The Plastic Limit Order Will See The Pains Of Plastic Village Again After A Month.

    Environmental Protection

Today, it has been a month since the implementation of the "plastic restriction order".

The town of Xindu town in Tongcheng seems to be as calm as it used to be in a town of 117 square kilometers.

In addition to the ubiquitous plastic packaging products factory, roadside households can find people who are busy with plastic bags, or they can process, sell or recycle.

However, the seemingly undisturbed underwater is actually a turbulent flow.

Starting from June 1st this year, with the introduction of a national "plastic restriction order", the famous new "plastic town" has encountered unprecedented pains. The thousands of locals who have been producing plastic products for twenty or thirty years are beginning to face new choices. They are walking into the "plastic country" - the big plastic shop in June 26th. At more than 30 p.m., Zhu Hongmei, who is more than 30 years old, is busy working in her own courtyard near the new anda market near Xindu town, Xindu town. There are 5 women working with her. Some of them are packed and packaged, and each side is covered with piles of pparent plastic products. They are busy with their work and laughing and laughing.

Zhu Hongmei is the boss of this group.

What she has to do every day is to pick up the plastic blown film that has been processed from some of the larger plastic manufacturers in the local area, then cut and pack them into disposable aprons, gloves and shoe covers according to the requirements of the manufacturers, then install them into the packaging bags marked with the manufacturer's name, and deliver them to the manufacturers on time, so as to earn a certain processing fee.

Zhu Hongmei originally worked as a salesman in Nanjing, and also sold plastic bags to manufacturers. Now a family of three rents here. Her husband is still selling a plastic factory to a plastic manufacturer. He started processing some factories at home for two years ago, earning a little processing fee. He bought three machines last year, and asked two women workers to help them at home all the year round.

Usually, the processing task of the manufacturer is completed, and the processing fee is thirty or forty yuan per day.

"On average, two thousand can be done in one day, and sometimes ten days in a month, sometimes in a month."

Zhu Hongmei said, "basically, it's better than farming. Now we don't grow farmland in the town. It's a bit of a thing to earn nothing at home."

In Xin Du Town, there are many family workshops like Zhu Hongmei's home.

These small workshops have no names, and the people around them habitually call it "a certain family".

In another slightly larger workshop, the walls between the two facade rooms on the first floor have been opened. There are piles of plastic semi finished products blown by the customers near the doorway wall. Buzzing from behind the house, a semi-automatic edge banding machine is working.

The semi finished product goes in from one end, and after the machine is equidistant and sealed, it is then wound into a circle. If the operator takes it off and manually cuts it, the plastic bag will be processed.

The hostess surnamed Cheng said with pride, "we are semi mechanized here. The bags are of good quality and almost no waste."

She said that many manufacturers' machines could not process specially long and thin plastic bags, and they would send half finished blown film to our manual workshops for final processing.

For such a small family workshop, people in the town may become their employees if they are free.

"When their families are free, they will come to help. They will not come to work at home. We do not have contracts. If they do not come, they do not have to ask for leave, and wages are paid to them according to their workload."

The house is its own, cheap labor, is the biggest advantage of small family workshop.

The elder sister also complained about the pain. "Now I process these bags, 10 thousand pieces are only 12 yuan, and then I get half of the money I paid to others."

Mr. Cheng's workshop is only a part of the huge plastic product line.

Xindu town of all kinds of small factories and family workshops, some of the production and sale of one-stop, some are only responsible for a certain part of them, division of labor and cooperation, all the producers together, thus forming a complete plastic industry chain.

Among the 71 thousand people in Xindu town, there are nearly six thousand people engaged in plastic products directly, and 940 of them have plastic manufacturing enterprises. This does not include large and small handicraft shops like Cheng Da Jie.

The products of high and low grade bags, vacuum bags, handbags, paper plastic boxes and other products produced here are sold throughout the country. Some of them have gone abroad and exported to countries such as England, Russia, Japan and Southeast Asia. 85% of the town's revenue comes from the plastic packaging industry.

As one of the four major packaging and printing bases in China, it can be described as "the hometown of plastics".

According to local officials, there are as many as more than 2000 packaging enterprises in the city of Xindu town, with an annual output value of 4 billion yuan, accounting for about 25% of the city's GDP. There are more than 1400 kinds of plastic manufacturing enterprises in Tongcheng, accounting for more than 80% of the total number of printing and printing enterprises in the city, and 35 thousand people from the industry.

In Xindu town, most of them were seen in many small shops or houses without names, bundled plastic films and machines that were being printed, cut, and stopped, or women were doing manual work related to plastics as if they were knitted sweaters. Many people earn their living by this. More people have used the simple processing related to plastics as a habit, polyethylene, BOPP......

These puzzling names of chemistry are almost everywhere in the world, and seem to have been integrated into the blood of this town.

Small plastic bags can also become rich, and without the support of industrial foundation, it will develop into a local leading industry, forming a strong and strong industrial economic board.

I couldn't believe it if I hadn't seen it with my own eyes.

In the two days of the new interview, the more intense feeling is the ongoing and intense "labor pains" that are taking place in the plastic countryside. At that time, it was just a month since the "plastic restriction order" was formally implemented in the whole country.

The pain of "plastic restriction" was once more than half of the order. "Now ultra-thin plastic bags are not produced, and the use of plastic bags has also been reduced, which has directly led to shrinking business volume."

At noon on June 27th, in a small face with no name on the road of Xindu town, the 46 year old Lao Cheng looked at the printing machine running in a little bit helplessly.

Lao Cheng has been engaged in plastic bag processing since the 80s of last century.

"At that time, there were only a few plastic factories in Xindu town," he recalls. He himself worked in 1988 to work on plastic food bags. At that time, there were no such advanced machines at present. Basically, they were all made by hand.

Old Cheng clearly remembered that he earned 1080 yuan a year, "at that time, the wage level was very high among the working people."

To mention the current plastic processing, old Cheng has great emotion, and all kinds of advanced machines have been launched, and now the production of plastic bags is "dared not think before".

However, since the implementation of the "plastic restriction order" in June 1st, it has produced a great influence on the small factories that worked for the old industry.

Lao Cheng said that the production of plastic bags is the main source of their factory owners' family. "Before the boss hired four people, now fired two people, leaving me and my wife two people."

At 2 p.m., in a lane near Xinan Da market in Xindu town, the young Feng Zheng kept alone in the machine, cutting the thick plastic blown film into a bag. "I used to do more than 10000 things a day, but now I can only make four thousand or five thousand."

"One hundred thousand yuan can run a small plastic bag factory."

Cheng Dongsheng, Secretary General of Tongcheng Packaging Printing Association, said that the low cost, low threshold and simple production process had caused the phenomenon of small plastic bags enterprises in Tongcheng. This large number of small businesses experienced the prosperity of the 80s and 90s of last century. Today, after the implementation of the national "plastic restriction order", they have been greatly affected.

At the production workshop of the pine green plastics Co., Ltd. in the new industrial park, about half of the more than 20 machines are idle, and workers 00 scattered by the machine.

Hu Puming, who works as an accountant at the factory, said that after the implementation of the "plastic limit order", the production in the factory dropped by at least 50%.

"The original load of more than 20 machines, today opened only seven or eight."

Hu Puming said that with the "plastic limit order" for the thickness of plastic shopping bags, now a bag of materials used to reach two bags before, only raw materials and materials increased by 40%.

Only raw materials, the most upstream raw material of plastic bags is PE (polyethylene), the main component is HDPE (high density polyethylene), the original one ton of PE plastic particles of about 13000 yuan, now has risen to about 15000 yuan, the original plastic bag per ton gross profit of about 2000 yuan, and now only 1000 yuan.

In the past, 24 hours a day can produce more than 400 kilograms continuously. Now that the plastic is thickened, the speed is also affected, and only more than 300 kilograms a day can be produced.

After the implementation of the "plastic limit order" in June 1st, the consumption of plastic shopping bags decreased, and the number of orders received by enterprises was also reduced.

It is an indisputable fact that the output of plastic bags is dropping. However, after the news of the "plastic restriction order" issued by Song Qing in the state, it began to be prepared in many ways.

As early as March this year, we invested millions of dollars in a new non-woven production line. Now it has been basically installed and is expected to go into production in early July.

Yao Fenlan, mayor of Xindu town, said that many plastic bags processing enterprises had been seriously affected by the announcement of mandatory plastic limit decree at the beginning of this year, especially in March and April.

The vast majority of enterprises are waiting to see, businesses do not dare to purchase, manufacturers dare not produce, some belong to the prohibition of plastic and plastic limits to improve equipment, plus raw material prices, some small businesses in a short time to stop production.

However, with the clarity of the policy of "plastic restriction", enterprises and markets that once watched wait and see began to show signs of gradual warming.

"After a long wait and wait-and-see, the volume of business began to increase in the early stage of the market restarting, and some businesses quickly organized the purchase, and a large number of orders were concentrated. The volume of business of some manufacturers increased in a short time."

A leader of the local authorities said, "most of the enterprises have begun to warm up, and some enterprises are adjusting the pformation to seize new business opportunities."

A new opportunity, "double edged sword", is one of the few people who have not been adversely affected after the implementation of the "plastic restriction order".

Xu Guoqing, who studied mechanical electronics in University, first made textile, and began to work in plastic processing industry since 2003. Now he founded Anhui Zhong An Plastics Industry Co., Ltd., which is already a famous company. Moreover, unlike other companies, Xu Guoqing's company has mainly focused on developing overseas markets from the very beginning.

At present, the annual output value of plastic bags is about 100 million yuan, of which 80% are exported, most of which are exported to Japan, Belgium, the United States, Germany and other countries, and a few countries have customized shopping bags.

As 80% of the business is overseas, the "plastic limit" has not brought much impact on Xu Guoqing's company. On the contrary, it has been because of the experience of overseas plastic bags that has been made by some domestic enterprises, and the domestic market has increased in recent days.

Xu Guoqing's deputy Pan Zhongxiao said that the requirements for plastic bags abroad are usually higher than those in China, and the thickness of domestic garbage bags and shopping bags is above 0.028 millimeters. In addition, the requirements for printing are also different.
