Guangdong Quality Supervision Bureau Has Issued Two Product Quality Warning Notices Continuously To The Dongguan Municipal Government.

"Unqualified product discovery rate" brings changes in regulatory philosophy

Recently, the Guangdong Provincial Quality Supervision Bureau has continuously issued furniture to the Dongguan municipal government.

Two product quality warning notices, the reason is that in the province's furniture, children's clothing supervision and spot checks, the city's products "unqualified product detection rate" exceeded 50% of the warning line, 63.3% and 58.6% respectively.

From the passing rate to the rate of discovery, the change of quality supervision is the change of the concept of quality supervision.

According to Yang Xiangpin, director of Quality Supervision Department of Guangdong Provincial Quality Supervision Bureau, the pass rate is spot check.

The number (or batches) accounts for the total number of sampling enterprises (or batches).

Because of the difference in scale of enterprises, the base of different batches of different enterprises is far apart. Especially for large and medium-sized enterprises with relatively stable overall quality, the base number of the same batches is far more than that of small enterprises whose overall quality is easy to fluctuate. Therefore, the eligibility rate is sometimes very different from the actual product quality.

The rate of discovery refers to the proportion of the number of unqualified products in the supervision spot checks (or batches) to the total number of sampling enterprises (or batches).

In other words, the rate of discovery is that the higher the detection rate is, the more effective the supervision will be.

According to the regulations, when a product is found to exceed 50% in the spot checks, it will be regarded as a symptom of regional quality problems. It will issue Quality warnings to local governments and quality supervision departments, and promote local regulation of the problem industry.

This year, the Guangdong Quality Supervision Bureau of the province's furniture, children's clothing supervision spot checks found that the substandard product enterprises are mainly concentrated in Dongguan.

In the spot checks of 30 furniture enterprises in Dongguan, 19 of the hardwood furniture produced by the company failed to be qualified. In the 29 garment enterprises surveyed, 17 of the children's garments were not of good quality. If the results were released according to the previous supervision and spot checks, the qualified rates of the two categories of products were 36.6% and 41.4% respectively. According to the present supervision and sampling inspection, the detection rates for the two categories of products were 63.3% and 58.6% respectively.

To this end, according to the provisions of product failure rate of more than 50%, indicating that Dongguan's furniture and clothing have appeared signs of regional quality problems.

According to the problems found by the inspection, the Bureau immediately issued a quality warning to the Dongguan municipal government and the quality supervision department, requiring the local strengthening of the furniture and clothing industry to prevent the occurrence of regional product quality problems.

The Guangdong Provincial Quality Supervision Bureau official said that the rate of discovery was used to replace the previous pass rate. The purpose is to improve the efficiency of supervision and spot check work and supervise the spot checks on the efficiency of financial funds through supervision of spot checks.

On the one hand, when formulating the annual supervision and inspection plan, it will give more prominence to the arrangement of risk industry and product supervision and spot check plan, and reduce the frequency of supervision and spot check for products with low detection rate and stable quality, so as to implement classified supervision.
