The spring sowing of cotton is about to start.

In order to protect the interests of cotton farmers, ensure market supply and stabilize the market expectations of all sides, the State Development and Reform Commission, Ministry of finance, Ministry of agriculture, Ministry of industry and information technology, Ministry of railways, State General Administration of quality supervision and quarantine, supply and marketing cooperative, and China Agricultural Development Bank have formulated the "market expectations".

Compared with 2011, there are mainly three characteristics in this year's "plan": first, the purchase and storage prices have been improved.

Considering the factors such as the rising cost of cotton planting, the ratio of grain and cotton, the affordability of textile enterprises, and the difference between domestic and foreign prices, it raised 600 yuan / ton and increased by 3% on the basis of purchasing and storing prices in 2011. Two, the scope of storage and purchase was moderately expanded.

In addition to the original 13 main production areas, other production areas need to be included in the scope of collection and storage, which can be announced separately after the study of relevant departments. Three, the quality standards for storage and purchase should be relaxed as appropriate.

In the past, only 4 or more cotton was stored in the country, which is based on the quality variation of low grade cotton after long term storage.

On the basis of summing up the purchase and storage work last year, in order to avoid farmers' difficulty in selling cotton, this year, if local areas suffer from serious natural disasters, most cotton grades can not reach more than 4 grades. After consultation by departments, the quality standard of storage and storage can be relaxed to 5 in the affected areas.

The acquisition of seed cotton will increase the relevant departments this year.
