    "Yangxi mode" has also been affirmed by relevant departments in Guangdong.

    But Li Jing asked, "do you want to hear the truth or good words?" he said that although the Zhongshan torch (Yangxi) pfer park has achieved some results now, it has actually reached an awkward situation. He summed up the current situation in the industrial pfer park with four "difficulties": first, it was difficult to attract investment, and it was difficult to start after business. After the completion of the project, it was difficult to pfer, and it was difficult to put into production after the pfer.

    Although statistics indicate that several major industrial pfer parks in the province are attracting more investment, "it should be said that there is still a distance away from our expectation of industrial pfer."

    How do we go on this road? "

    On the one hand, we are waiting for the park to stay hungry while the enterprises are unable to find the right "new nest". For the past three years, we have spent a lot of efforts in attracting investment from the industrial park. We have held more than ten investment promotion conferences, and hundreds of businessmen have visited the Yangxi district.

    What is the result? Only 20 enterprises and projects are being implemented at present. "As I see it, strictly speaking, only one or two enterprises belong to industrial pformation."

    Li Jing's "strict" means that the project has already been pferred and the industry has moved from the corresponding Pearl River Delta to the pfer park.

    In the statistical process of the pfer park in the whole province, it is only a real pfer without buying the land or building the factory building but not moving into production.

    Of course, some people do not agree with Li Jing's point of view. They think that industrial pfer is a very long process. The pfer and pfer of industries in a region are simultaneous.     The reporter understands that "No. 22" provides guidance for the construction, management and benefit distribution of the industrial pfer park, but it does not make specific mandatory rules, leaving the space for cooperation to both sides and persisting in market-oriented operation.

    A scholar who has studied "No. 22" deeply thinks that "No. 22" is relatively scientific in design, and even takes into account the division of GDP and profit between the industrial input place and the receiving place, and the issue of the distribution of interests between the output area and the input place.

    But it gave the main problem to the market and overemphasized market regulation.

    He believes that in the case of market failure, the government should vigorously promote, break the limitations of the concept of the grass-roots government, and break the inertia of enterprises in the market competition.

    When Jiangsu copied the "No. 22" system, it skipped the distribution of interests. The provincial government adopted the "strong point of marriage" in the administrative strength, and made the most prosperous city and the poorest city in Jiangsu right, and made the second richest city and the poorest city in the last second pairs, and so on.

    All the profits and taxes generated in the park are put into the park for further construction.

    Moreover, the decentralized enterprise development mode still has its own advantages, flexible and lightweight, and can suit local conditions. Some enterprises with little demand for resources will still choose this development mode.

    So in particular, which model is good, I think there are still many ways to coexist.

    The high degree of marketization of the "Guangdong model" is a good thing. Don't go back to it: at present, the Pearl River Delta region proposes to promote industrial pfer, but some enterprises are still watching.

    It has been suggested that the "Guangdong model", which relies heavily on market regulation, fails in the industrial pfer, and calls for the government to intervene strongly.

    Now that the market level of Guangdong has grown to such a high level, it is not appropriate to go back to intervene with administrative means.

    This also requires the government to have a higher market regulation capability. I think Guangdong can do the following: first, formulate industrial development plans, guide industrial pfer with industrial development plans, and use this economic means to achieve the effect of administrative measures; second, establishing economic rules and regulations is like system intensive enterprises, they are developed by efficient economic system, including industries such as R & D, property rights market, finance, cultural and creative industries, their development is based on the economic system, and once these industries are developed, the market will automatically eliminate those backward enterprises, and attract the industry's automatic pfer by developing new and potential enterprises.
