    1. Cotton production

According to field investigation and current picking, it is estimated that this year will yield about 210 kg of seed cotton and 80 kg of lint cotton, an increase of 19 kg and 8 kg respectively, an increase of about 10%. However, due to the decrease of planting area, the total output of lint is about 27 thousand tons, down 9 thousand tons compared with that of the previous year, with a drop of about 25%.


    (four) cotton farmers picking and selling progress accelerated year by year. From the beginning of the new cotton listing, the association organized a survey of 20 cotton pickers in 5 towns and 10 villages. Mu sold 66 kg, accounting for 66% of the total picking capacity, accounting for 29.5% of the estimated output, up 22.7 percentage points and 39 percentage points respectively.


    Two, cotton purchase and sale situation


    (1) cotton sales are better than last year. In 2011, cotton enterprises in the county acquired a total of 36700 tons of lint, which was basically sold by the end of September this year, compared with 1800 tons in the same period last year, accounting for 4.9% of the annual purchase volume. Although the price of cotton sales continued to decline this year, some enterprises suffered serious losses, but sales situation was better than last year.  


    (two) the progress of acquisition is slow. This year, the purchase of new cotton in the whole county was started in late September, and it was 1 weeks ahead of schedule last year. However, due to various factors such as market demand, purchase and sale price difference and purchasing and storage policy, both cotton enterprises and cotton traders were very cautious. By October 14th, only 16 of the 27 enterprises listed in the regular statistics of the cotton purchasing progress of the association had begun to buy scales. The Japanese takeover ranged from thousands of kilograms to 1--2 kilograms, and the largest number of purchasing enterprises did not exceed 500 thousand kilograms, with only 3--4 million kg. The total purchasing capacity of enterprises in the county is only more than 2600 tons, which is equivalent to more than 1000 tons of lint and less than 1/5 of cotton farmers' turnover. Most of the large package enterprises outside the county are directly transported through local brokers, or are temporarily hoarded by some cotton traders and roller mills. The purchase amount of the whole county is only half that of cotton farmers. The main reason is that some cotton farmers do not want to sell at low prices. Starting from the scale up to now, the lint percentage is no less than 38%, and the moisture regain rate is not higher than 11% of the 329 grade and 429 grade seed cotton. The average purchasing price of the enterprise is 8.6 yuan and 8.4 yuan per kilogram respectively, the 527 grade price is 8 yuan, the comprehensive average price is 8.32 yuan, the same ratio is reduced by 0.18 yuan, and the reduction is 2.1%. The sale of cotton farmers was only 8.12 yuan, a decrease of 0.08 yuan compared with the same period last year, a decrease of 1%. The enterprises still feel that the cost of acquisition is high, and the sale price contrast with the spot market is bigger. The risk of operation can not be evaded, and they dare not boldly buy the goods.


    (three) actively promoting the acquisition of new cotton. After the seminar on cotton purchasing in the county, a number of measures were taken in the county to actively guide the cotton involved parties to respond rationally to the trend of the cotton market, and urge cotton farmers not to sell, cotton enterprises to keep their prices down and the smooth operation of the cotton market. First, we must conscientiously implement the national cotton purchase and storage policy and intensify publicity so that the vast number of cotton farmers will understand the specific contents of the implementation price of temporary storage and storage of cotton this year, the storage and delivery enterprises, the implementation period and the spot market. We should adjust our psychological expectations and sell the new cotton at the right time. We will give play to the role of the 13 main 400 enterprises in the county to guide the enterprises to strengthen their joint venture cooperation, increase the purchasing capacity of the storage and storage enterprises, stabilize the purchase price and ensure cash payment. The two is to improve the purchasing environment of cotton. Enterprises should be encouraged to take up various ways such as asking for sales, purchasing, improving service attitude and increasing convenience facilities, so as to facilitate the sale of cotton farmers and enhance the attractiveness and credibility of enterprises to cotton growers. Three, efforts should be made to improve the quality of new cotton.     Three, several suggestions


    (1) increase the support for policy oriented loans to the 400 oriented enterprises. Cotton is a staple agricultural product with large demand for capital. According to estimates, the demand for cotton purchase funds in this county will reach 600 million yuan this year. It is no easy task to raise so many acquisition funds in the acquisition period of only two or three months. It is suggested that the agricultural development bank should strengthen communication with enterprises, especially those in accordance with the conditions of storage and storage, and expand the loan delivery side, increase the total amount, simplify procedures and put in time on the premise of effectively preventing credit risks. In order to facilitate enterprises to expand acquisitions and increase reserves, we will better protect the interests of cotton farmers.


    (two) appropriately relax the cotton storage and storage conditions. The national cotton purchase and storage plan stipulates that the object of storage and purchase is limited to 400 enterprises, and the grade level is set at 427 or more. The quality must conform to the national standard. As far as Sheyang county is concerned, only 4 enterprises were allowed to hand in their stores in 2011, only 3500 tons of total storage were allocated, accounting for only 9.6% of the total purchase amount of enterprises in the whole county, and only 3 of them were allowed to pay for storage this year, and the coverage was still very small, so that the interests of cotton farmers could not be fully protected. At the same time, all grades of cotton purchased by the enterprises under the purchase of 5 or less and small package enterprises can only be sold by the enterprises themselves, without the support of the state's purchase and storage price, and also increase the business risks of the enterprises. It is suggested that the state and relevant departments should appropriately relax the entry requirements, increase the storage and storage enterprises, reduce the requirements of grade requirements, and expand the storage and storage coverage.


    (three) increase financial support for cotton planting. Cotton is removed from economic crops and listed in the list of major agricultural products. Direct subsidies and comprehensive subsidies for agricultural means of production are implemented in the same way as grain, so as to raise the subsidy standard for cotton planting. Selecting the county towns with good basic conditions and high yield potential, we will carry out the "high-yield building" campaign to increase cotton production, increase cotton yield and stabilize cotton planting.


    (four) actively support the development of cotton textile enterprises.
