structure, enhance the overall level of industry, attach importance to the absorption and growth of outstanding marketing talents, absorb more foreign capital and extensive social capital, and promote the establishment of a domestic and export oriented market structure, expand domestic consumption of silk, and guide enterprises to innovate their way of thinking, break through traditional constraints, explore new silk business mode, marketing mode and modern logistics system, and help enterprises optimize and innovate new marketing models such as brand franchise and network marketing, explore and develop e-commerce, and push China's domestic consumption of silk into a new fast lane.

Delegates, the achievements of the Fifth Council of the Chinese Silk Association in the past few years have been attributed to the concern of leaders at all levels, the efforts of all the member units, the concerted efforts of all provinces and municipalities' silk associations and the strong support of friends from all walks of life.
