Anhui Opens To The Yangtze River Delta To Promote Development And Speed Up The Shoe Leather Industry.

In recent years, counties and cities in our province have actively implemented the strategy of opening up and developing eastward, and integrated into the Yangtze River Delta economic circle.

From mid March to mid April, the research group of the Hong Kong, Macao, Taiwan and overseas Chinese Affairs Committee of the Chinese people's Political Consultative Conference of the Chinese people's Political Consultative Conference (CPPCC) went to the eight counties (cities) of Wangjiang, Tongcheng, Zongyang, Lai, Langxi, Guangde, Nanling and Fanchang to conduct special investigations on the development of an open county economy, and put forward a series of suggestions for the participation of our county in the Pan Yangtze River Delta regional cooperation.

The survey found that Wanjiang eight counties (cities) actively implemented the deployment of the provincial Party committee and the provincial government, and took the Yangtze River Delta as the main direction of opening to the outside world and attracting foreign investment.

Since 2002, the GDP of eight counties (cities) has maintained two digit growth, and the total amount in 2007 has reached 44 billion 200 million yuan, with an average growth rate of 20.83%.

Since the "fifteen", eight counties (cities) have imported more than 6 billion 800 million yuan of foreign capital on average, and most of the funds have been imported from the Yangtze River Delta region, indicating that enterprises in the Yangtze River Delta region have become the main investors in the county economic construction in our province.

We should make scientific plans, increase investment, speed up the construction of infrastructure in industrial parks, and guide the dominant industries to gather in the parks.

Zongyang, Lai An, Langxi and Fanchang have implemented "one district and many gardens", relying on resources and pillar industries to develop industrial parks according to local conditions, including Zongyang County Development Zone in 2007, taxes nearly 400 million yuan, contributed more than 50% to the county finance; Tongcheng, Nanling, Langxi, Lai An Development Zone in 2007 to achieve industrial output value of more than 1 billion yuan; Guangde County Development Zone in 2007 to achieve industrial output value of 5 billion 529 million yuan, tax 217 million yuan.

On the whole, the development of various parks is late, but has developed rapidly, and has begun to take shape. Such as Wangjiang cotton textile dyeing and printing industry, Fanchang Sun Village light textile and garment industry group, Zongyang's building materials, shipbuilding, automobile spare parts industry, Nanling's textile and garment, automobile parts and components, pformer enterprises, Tongcheng's plastic and feather processing industry, Lai's building materials decoration, silicon energy industry, Langxi's luggage and bag industrial cluster, Guangde's machinery electronics, clothing and textile bags, bamboo products and other industrial clusters, and the effect of local economic growth has begun to appear.

Looking forward to breaking through the "bottleneck" in the investigation, all localities reflect that there are still some difficulties and problems in the exchanges and cooperation with the Yangtze River Delta region, which urgently need to break through the "bottleneck".

Opening consciousness is not strong, service consciousness is not mandatory, about open economic development.

Some departments copy the higher authorities' documents, do not care what they want at the grassroots level, and do not want to guide the grass-roots units to solve the difficulties and problems in implementing the macro policies.

Some cadres go around in contradiction and fear to take risks and influence personal career.

Institutional innovation needs to be improved.

Some places reflect that the relevant policies promulgated by our province are too strong in principle and less in dry goods compared with other provinces.

In 2007, our province implemented the pilot project to expand the power and strengthen the county. There is still a lack of a unified and coordinated policy. For instance, the approval authority of foreign investment less than US $30 million is put down to the county, but the approval authority of the business license has not been decentralized, and it still needs to be handled by the Provincial Administration for Industry and commerce.

Project land index is difficult.

At present, our county faces the rare opportunity to undertake the accelerated pfer of the Yangtze River delta industry, and also has the advantage of land resources. Infrastructure construction is lagging behind.

Secondly, the infrastructure investment of the park is insufficient.

The quality of service also needs to be improved. Some counties (cities) are cumbersome in conducting commodity inspection, customs declaration and foreign exchange settlement procedures; some logistics industry is lagging behind, resulting in increased investment costs; some places are poor in terms of living and schooling.

A Zhejiang investor said with emotion, "to invest in Anhui, I feel like I have a rush in my career and people frown on my life."

Financing is difficult.

Some bank loans prefer real estate and other high profit industries, despise the processing and manufacturing industry, even if they agree to the loan, but the conditions are cumbersome, harsh, and the amount is low; some enterprises have high investment facilities, but can not mortgage, the guarantee money is also high, affecting the expansion of reproduction.

With the accelerated pace of industrial pfer in the Yangtze River Delta region, the counties and cities will have broad space to participate in the Pan Yangtze River Delta cooperation.

The provincial CPPCC Research Group believes that promoting the county's participation in the Pan Yangtze River Delta region's division of labor and cooperation has both unique advantages and good foundation. It is not only an inevitable requirement to speed up the rise of the county, but also the only way to comply with the economic development situation.

We should further emancipate our minds and link up with the developed areas.

We should establish an open concept of "no matter how unhappy it is, and whether the county is outside the city".

Anhui, as an underdeveloped area, develops county economy by relying on state investment, too little. It is too slow to rely on primitive accumulation, and it is too difficult to rely on bank loans.

Only by firmly holding the opportunity of accelerating the pfer of capital and technology and other production factors in the developed areas such as the Yangtze River Delta, insisting on the key point of attracting investment from Jiangsu, Zhejiang and Shanghai, and vigorously developing county industry, modern agriculture and service industry, is the most realistic and effective way to speed up the rise of the county.

Efforts should be made to promote cooperation with the Yangtze River Delta and attract investment as a "Project No. 1" for economic work, and continue to be included in the assessment of regional and regional leadership.

We should break away from the narrow conservative concept.

All over the country compete for the introduction of enterprises in the Yangtze River Delta region. Although our county has the advantages of location and resources, if we wait passively and do nothing, we will lose the advantage and lose the opportunity.

We should deepen the reform of the administrative system and untie the power of county expansion.

We should also speed up the construction of enterprise credit system, improve the network and guarantee system of local banks and expand financing channels for enterprises.

Increasing investment efforts in promoting the Pan Yangtze River Delta cooperation process, we must broaden our thinking, in a more enthusiastic, updated way, a more viable mechanism, better policies to fight hard investment.

The provincial CPPCC research group suggested that we should further enhance the publicity of our county's comparative advantage.

We should strengthen the propaganda, packaging and promotion of regional advantages, policy advantages, cost advantages and ecological advantages of counties in all parts of our province; organize and carry out economic exchanges with the Yangtze River Delta region, so as to build a platform for the participation of counties in cooperation.

In terms of regional cooperation, the border counties can give full play to their regional advantages, mainly focus on Jiangsu and Zhejiang, and carry out seamless docking. Other counties should give full play to resources and service advantages, and link projects with Jiangsu, Zhejiang and Shanghai. They can also serve as bridges for Jiangsu, Zhejiang and Shanghai, and docking with capital, technology and foreign capital in Taiwan, Hong Kong and Macao.

In the industrial projects, highlighting high technology and major projects with industrial agglomeration effects.

In the field of investment, it should extend from industry to agriculture and service industry.

The overall planning and control plan of the industrial park should be worked out according to local conditions, the development orientation and leading industries should be clearly defined, and the construction of infrastructure and functional areas should be strictly implemented according to the plan, and enterprises should be correctly guided to enter the park.

For the County Industrial Park to be built, as long as conditions are met and the scale is formed, the relevant departments of the State shall be examined and approved in a timely manner.

The park is closely integrated with the development of an open economy, and the park as the first carrier of attracting foreign investment will guide enterprises to gather in the park.
