Lesson From The Shoe Factory Fire

On May 16, 2005, at 20 o'clock, a fire broke out in Nanan village of Xintang Town, Zengcheng.

The burned area is 4000 square meters, the direct economic loss is more than 260 thousand yuan, and there are no casualties.

Without the approval of fire inspection, Zengcheng Da Xin Li Industrial Co., Ltd. is located in Nanan section of Guangzhou Shenzhen highway. It is a Taiwanese business enterprise, mainly processing and manufacturing shoes materials, EVA black foam cotton and so on.

The company has a total construction area of 8000 square meters, and the workshop and employees live separately. The workshop is a single-layer reinforced concrete frame structure, and the factory building is built of iron sheet and generator room in the north.

There are indoor fire hydrants and fire extinguishers in the workshop, and there are municipal fire hydrants outside the factory area.

Before the construction of the plant, the company did not declare the fire protection design audit to the public security fire department, and was put into use without fire inspection.

It is reported that at 20 o'clock in May 16th, Li Mou found on the roof of the processing workshop of Da Xin Li Industrial Co., Ltd. found that there was a fire on the south side of the roof. He immediately shouted the fire to the workers on the next floor and ran to the workshop below to report the fire to the responsible person in charge of the workshop.

The workshops then rushed to the roof with a fire extinguisher, but the fire was too large to extinguish the fire extinguishing equipment, and the workshops immediately ran downstairs and evacuated to the safety zone.

While the workers in the workshop were fighting fires, the company's financial manager called 119.

After receiving the police, the Zengcheng fire squadron dispatched 3 fire engines to the scene of the fire. They immediately put in the fire fighting and asked for help from the Guangzhou public security fire bureau.

After receiving the alarm, the Guangzhou Public Security Fire Bureau mobilized 13 fire squadrons and 7 full-time fire brigades, a total of 43 fire engines, 3 command vehicles to the scene, and 3 fire squadron 7 fire engines from the Dongguan fire brigade.

The fire was extinguished at 2:40 in the morning.

The fire area was 4000 square meters and the direct economic loss was more than 260 thousand yuan, with no casualties.

The cause of the fire is the short circuit of the electrical circuit.

The three lesson: (1) the municipal fire hydrants are seriously inadequate.

The building area is 8000 square meters, the whole building is a frame structure, but there is only one outdoor fire hydrant, and the water pressure is seriously low.

The fire hydrant near the factory is also nominal. The water pressure is not enough and the quantity is insufficient. The fire engine can not find enough water source when the fire truck arrives at the scene, and the fire can not be controlled in time.

(two) the management of full-time fire brigade is relatively backward.

The full-time fire brigade in Zengcheng was completed in June 2002.

All towns and streets have their own fire brigades and fire engines.

However, due to the problems of funds and management, the management of full-time fire brigades is loose, and the operational skills are not hard enough, so that they can not play their due role.

(three) inadequate fire police force.

Fire fighting has always been a heavy responsibility and heavy task, involving a wide range of social aspects. Once the fire happens, it will have a greater impact on the society.

At the grass-roots level, there is a lack of full-time fire police, the police work is heavy, and the phenomenon of taking care of one another in daily work often happens, resulting in the daily fire control work, the supervision and inspection is not detailed and comprehensive, and the fire special management is not specifically implemented.

In accordance with the relevant laws and regulations, the eighth law of the People's Republic of China on fire control law, the people's Government of the city shall include the fire control plans including the layout of fire safety, fire stations, fire fighting water supply, fire fighting communications, fire truck passages and fire fighting equipment into the overall urban planning, and shall be responsible for organizing the implementation of the relevant competent departments.

If public fire facilities and fire equipment are inadequate or are not suited to actual needs, additional construction, alteration, allocation or technical pformation should be added.

We should strengthen scientific research and popularize and use advanced fire fighting technology and fire fighting equipment.

Tenth construction projects that need fire control design according to the National Engineering building fire safety technical standards shall be designed by the design units according to the National Engineering and building fire safety technical standards. The construction units shall submit the fire control design drawings and related materials of the construction projects to the public security fire control institutions for examination. If the construction department fails to pass the examination or fails to pass the audit, the construction administrative departments shall not issue construction permits, and the construction units shall not be allowed to construct.

If a fire control design approved by a public security fire control institution needs to be changed, it should be reported to the public security fire control institution which was originally examined and approved, and no unit or individual may change it without approval.

When the construction project for fire control design according to the National Engineering and building fire safety technical standards is completed, fire control must be carried out by public security fire agencies.
