US Pressure On China'S Trade
along with
US general election
The pressure of all sides increased gradually, and the time limit of President Obama's "export doubling" goal was approaching in 2015. The frequency of Obama government's pressure on China's trade and investment has become more frequent.
Luo Jiahui, the US ambassador to China, publicly stressed the need for fairness in Sino US bilateral policies and behaviors on the 19 day in the Seventh Annual Lecture of "abbot Oksenberg".
He said that to ensure that the United States and Chinese enterprises have a healthy and fair competition environment.
"Fairness also means ending the unfair treatment of us enterprises, ending unfair trade preferences for domestic enterprises, and ending the unfair and distorted exchange rate behavior we see."
In Shanghai, he said, "(China) to enhance intellectual property rights protection and create a more open investment environment."
From the US Secretary of Commerce to the US ambassador to China, it is not known how many times Luo Jiahui has mentioned the investment of American enterprises in China in public, but this seems to be a new round of US trade pressure on China.
America is frequently in China
By the end of February,
Obama
The administrative directive for the establishment of the trade inspection center has been signed, aiming at "unfair trade practices" in China and other countries, aiming at more actively protecting the overseas interests of American enterprises.
On the day of signing the directive, Obama said that the newly established trade enforcement unit would "use all resources of the federal government to investigate and combat unfair trade activities all over the world, including countries like China".
At the same time, when the inspection center was established, the White House released the blueprint for the evergreen of the United States, which emphasized the competitiveness of American enterprises.
In early March, the US House of Representatives voted to allow the US government to continue to impose tariffs on goods imported from China and other non market economies.
In March 13th, the US Joint European Union and Japan submitted a request to the World Trade Organization (WTO) for consultations on China's restrictions on the export of rare earth elements.
At the same time, Obama accused that he must pay the price for violating WTO rules.
Recently, hundreds of lawmakers in the United States asked the Obama administration to take action on China's auto parts related policies, and urged the trade inspection center to take China's auto parts policy as the primary goal.
Under the multiple attacks of general election politics and the US trade deficit, will China become an innocent target? And at the 14 session of the eleven session of the five session of the eleven NPC, Chinese Premier Wen Jiabao said that the solution to the imbalance between China and the United States and the various difficulties and frictions caused by it should be through cooperation.
China's investment in the United States
"President Obama has always emphasized that our economic partnership is necessary to ensure that more people in the two countries get jobs, trade, investment and prosperity."
Luo Jiahui explained yesterday that "the United States is responding to China's concerns about US economic behavior, and we can work together to find ways to further release the economic potential of the two countries."
Luo Jiahui said China's investment in the US is crucial to economic growth, job creation and productivity.
"We welcome such investments, but many Chinese companies say they are unwilling to invest in the US," he said.
He said, "because of fear that the US government will be obstructed, and that all China's investment in the US will need the approval of the US government."
Recently, Obama announced a government act.
Foreign investment projects in the US
SelectUSA, including China.
Luo Jiahui said this is the project he launched when he was Secretary of Commerce.
"Only a small proportion of foreign investment in the US has been examined by the US government, which involves very few Chinese companies."
Luo Jiahui emphasized so much.
In fact, in February of this year, HUAWEI technology company in China was hindered by the government's obstruction.
In February 11th, the US congressional group asked HUAWEI to divestiture its technology assets acquired by 3LeafSystems, a US server technology company, on the grounds of security.
In May 2010, HUAWEI bought the computer company for $2 million.
In this case, Luo Jiahui also received letters from members of Congress who were threatened with national security.
Apart from HUAWEI, ZTE and other Chinese communications giants have not been able to effectively enter the North American market.
Luo Jiahui said that the US government is working hard and the US opening up to China is not only a matter of lip service, but is also being actively promoted by practical actions.
"My Chinese counterparts often tell me that if the United States relaxes export controls, the US deficit will narrow sharply."
Luo Jiahui said, "I told them that we are carrying out a major reform and streamlining so that more high-tech products can be exported to China."
The US side is working on a list provided by the Chinese side, which lists the 141 China wants at least to buy from the United States.
High tech production
Product.
Of these 141 high-tech products and projects, 46 can be readily and easily sold to China. The rest of the projects need more information and more details about the Chinese government or Chinese companies wanting to buy these products.
