Wang Yongming On The Future Planning Of Clothing Industry In Xinjiang
Reporter: please talk about it.
Xinjiang
The current situation of clothing industry.
Wang Yongming: in 2011, the total output value of textile enterprises above Designated Size reached 23 billion 200 million yuan, and realized the industrial added value of 4 billion 200 million yuan, up 2.7 times and 1.9 times than that of 2005, accounting for about 9% of the local industrial added value of the autonomous region, and nearly 120 thousand employees in the whole industry. It has become an important force for the implementation of the strategy of resource conversion and the development of new industrialization and the development of people's livelihood industry in the autonomous region.
At present, a large number of well-known textile enterprises at home and abroad, such as Hongkong Yida group, Zhejiang YOUNGOR company, Huafu company, Fu Li Da company, wind group, Jiangsu Huafang company, Australia ocean company, Shandong Rutai company, Ruyi company, Anhui Huamao company, Henan Xinye company and other 500 national textile enterprises, are investing in Xinjiang.
Reporter: why should Xinjiang vigorously develop the garment industry?
Wang Yongming: it can be summarized from four aspects.
First, Xinjiang has the resources advantages in developing the textile and garment industry.
At present, cotton production accounts for 49% of the total cotton output in China. It is also the largest pulp and viscose fiber production base in the country. In addition, it has abundant resources such as wool, linen and so on, and all kinds of chemical fiber products have begun to take shape.
At present, Xinjiang textile industry is limited to the initial process of cotton textile processing, the industrial chain is not perfect, and the anti risk ability is low.
Therefore, taking the terminal garment industry and the market as the breakthrough point, basing on the resource superiority and improving the industrial chain, are the realistic needs to promote the healthy and rapid development of Xinjiang's textile industry.
Second, the development of garment industry is the need to give full play to Xinjiang's regional advantages, expand exports and win the market.
Xinjiang has a huge export market and domestic demand market. In 2011, our textile and garment exports amounted to US $7 billion 280 million, of which clothing was US $5 billion 400 million. It was the first bulk product of our region's exports, accounting for 32.14% of the total export value, and the volume of the export market plus the local market reached about 50000000000 yuan.
At present, due to the impact of European debt crisis and other factors, the overall situation of China's textile and clothing industry on the two major export markets of the European Union and the United States is not optimistic. Therefore, it is an inevitable trend to actively promote diversification of the export market.
Xinjiang is located in the Central Asian bridgehead, and has natural, regional, ethnic and cultural ties with Central Asian countries.
Vigorously developing the garment industry in Xinjiang will certainly help to promote the export of our textiles and clothing to Central Asia, Western Asia and Russia.
In particular, Russia's accession to the WTO recently is a good news for China's textile and clothing exports to Russia.
In addition, the domestic garment industry is in the stage of shifting from coastal to inland. It is urgent and feasible for mainland brand enterprises to export processing bases to Xinjiang through export or traders from Xinjiang port.
Third, the development of the garment industry is also the need to promote employment, enhance the endogenous driving force of Xinjiang's economy and promote social stability.
Fourth, the development of clothing industry is still the need to play a leading role in modern culture.
Clothing is not only an important symbol of regional culture, but also a reflection of national characteristics and national spirit.
Reporter: what is the plan for the development of Xinjiang's clothing industry and what progress has it made?
Wang Yongming: in June of this year, the autonomous region issued the new issue [2012] 59 document "on accelerating the development of the clothing industry in Xinjiang", from the promotion of various elements of the development of the clothing industry, to create a favorable institutional environment for the development of Xinjiang's clothing industry.
Industrial atmosphere
To provide more support and service for industrial development, so as to realize the fast and healthy development of garment industry in our district.
At present, we are actively implementing relevant policies in accordance with the objectives and requirements put forward in the "opinions" and making use of the opportunity of the second Asia Europe Expo to hold the "first Asia Europe Silk Road garment Festival" with the relevant departments of the autonomous region and the Urumqi municipal government. Through exhibitions, fashion releases and professional forums, we will build a platform for the upstream and downstream cooperation of the garment industry and China's exchanges and cooperation with the garment industry of all countries in Central Asia.
In addition, the Urumqi international textile and garment trade center has initially identified the construction area, is carrying out project planning and design, and will adopt preferential policies to attract domestic strong market and enterprises to participate.
This year, we have implemented the support enterprise for the clothing industry development fund 30 million yuan, is promoting to the clothing profession, will certainly stimulate the clothing enterprise to start the business, the technical pformation, the development market, the innovation brand initiative.
It can be believed that as long as the talent, technological and managerial advantages of our garment industry are combined with Xinjiang's regional advantages, cultural advantages and resources advantages, we must follow the following principles:
Marketization law
In doing so, the garment industry in Xinjiang will be able to achieve leapfrog development.
