Ministry Of Industry And Information Technology: 2023 Application For SME Characteristic Industrial Clusters Begins
On March 9, the Ministry of Industry and Information Technology issued the notice on organizing the recommendation of characteristic industrial clusters of SMEs in 2023, and started the application of characteristic industrial clusters of SMEs in 2023.
The notice requires that according to the principle of voluntary declaration, the competent department of small and medium-sized enterprises in the county level administrative division of the place where it is located shall be the main body of declaration, fill in the Application Form of Small and Medium sized Enterprises with Characteristics of Industrial Clusters, submit the supporting materials required in the application form, and submit them to the competent departments of small and medium-sized enterprises in all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and Xinjiang Production and Construction Corps.
The provincial department in charge of small and medium-sized enterprises is responsible for accepting the application materials and conducting preliminary review, organizing spot checks, and on the basis of meeting the identification criteria of the Interim Measures for Promoting the Development of Small and Medium sized Enterprises' Characteristic Industrial Clusters (which can be appropriately relaxed in the western region), selecting the best small and medium-sized enterprises' industrial clusters whose development level is in the forefront of the sub fields in China and recommending them to the Ministry of Industry and Information Technology.
The number recommended by provinces, autonomous regions and municipalities directly under the Central Government shall not exceed 6, and the number recommended by cities specifically designated in the state plan and the Xinjiang Production and Construction Corps shall not exceed 2.
It is understood that the SME characteristic industrial cluster is an industrial cluster with strong core competitiveness positioned within the county level division, led by the new development concept, dominated by SMEs, focusing on leading industries, highlighting advantages, converging resource elements, efficient collaboration network, and perfect governance services. During the "14th Five Year Plan" period, about 200 clusters were identified nationwide to guide and support local governments to cultivate a number of provincial clusters.
The first priority of cluster cultivation is to enhance the advantages of cluster leading industries, accurately position the cluster leading industries, purposefully fix the chain, strengthen the chain, supplement the chain and extend the chain, unblock the cluster collaboration network, enhance the professional supporting capacity, strengthen the quality brand construction, give play to the leading role of leading enterprises, promote the coordinated development of large, small and medium-sized enterprises, and strengthen the gradient cultivation of high-quality small and medium-sized enterprises, Support clusters to participate in the cultivation and construction of advanced manufacturing clusters.
The second is to stimulate the innovation vitality of the cluster, build a multi-level cluster innovation platform, integrate and open innovation infrastructure and service resources, promote the cluster to establish a stable innovation cooperation mechanism with large enterprises, universities and scientific research institutes, carry out the integration and innovation of large, small and medium-sized enterprises in leading industries, and the collaborative innovation of common technology, industry, university and research, and strengthen the application of intellectual property rights and the development of standards.
Third, promote the digital upgrading of clusters. Strengthen the construction of new information infrastructure for clusters, establish and improve the industrial Internet security guarantee system, promote the application of advanced security emergency equipment, build a resource sharing and management platform, and improve the digital management level of clusters. Guide cluster enterprises to use SME digital transformation guidelines and evaluation indicators, promote intelligent manufacturing equipment, standards and system solutions, deepen the integrated application of industrial Internet and industrial software, and improve the level of digital transformation.
Fourth, accelerate the green and low-carbon transformation of clusters. Optimize the cluster energy consumption structure, promote the application of clean energy, carry out energy-saving transformation and green low-carbon technology transformation, strengthen the comprehensive utilization of resources and pollution prevention, and improve the green manufacturing system.
Fifth, deepen cluster opening and cooperation. We will support clusters to actively participate in the construction of the "Belt and Road", deepen cooperation in talent, technology, capital, resources, etc., participate in international cooperation mechanisms and exchange activities with clusters as a unit, and establish an overseas security risk prevention and control mechanism for trade and investment cooperation.
Sixth, improve cluster governance and service capabilities. Strengthen the construction of cluster public service system, enrich service content, improve service quality, strengthen service assessment, establish a cluster governance mechanism of "consultation, construction, sharing and win-win", and strengthen the awareness of safe production and the protection of the legitimate rights and interests of SMEs. Make overall planning for cluster development, formulate cluster cultivation plans, and define development goals and work measures.
The Interim Measures require the competent departments of small and medium-sized enterprises at all levels to strengthen the financial, financial, industrial, innovation, land, talent and other policy support for clusters, implement various preferential policies for enterprises, strengthen the support for clusters to participate in major projects, promote various industrial investment funds to increase investment in clusters, and create a stable, fair, transparent and predictable business environment.
