The rapid development of Hunan's textile and garment industry in the past three years has benefited from the good policies of the state and the province. Thanks to the attention and support of various government departments in coping with the world financial crisis, this traditional pillar industry and important livelihood industries in Hunan have played an important role in ensuring growth, promoting people's livelihood and prospering the market, activating public capital, building a business in the minds of the people, attracting employment, stimulating domestic demand and expanding exports.

To develop Hunan's textile and garment industry, our province has a long cultural background, rich natural resources, good industrial foundation, better industrial environment and market business resources.

In speeding up the development of new industrialization in Hunan, cultivating strategic emerging industries, upgrading and upgrading traditional industries, developing and developing characteristic and advantageous industries, and building a new pattern of industrial development with multiple support points, it is necessary to take it as a priority industrial support point.

However, most of the textile and garment industry in Hunan is small and medium-sized private enterprises, and the industrial foundation is still not solid.

From the enterprise level analysis, first, the market potential is large, and the enterprise scale is small.

Taking the clothing industry as an example, more than 6000 enterprises in the whole province only occupy 4 seats in the top 100 clothing enterprises in the country; two, they are less invested in scientific research and weak in independent innovation; three, they are "three difficulties and two high" (financing difficulties, electricity consumption, labor difficulties, high cost, high taxes and fees) characteristics; four, the product structure is not excellent, especially the cotton textile enterprises products are still in the middle and low grade level; five is the independent brand and the industrial concentration degree is low.

From the industry level, the following issues need attention and improvement:

1, low operating rate of textile enterprises

Affected by the huge fluctuation of cotton prices in 2011, coupled with the sharp rise in production costs, textile enterprises are difficult to grasp this year's market and are generally cautious. The operating rate is around 60% - 70%.

All kinds of export enterprises are worried about the appreciation of the RMB, and only a short list can be avoided as far as possible.

2, the industry's stamina is not enough.

Affected by uncertain market factors, fixed asset investment growth slowed down and industry stamina was insufficient.

The textile industry is a private sector economy. It relies on self accumulation and self financing, and its own funds can only maintain its daily production and operation, and it is not enough to increase investment in science and technology and technological pformation.

In 2011, although the industry invested 15 billion 400 million yuan in investment, only 498 construction projects were reduced, 23% compared with the same period last year, and only 423 new construction projects, a decrease of 5% compared with the same period last year, and 331 completed projects, representing a reduction of 15% over the same period last year.

3, the industrial structure is not good.

The industrial chain is incomplete, and the degree of polymerization is not high.

4, the financing of enterprises is very difficult.

The tight capital chain and the continuous financing cost, especially the textile industry as a risky industry, makes the financing channels of the textile enterprises sluggish and the capital pressure of the enterprises is large.

Many enterprises use private lending to ease financial pressure, because of high interest rates and increase the financial cost of enterprises, squeezing the business profits of enterprises.

5, lack of professional and technical personnel.

There are not many institutions of higher learning and vocational technical schools in textile industry in this province. Especially, there are few institutions specializing in the establishment of industrial textiles. There is a general lack of professional, technical and managerial talents in the industry, and lack of professional technicians and senior technical workers.

6, the product structure is not good, product characteristics are not significant.

At present, the limitations of natural fibers such as cotton and wool have not been broken, and the resources superiority of ramie provinces is not enough.

Vigorously developing the textile and garment industry in Hunan, giving full play to the advantages of Hunan's location and economic environment, increasing the cultivation of local enterprises and undertaking the pfer of fashion and creative industries of clothing and home textiles, have positive significance for realizing the supporting role of Hunan's textile and garment industry to the rapid development of local economy.

For this reason, I suggest:

1, Hunan textile and garment industry as our province to promote new industrialization.

The key industries to support multi point support are to foster the development of clothing, home textiles, industrial textiles, cotton textile printing and dyeing, ramie and bamboo fiber, and special chemical fibers.

2, increase policy support.

We have implemented the opinions of the general office of the Hunan Provincial People's Government on further accelerating the development of the textile industry ([2011]14).

All relevant functional departments of the provincial government should coordinate with each other to guide and coordinate the industry's good policies and create a favorable environment for the development of the textile and garment industry.

On the basis of project selection and fund raising, we should moderately tilt the textile and garment projects included in the "four thousand projects", the new industrialization and the "12th Five-Year plan", and lay emphasis on the arrangement of various project funds. Enterprises should tackle the bottleneck technology and key technologies as well as new product development projects as well as other industry projects. We should increase the intensity of using information technology to pform traditional industries, support the deep integration of textile and garment enterprises to achieve two levels, guide enterprises to build a technological innovation system, and reward enterprises that study patents, compile national and industry standards, and help enterprises declare high tech enterprises, and establish national and provincial engineering and technology centers.

It is suggested that the relevant departments directly under the provincial government further implement the policies and measures to support the development of small and medium enterprises by the state finance, finance and taxation, so as to help enterprises get out of "three difficulties and two high".

We should guide banks to reaffirm the textile enterprises and appropriately reduce the loan threshold.

We should give priority to loans for textile enterprises with good prospects and wide sales of products, so as to ensure that textile enterprises can smoothly tide over difficulties and develop healthfully.

3, effectively lighten the burden of textile enterprises.

First, we should solve the problem of high tax and low tax deduction for cotton and hemp textile enterprises, and give preferential tax policies to the textile industry and give tax support when major difficulties arise.

The two is to consider the characteristics of labor intensive in the textile and garment industry. It is suggested to adjust some tax policies based on the number of people to pay taxes according to the tax amount, such as: placement of disabled persons in accordance with employment ratio, flood protection fund and so on.

The three is the training of job skills organized by enterprises, and appropriate subsidies should be given to the heads.

4. Strengthen the price management of bulk production materials such as cotton.

The relevant departments of the provincial government should be invited to report to the relevant ministries and commissions of the state to strengthen the control over the prices of textile production materials such as cotton, so as to avoid the impact of skyrocketing and plunging on industrial development.

5, strengthen industry management

It is suggested to strengthen the functions of the Management Office of the provincial textile industry, grasp the operation trend of the industry in a timely manner, enhance the pertinence and effectiveness of the industry management, increase the intensity of enterprise services, solve problems and solve the problems for the enterprises, strive for the guidance and support of the policies, enhance the capability of supporting industries in the province, guide enterprises to unite, and cooperate in production, learning and research to realize the maximization of the value of Hunan's resources, strengthen the support for key enterprises and key projects, and promote the rapid development of enterprises and the achievement of the project's high production and efficiency.
