    Huang Fa'an introduced that he founded Bifan Garments in Shenzhen in 1999, mainly producing functional clothing for mountaineering, skiing, navigation and so on. In 2008, he decided to relocate the factory to Boluo County, Huizhou City, which is only a few minutes' drive from Dongguan and Shenzhen, because he felt that Shenzhen's industrial adjustment would affect the clothing manufacturing industry with low technological content. "Now this factory has more than 60000 square meters, which was bought at that time. In the past, we rented a factory in Gongming Town, Bao'an District, Shenzhen City, and paid more than 4.8 million rent per year for more than 40000 square meters." Huang Fa'an said.


    Under the guidance of Huang Fa'an, he entered the lean sewing workshop of the factory. In front of hundreds of sewing machines, the workers who work at the table line up. There is an automatic conveyor belt between the stations in the lean workshop. Cutting, sewing, zippering... Each worker is dedicated to one of the processes, and then the conveyor belt will automatically send to the next station on a regular basis. To the reporter's surprise, their 19-year-old daughter also worked as a sewing lathe worker in the same workshop. The whole family lives together in the company's 40 square meter "husband and wife room", and each person can get about 3000 yuan per month. "At least the whole family doesn't have to be separated from each other. It's easy to work in the same place," said Lei Aixia.


    Eliminating workers' worries can, to some extent, ease the "difficult recruitment" phenomenon when returning to work during the Spring Festival. "The factory workers are basically from Qianjiang, Hubei, my hometown. To take care of their families, many of the workers' families have moved south to work. The husband and wife work in the workshop, the elderly are responsible for the sanitation of the factory, and their children go to school near Huizhou, Guangdong, where the factory is located." Huang Fa'an said.


    In the face of changes in the economic environment at home and abroad, the company has made a positive response from recruitment, management, technology and other aspects. However, when it comes to the existing difficulties in the development of China's garment manufacturing industry, Huang Fa'an still has a lot of bitterness: "In recent years, orders are still mainly to maintain old customers, and it is increasingly difficult to open up new markets. Last year's order amount decreased by 40% year on year. At present, this year is basically the same as last year, but the prospect of orders is still difficult to be optimistic."


    "'Less orders, lower prices, and lower profits' are the inevitable pains that Chinese garment manufacturing will experience in the process of the gradient transfer of the world industry. 2012 has reached the limit for enterprises to bear the pressure of rising costs. If they are subject to new negative impacts, enterprises may choose to stop working." Huang Fa'an said helplessly.


    However, in Huang Fa'an's view, the advantage of "Made in China" still exists. In the finished product exhibition room, Huang Fa'an pointed to a white female mountaineering suit and said that Vietnam and other Southeast Asian countries still do not have the ability to produce such high-end clothing. The speed of shipment, product quality and market price generally cannot catch up with "Made in China". The impact on China's foreign trade market can only be limited to low-end products.


    However, the power for the transformation of "Create in China" is also insufficient, which is mainly reflected in the weak independent R&D capability of enterprises. In the production control room at the end of the workshop, the reporter saw a technician drawing on the computer.


    Nie Youhai, the director of the technology department, said frankly that the company has no original clothing design at present, and more is to design the production process according to the drawings provided by the purchaser.


    "It's not to deny doing brand and expanding domestic sales. But for a small enterprise like me, it's not the right time. It requires too much cost investment, and it's risky." Huang Fa'an also has his own reasons for insisting on the traditional industrial model. He believes that at present, what Made in China needs more is to control the pricing ability of products through the self extension of the industrial chain. Huang Fa'an introduced that Bifan has realized the extension of the industrial chain in the field of raw material procurement such as spinning and chemical fiber, and its profit margin can be increased by 10%.
