The Launch Of The "12Th Five-Year Plan" Will Bring Five Advantages To The Textile Industry.
The Ministry of industry and Commerce recently released the "12th Five-Year plan" of the textile industry (hereinafter referred to as planning), which combines a series of local industries such as the Twelfth Five Year Plan for national economic and social development and the Revitalization Strategy of the old industry in Northeast China.
policy
It is clearly stated that during the "12th Five-Year" period, the textile industry should be developed into a modern industrial system with structural optimization, advanced technology, green environmental protection, high added value and strong employability. It will lay a solid foundation for the realization of a strong textile country.
The plan has made an in-depth analysis of the situation faced by China's textile and garment industry and the requirements for the next stage, and has clearly defined the guiding ideology and work focus of the development of the textile and garment industry during the "12th Five-Year" period.

Emission reduction and other aspects put forward further requirements.
The launch of the 12th Five-Year plan will bring five advantages to the textile industry.
As an important part of the national economy, the textile industry is expected to be further strengthened.
Textile industry, as the traditional pillar industry of the national economy and one of the earliest industries to achieve international competition, has played a decisive role in booming the market, absorbing employment and accelerating the process of urbanization.
According to statistics, as of 2010, the total output value of Industrial Enterprises above Designated Size in the national textile industry reached 47650 billion yuan, the average annual growth rate was 18.2% during the "11th Five-Year" period, the number of employed persons was 11 million 480 thousand, the average annual growth rate was 2.1%, the operating income was 46510 yuan, the annual growth rate was 19.2%, and the total profit was 287 billion 500 million yuan, with an average annual growth rate of 27.7%.
The output of chemical fiber, sand, cloth, woollen, silk and linen textiles and garments ranks first in the world. The proportion of textiles and clothing accounts for more than 30% of the world's trade volume.
The above data indicate that China's textile industry has not only maintained the double growth of scale and efficiency, but also become one of the main driving forces to boost consumption, promote investment and import and export volume growth.
We believe that factors such as consumption, investment and import and export trade will still be indispensable for promoting the rapid development of the textile industry during the "12th Five-Year" period.
From the perspective of consumption, domestic demand will be the most important fulcrum to promote the development of textile and clothing.
With the continuous improvement of urbanization rate, a large number of new urban residents' improved clothing demand and the enjoyment demand of the original urban residents will constitute the most important driving force for the textile industry.
From the investment point of view, with the further adjustment of the international textile industry structure, the advanced R & D and manufacturing technologies of developed countries will be further pferred to the emerging countries. In addition, the domestic vigorously nurturing and developing strategic emerging industries, a large number of advanced production equipment investment and advance research and development technology will not only enhance the scale of production, but also improve the core competitiveness of products, creating favorable conditions and opportunities for textile enterprises to overcome the pressure of production cost and enhance operational efficiency in the post financial crisis era.
From the point of view of import and export, although the economic crisis in Europe and the United States has a negative impact on textile and clothing exports in the short term, the demand of emerging economies has always maintained a good momentum. In the long run, once the international economic situation improves, the consumption demand in Europe and the United States will also release centrally. Changes in international demand will help guide our textile and garment enterprises to diversify their market to avoid the risk of a single market. At the same time, by absorbing and learning the culture and consumption concepts of other countries and regions, it will help local textile enterprises to create new ideas and promote a new round of development of the industry.
We will continue to promote the adjustment of industrial regional layout and promote the upgrading of industries in the central and western regions.
China's textile industry generally has the characteristics of "East strong west weak", although in recent years, the state has strengthened its efforts to support western enterprises, but in general, the coordinated development between East and West has not yet formed.
Compared with the "encouraging the coastal textile enterprises to invest in the central and western regions" proposed in the "11th Five-Year plan", the "12th Five-Year" plan emphasized the orderly pfer of the textile industry, forming the regional layout of the upstream and downstream industries in the eastern, central and western regions, as well as the coordination of all aspects of the value chain.
The plan clearly points out that by the end of 12th Five-Year, the total output value of the textile industry in the central and western regions will reach 28% of the national quota. In the central region, on the basis of continuing industrial pfer, cotton textile, clothing, household and industrial textiles, linen and silk products will be processed and manufactured gradually, and a more complete textile manufacturing system will be established gradually. The western region will continue to play the advantages of resources and national culture. Besides actively promoting the scale of production such as cotton spinning, wool spinning and silk production, it is also necessary to extend to the downstream of the industrial chain appropriately and promote the optimization and upgrading of the industry.
At the same time, this plan first refers to the direction of the development of the textile industry in Northeast China, and clearly points out that the northeast region should actively cultivate flax and other varieties by using distinctive raw material resources, industrial foundation and surplus labor force, and thus form a garment and industrial textile processing industry with distinctive characteristics such as flax and carbon fiber, so as to further revive the old industrial base in Northeast China.
We believe that the adjustment of the layout of the national textile industry in the "12th Five-Year" plan is more comprehensive than the "11th Five-Year" period, and the adjustment direction is clearer and the intensity of the regulation is greater.
Compared with the spontaneous industrial pfer of enterprises in the eastern region, the active guidance of the state will enable the textile industry in the central and western regions to achieve a faster and more sustainable development.
First, the "12th Five-Year plan" of industrial textiles, to enhance the status of industrial textiles.
Industrial textiles refer to textiles with special functions applied in industry, medical treatment, environmental protection, construction, agriculture, forestry, animal husbandry and fishery. They are widely applied and have high technology content. They are indispensable materials for new industries such as new energy, energy saving, environmental protection and high-end manufacturing. They are usually regarded as the embodiment of the comprehensive strength of a country's textile industry.
According to the data, during the "11th Five-Year" period, the consumption ratio of the three main categories of clothing, home textiles and industrial textiles has been adjusted to 54:33:13 from the end of "fifteen" to 51:29:20, indicating that the development of industrial textiles is very fast.
The "12th Five-Year plan" was put forward not only to the end of 12th Five-Year, but also to the consumption ratio of the three kinds of terminal products to reach 48:27:25. In addition, when the textile industry "12th Five-Year" plan was released, the Ministry of industry and commerce, the national development and Reform Commission and the State Quality Inspection Administration jointly issued the "12th Five-Year" plan for industrial textiles, which clearly promoted the development status of industrial textiles in the 12th Five-Year period.
The specific measures are mainly embodied in three aspects: increasing the intensity of independent research and development, and improving the degree of market adhesion.
The "12th Five-Year plan" of industrial textiles clearly states that by the end of 12th Five-Year, the R & D investment of Enterprises above designated size has accounted for 1.5% of the sales revenue ratio, and at the same time, 3-5 state-level enterprise technology centers have been built, and 20 public R & D and testing service platforms, relying on backbone enterprises or industrial clusters, have achieved an average annual increase of over 10% in total labor productivity.
We believe that with the further development of technological innovation, the development of high performance fibers, the reuse of fibers, and the combined application of automatic processing equipment such as melt blown, spunbonded and needling will not only enhance the quality of industrial textiles, break the international monopoly barriers, but also help promote the integration of production and demand, and achieve the coordinated development of end products such as industrial textiles and downstream strategic emerging industries.
Improve the scale of industry and form an advantage cluster.
Because China's industrial textile enterprises are mainly small and medium enterprises, lack of industrial influence, and the homogenization of low-grade products and fierce competition in the market, high-end industrial textiles such as automobiles, medical and other major industries and consumer enterprises have long been monopolized by international industry, which has seriously weakened the development space of related industries in China.
To this end, the "12th Five-Year plan" proposed that at the end of 12th Five-Year, there will be a large number of large-scale backbone enterprises integrating chemical fiber raw material development and processing, end product production and sales. Among them, enterprises with annual sales scale exceeding 5 billion yuan or more should reach 3-5, and 3-5 industrial clusters with more than 10 billion yuan of sales regulations will be formed, thus forming an industrial pattern with complementary advantages in eastern, central and western regions.
We believe that promoting the merger and reorganization of enterprises and developing industrial clusters will be conducive to the full utilization of resources and the coordinated cooperation of industries. It will also enable a number of enterprises with strong competitiveness and high differentiation to stand out and drive the industry to achieve new leaps and bounds.
Speed up the development of products in key areas and serve the construction and development of the national economy.
This plan points out that during the "12th Five-Year" period, six major categories of high performance industrial textiles, such as medical and sanitary textiles, filtration and separation textiles, textiles for geotechnical and construction purposes, textiles for pport, safety and protective textiles, and structural reinforced textiles, will be strengthened in order to meet the needs of key development areas of the national economy.
We believe that reducing the sixteen major categories of industrial textiles to focus on the development of six categories of products will not only define the future development direction of the industry, but also benefit the enterprises with relevant products, technology and market.
Strengthen brand building and speed up supply chain
Clothing and home textiles, though late start, benefited from the rapid development of the national economy and the increased purchasing power of residents. The above two industries have become the fastest growing and most profitable industries in the textile industry.
Although there are some leading enterprises in the fine industry, the market share of the top ten local enterprises is still low from the overall domestic sales pattern, indicating that the industry still has great integration space.
For the first time, the 12th Five-Year plan explicitly put forward the implementation of brand building projects focusing on the clothing and home textile industry. Through the formulation of the development strategy of China's clothing home textile brand, the brand enterprise statistics, tracking and evaluation system was established.
We will strive to expand the development of the digital supply chain management system through the development of multi-level marketing network, and introduce and accept the brand assets to achieve brand expansion and extension. We will focus on cultivating 100 garment home textile enterprises with strong innovation capability, high market coverage and high occupancy rate and good business efficiency, and vigorously develop overseas markets, and form a number of international garment home textile brands as soon as possible.
In addition, in terms of R & D design, planning also stresses the importance of training textile and fashion designers, enhancing their own brand value by learning traditional culture and learning fashion culture, and supporting enterprises to build industrial chains to integrate innovation and technology centers so as to enhance entrepreneurship industrialization.
We believe that a clearer layout of the main directions for future development of clothing and home textile industry will be achieved. A number of leading enterprises with strong R & D capability, strong supply chain management capabilities and good sales channels are expected to benefit from the internationalization of brands.
We should continue to increase energy conservation and emission reduction so as to achieve recycling of resources.
The textile industry is also a high energy consumption and high polluting enterprise. Especially in the printing and dyeing industry, the total amount of waste water discharged is the top five in the total manufacturing industry in China, while the water reuse rate is less than 10%, far behind the average level of manufacturing industry.
The "12th Five-Year plan" put forward that the state will strictly implement the relevant regulations of "directory of industrial structure adjustment" and "guide list of backward production processes and equipment and products in some industrial sectors" (2010 Edition), accelerate the withdrawal of backward production capacity in cotton textile, chemical fiber, printing and dyeing industries, and strive to eliminate backward printing and dyeing capacity 6 billion meters, reduce energy consumption per unit of industrial added value by 20% than 2010, reduce industrial carbon dioxide intensity by 20%, reduce water consumption per unit of industrial added value by 30%, reduce emissions of major pollutants by 10%, and encourage enterprises to accelerate the development and application of environmental protection and recycling systems, and initially establish a recycling system for textile fibers, so that the total amount of recycled textile fibers will reach 8 million tons.
We believe that eliminating backward production capacity is conducive to gathering resources from industries to large enterprises. At the same time, recycling of resources will reduce the operating costs of enterprises and help improve the overall business efficiency of the industry.
