Clothing is facing the bottleneck of the rapid development of the industry. Now Xinjiang clothing is the rising star of the government and enterprises.

As Wang Yongming, vice chairman of the the Xinjiang Uygur Autonomous Region Political Consultative Conference and director of the Commission, said: "we must have a high understanding of the importance of developing the garment industry to enhance the vitality of the economic development and promote employment in the autonomous region, adhere to the priority of the people's livelihood, and benefit the industry. At the same time, we must conscientiously implement the policies and measures of the garment industry in the autonomous region, create an industrial atmosphere and promote the leaping development of the garment industry in the autonomous region."

In June 1, 2012, the new government issued (2012) 59 document "opinions on speeding up the development of Xinjiang's clothing industry" not only put forward the development requirements and objectives for the development of Xinjiang's clothing innovation and development, but also made clear six key tasks and 22 policy measures, involving investment, financial support, finance, taxation and personnel building.

More than 30 billion yuan, an annual growth rate of more than 20%; the total trade volume of clothing is 160 billion yuan (including export volume), and 500 thousand people are employed; the annual sales revenue exceeds 500 million yuan, and more than 3 enterprises, and the annual sales revenue exceeds 100 million yuan, more than 10 enterprises, and the annual sales revenue exceeds RMB tens of millions of enterprises, more than 100 enterprises; the establishment of famous brands in China or 5~8 of well-known trademarks in China; the cultivation or introduction of listed enterprises around 3; and the completion of 3~5, a state-level enterprise technology center, making Xinjiang the most influential clothing production base in Western China and the bridgehead for westward exports, forming a more complete garment trade logistics center, and constructing Urumqi, Kashi and other places into Western China clothing production base and distribution center in Central Asia, Western Asia and Russia. By 2020, regional garment processing industry will achieve sales revenue.

This is the new development [2012] 59 - the development goal of speeding up the development of Xinjiang's clothing industry. It has to admit that Xinjiang's clothing industry has been upgraded to a new level.

And the 22 policy measures proposed in the document No. 2012 of new political development (No. 59), no matter to the local clothing brands in Xinjiang, or to the well-known clothing brands in Xinjiang, which will soon enter the construction and production base of the city, are undoubtedly very good intentions.

Encourage garment enterprises to invest and develop

Encourage garment enterprises to increase investment.

For a garment production project with a total investment of more than 30 million yuan in the autonomous region or a technical renovation project invested by 10 million yuan or more in domestic garment enterprises registered by industry and Commerce in the autonomous region, after the completion and commissioning of the project, the Autonomous Region shall give 10% of its investment according to its production or technological equipment (including self-made facilities).

The maximum limit is 10 million yuan.

Government procurement should actively support the development of autonomous regional clothing enterprises, and support the government procurement methods, pricing and other aspects.

The relevant institutions and enterprises and institutions of the autonomous region should be encouraged to purchase the local clothing.

For enterprises registered in Xinjiang, clothing enterprises whose sales volume exceeds 5 million yuan will be eligible for bidding. They should not discriminate products of garment enterprises within the territory under conditions such as technology, quality, service and price.

Garment enterprises can enjoy the corresponding supporting policies of the autonomous region to encourage the development of industrial catalogues.

The clothing enterprises mentioned in this comment include clothing production, processing, design, brand operation, trade and other related enterprises.

Increase financial support

Since 2012, the autonomous region has increased 30 million yuan of technical renovation funds to support the development of the garment industry.

Special funds for the development of small and medium-sized enterprises in the autonomous region, special funds for development and promotion of new products and new technologies, special light industries and other special funds will tilt the garment enterprises.

Give awards to garment enterprises.

The top ten taxpayers in the clothing enterprises and the top ten enterprises in the tax amount growth rate will be rewarded. The designers who have won Chinese famous brands, well-known trademarks in China, famous brands in Xinjiang, famous trademarks in Xinjiang and related awards will be rewarded.

Supporting industry associations and domestic and foreign organizations to build a public service platform for the apparel industry will provide subsidies to the public service organizations related to product development, testing and quality services, brand cultivation and incubation, education and training, information services, e-commerce and other public service institutions in the autonomous region, and support the integration of garment enterprises with "two integration" and raise the level of information application.

Support enterprise market development.

To support and organize garment enterprises in autonomous regions to take part in overseas and domestic exhibitions, provide subsidies for garment enterprises to develop activities such as Central Asian and Russian markets, and subsidize investment factories or marketing outlets in the region.

Transport subsidies for Xinjiang clothing products.

Before the national policy is promulgated, we will use the highway pportation of all kinds of clothing products from Xinjiang to enjoy the financial and freight subsidy from the autonomous region.

We will continue to implement the relevant policies and regulations of the people's Bank of China on the issue of interest rates on loans for the production of ethnic trade and special needs goods (silver hair [2009] 68).

To give the enterprises producing ethnic minority clothing and the ethnic trade enterprises selling ethnic minority costumes in the ethnic trade counties listed in the list of designated enterprises for special needs of the minority nationalities during the period of 12th Five-Year, which are jointly determined by the National People's Bank of China and the people's Bank of China, the preferential interest rate policy is 2.88 percentage points lower than the benchmark interest rate of one year loan.

Establish industry financing platform.

We should establish government guidance funds for clothing industry development, guide all kinds of social capital to invest in garment industry, support and encourage clothing enterprises to list in and out of the country, give a certain amount of financial incentives to successful listed garment enterprises; support garment enterprises to adopt multi-channel financing through issuing corporate bonds, collective bonds, short-term financing bills, small and medium-sized enterprise collective bills and trust schemes; and support guarantee institutions to expand the scope of collateral collateral for clothing brand enterprises, including accounts receivable ownership, and effectively solve the problem of loan difficulty for garment enterprises.

Increase credit support.

We should actively support the large-scale development of garment backbone enterprises, improve the service mechanism, innovate credit products that conform to the characteristics of garment enterprises, meet the financing needs of small and medium-sized garment enterprises, make full use of foreign exchange loans and trade financing, and actively support the development of export-oriented garment enterprises.

Enjoy corporate income tax and related tax incentives.

The garment enterprises in the autonomous region will be exempted from the 5 year share of the enterprise income tax from 2011. They will be exempt from 5 years of property tax and land use tax on their own land. During the period ~2015 2011, after the joint recognition of major technological pformation, expansion of scale, production process innovation and extension of the downstream industry chain by the finance and taxation departments and autonomous regional industrial authorities of the autonomous region, the share of the enterprise income tax can be exempted for 5 years from the date of recognition.

Support the development of small and micro enterprises.

From January 1, 2012 to December 31, 2015, the small profit making clothing enterprises that met the People's Republic of China enterprise income tax law and its implementation regulations and related tax policies and the annual taxable income was less than 60 thousand yuan (including 60 thousand yuan), whose income was reduced to 50% according to the taxable income, and the enterprise income tax was paid at the rate of 20%.

Encourage the merger and reorganization of garment enterprises.

In the process of restructuring and restructuring, garment enterprises can pfer all or part of the physical assets and their associated claims, debts and labor force to other units and individuals through merger, division, sale and replacement.

No value added tax is imposed on the pfer of goods involved.

Import tariff preferences.

In addition to the commodities listed in the catalogue of import commodities that are not exempt from domestic investment projects, the import equipment and the imported technology and fittings and spare parts according to the contract shall be exempted from import duties.

Promoting employment and promoting the construction of qualified personnel

Encourage enterprises to absorb employment.

The clothing enterprises invite graduates from polytechnic schools to sign a labor contract for more than 1 years and pay the social insurance premium according to the regulations. The basic old-age insurance, basic medical insurance and unemployment insurance premiums paid by the enterprises shall be granted the social insurance allowance for a maximum of 3 years. Partial subsidies for the social insurance premiums paid by the graduates of the secondary and technical secondary schools shall be partially granted, and the duration of the subsidy shall be consistent with the actual performance period of the labor contracts, and the maximum period shall not exceed 3 years.

Enterprises absorb employment difficulties, and provide the social insurance premiums for the longest 3 years to the three basic social insurance premiums, such as basic old-age pension, basic medical insurance and unemployment insurance.

The new employment of Xinjiang workers will give the social insurance allowances for the longest 3 years to 50% of the basic old-age insurance premiums paid by the enterprises, and the funds needed for the above social insurance subsidies should be resolved from the special funds for the promotion of employment in the autonomous region.

Support enterprises to recruit minority workers.

The garment enterprises that obtain loans will be able to enjoy the interest discount of 50 thousand yuan per person per year by recruiting new three prefectures in southern Xinjiang, Minority Secondary and technical secondary school graduates or female secondary technical secondary school graduates.

The discount period is consistent with the actual performance period of the labor contract, and the longest period is not more than 5 years.

The discount rate is calculated according to the cumulative number of actual recruited people, and the funds needed are resolved from the special fund for promoting employment in the autonomous region.

Women establish or engage in the garment industry and enjoy the financial discount policy of small secured loans.

For small town women who meet the requirements of the current small loan guarantee applicants, the maximum amount of individual micro guaranteed loans newly issued by small financial institutions is 80 thousand yuan. If the eligible women are to cooperate and organize employment, the financial institutions can raise the maximum loan amount to 100 thousand yuan.

Small loans guaranteed by the financial institutions to the eligible urban and rural women will be fully paid by the central government in full.

We should intensify the training of skilled workers.

All kinds of Vocational Colleges and educational institutions in the autonomous region are training skilled workers for clothing enterprises and garment industrial park enterprises in three southern prefectures.

Support enterprise skills training.

Garment enterprises are encouraged to carry out pre employment training for newly recruited workers, training of skilled workers in on-the-job training and training of highly skilled personnel, and subsidies to eligible persons according to the relevant vocational training subsidies of the autonomous region.

Speed up the training of professionals.

Encourage the autonomous secondary vocational schools to set up professional education for clothing majors, and enjoy the tuition free tuition policy for the secondary vocational school students majoring in clothing. For the college students of clothing difficulties in the colleges and universities, they are inclined to grant state grants and University Grants from the people's Government of the Autonomous Region. At the same time, they encourage and support the establishment of awards and grants by the clothing enterprises in the colleges and universities. Through training courses and training courses, they will increase the training of professional personnel in clothing design, marketing, etc., and actively carry out the evaluation of the professional titles of clothing, and tilt the talents to the special talents and the grass-roots level.

Support the introduction of professional and technical personnel.

We encourage domestic and foreign famous fashion designers to set up workshops in Xinjiang, and provide special funding support for famous fashion designers both at home and abroad to set up clothing design companies or workshops in Xinjiang.

Strengthening organization and coordination

All regions and relevant departments are fully aware of the importance of speeding up the development of Xinjiang's garment industry, further changing the concept of development, widening the development ideas, making efforts to solve the problems existing in the development of the garment industry, and actively promoting the sound and rapid development of the garment industry.

In accordance with the division of functions, all relevant departments of the autonomous region should promptly refine policies and measures and conscientiously organize and implement them.

The autonomous region's economic and information departments should strengthen organizational coordination and guidance for the development of the garment industry, supervise and inspect the implementation of all policies and measures in conjunction with relevant departments, study new situations in a timely manner and solve new problems, so as to create a favorable policy environment for the further healthy development of the garment industry.
