Pingyang Leather Tannery Pillar Industry Completed Restructuring And Acquisition

Recently, Pingyang County of Wenzhou has completed the restructuring and acquisition of leather making enterprises, which means that the county has taken the first step in eliminating the heavy pollution process in tanning industry.

In order to stop being trapped in the environment, the renovation of tanning industry in this county has spawned the spirit of "breaking the wrist" and reorganizing the enterprise in a one-year period to eliminate the heavy pollution process of raw leather chrome tanning.

As of June 30th, 57 tannery enterprises in Pingyang (including tanning workshop) had been reorganized to 12, and the drum used for leather making was reduced from 732 to 377.

At the same time, the restructuring of leather making enterprises will start the renovation or reconstruction of the existing plant, start the process of environmental impact assessment and environmental approvals, start the pformation and construction of various pollution control facilities such as waste water, waste gas, solid waste and so on. It is planned that after July 1st next year, the chrome tanning process and the related skin cutting machines will be banned.

According to the insiders, the chrome tanning process is the source of serious pollution and the main source of profit for leather making. Therefore, this is a tough battle that directly hits the interests of most people.

It has always been a pillar industry in Pingyang county. In the beginning of this century, the water head town of the county has to deal with 120 million raw pig skins and become the largest pig leather processing base in the country. The output of raw leather accounts for 1/4 of the whole country, and the annual output value of leather making is as high as 3 billion 800 million yuan, which also contributes to 1/3 of Pingyang's fiscal revenue.

However, the pain caused by leather industry has also become a serious scar that has never been cured in the county, and has been listed as a national key prevention and control area by the provincial government.

At the beginning of this year, Pingyang county introduced a new plan and put forward a plan to implement "exit".

The goal of the county is that all tannery enterprises in the county must complete the restructuring before June 30, 2012 and do not take part in the enterprises that combine or quit tanning production.

For the reconstituted tanning enterprises, Pingyang county has issued strict assessment standards: the drum of new combination enterprises must reach more than 25, and the annual processing capacity is more than 300 thousand marks of cattle hide; the new combination enterprise must pform or rebuild the existing plant, and the standard factory building will be put into use before the end of June 2013, and the production will be unconditionally stopped if the overdue period is not completed.

At the same time, the county has repurchased the drum for tannery production at a cost of 300 thousand yuan per yuan. At present, Pingyang has bought 341 drum drums.

In order to promote the enthusiasm of enterprise pformation, Pingyang county will provide support from special fund subsidies, taxation, land, planning, awards and so on to promote regulation and help pformation.
