This year, as the external market is weak, raw materials and labor costs rise, the textile industry, which is dominated by small and medium-sized enterprises, is in a more complex predicament than the financial crisis in 2008. At this time, what kind of policy direction do the textile enterprises expect from the two sessions? What is the focus of attention from the representatives of the industry? With these questions, the reporter interviewed Wang Tiankai, chairman of the Eleventh CPPCC National Committee and chairman of the China Textile Industry Federation.

Strengthen confidence and achieve steady progress

Reporter: at the end of last year, the central economic work conference held that "steady progress" will be the keynote of China's economic work in 2012. I believe this year's two sessions will add more footnotes to this keynote. This year is just small and medium. enterprise A year of concern for survival and development. As the majority of small and micro enterprises in the textile industry, how to make "steady progress" become a reality?

Wang Tiankai: Recently, the China Federation of textile industry has organized eight comprehensive investigation teams, and has gone to seven provinces in Guangdong, Jiangsu, Zhejiang, Shandong, Fujian, Henan and Anhui respectively, focusing on the research of industrial clusters and small and medium-sized micro enterprises. The survey shows that the opening of the industry is basically stable this year, and the government and enterprises at all levels are in good condition. A series of countermeasures have been adopted in the face of difficulties and problems, so we still need to have confidence in the future development of the industry.

From the perspective of development trend, the basic attributes of textile and clothing as a necessities of life determine that domestic and international market demand will not shrink significantly. Especially, the fundamentals of domestic demand market have not changed. The income growth of urban and rural residents will remain at a speed lower than that of economic growth. Policies and measures to improve people's livelihood and expand domestic demand will also continue to be implemented. With inflation pressure gradually relieved, domestic demand growth of textile and clothing is restrained, but there are still conditions for steady expansion, and will continue to play a supporting role in the textile industry. Although the international market competition is more intense, China's textile industry has the integrated competitive advantage formed by the mature and complete industrial system, and still has obvious international competitive advantages. At the same time, the tight external environment will form a market forced mechanism, bringing a new round of industry reshuffle, and the task of speeding up the adjustment, upgrading and strengthening of enterprise management will be more urgent. In the long run, this is also a major task for enterprises to do well.

Enterprises need to improve their living environment.

Reporter: because of weaker international market demand and greater cost pressure this year, the survival situation of small and micro enterprises deserves special attention. What will you focus on in the two sessions this year? Stable Suggestions and opinions on developing and accelerating transformation and upgrading?

Wang Tiankai: Cotton problem and financing difficulties and financing of textile small and medium-sized enterprises are a common problem involving the living environment of enterprises. They are also chronic diseases.

Through the research of seven provinces, we see that the industry as a whole is better, but also see that the hidden dangers that affect industry safety are more obvious. At the same time, the rapid growth of cost factors will affect the fair competition of the industry, including the cotton circulation system and the financing difficulties and financing problems of a large number of small and medium-sized enterprises, which have affected the structural adjustment and industrial upgrading of the industry. In this regard, I will take a feasible way to reflect the policy demands, and strive for a good external environment for the transformation and upgrading of the textile industry.

Reporter: since the beginning of this year, the State Council has made many thematic studies to improve the living environment of small and micro enterprises, and has issued some corresponding policies. However, the grass-roots enterprises have reflected that the degree of policy has not yet reached the level of thirst for enterprises. What do you think of this situation?

Wang Tiankai: after the reform and opening up, China's textile industry was the first to enter the market for full competition. It has accumulated strong international competitiveness over the years, and has made outstanding contributions to solve employment and benefit people's livelihood. It is worthy of our traditional pillar industries, people's livelihood industries and the most internationally competitive industries. Now enterprises are facing difficulties in production and operation. We have to decide which internal problems and external environmental problems. The solution of internal problems should be achieved through adjusting development strategy, innovating management mode, and actively transforming and upgrading. The solution of external environmental problems requires more timely and effective macroeconomic policies and industrial policies, and relevant departments at all levels create a better living environment for enterprises.

For example, the problem of rising labor costs is the problem that enterprises need to raise awareness and actively face. Recruitment difficulty is the main feature of the high cost era, which can not be avoided. This puts forward more urgent requirements for the textile industry to accelerate the transformation from traditional labor intensive industries to quality and efficiency oriented innovation industries. The phenomenon of "labor shortage" is in line with the law of industrial development, and the industry needs to be digested and resolved by speeding up structural adjustment and industrial upgrading. The textile industry should further improve labor productivity, speed up technological transformation and technological innovation, constantly optimize the industrial development environment, and attract high-quality talents to join the textile industry.

Market oriented enterprises are eager for a fair competitive market environment. For example, the international cotton price is now four thousand or five thousand yuan cheaper than the domestic per ton. The textile enterprises are restricted by the quotas and sliding duties of imported cotton, and can not buy the cotton that is cheap and cheap according to the market rules. For example, cotton spinning enterprises have been bearing the additional burden of "high tax and low deduction" on value-added tax, and the impact of fluctuations in cotton prices last year, the difficulties of enterprises can be imagined.

Correctly understand the way of "small and micro" development

Reporter: in recent years, the textile industry has accelerated the pace of transformation and upgrading. In this process, how should small and micro enterprises act?

Wang Tiankai: transformation and upgrading does not mean that all enterprises in the industry must fight for high-end products and make brands. Instead, they should make their own characteristics according to market demand and do well in their own mode.

At present, the development of small and medium-sized enterprises by leading enterprises has become a direction for the development of the textile industry. Under such circumstances, small and medium-sized enterprises must be positioned accurately, and develop to be refined, special and specialized. Some small businesses blindly develop their brands in the absence of basic conditions. The result is that they can't extricate themselves from their feet in the mud pit. At this point, government departments and industry organizations should correctly guide and help enterprises to avoid detours.

Reporter: in addition to performing the duties of members at the two sessions, as the president of the China Textile Industry Federation, what main tasks will you take this year to lead the Federation to promote the healthy development of the industry?

Wang Tiankai: in the daily work, the China Textile Industry Federation must continue to play the role of the "joint fleet" and cooperate with each other to explore ways of independent innovation, brand building, scientific and technological progress and personnel training.
