China'S Textile And Leather Products Meet Technical Barriers
Since June 27, the European Union has imposed a limit on the content of PFOS in the finished products sold on its market, which has become a serious technical barrier for China's textile and leather products to export to the EU. Therefore, Tianjin entry exit inspection and Quarantine Bureau has actively responded to the EU PFOS technical barriers, and developed a complete set of detection method system by using its own scientific and technological advantages. At present, 31 scientific and technical testing reports have been issued for Tianjin, which has been successfully accepted. PFOS is a kind of surfactant widely used in textiles and leather products. PFOS technical barrier refers to the Directive 2006 / 122 / EC issued by the EU at the end of 2006, that is, on unifying the laws, regulations and administrative regulations of all Member States on restricting the sale and use of certain hazardous substances and products, which limits the content of PFOS in products exported to EU. The directive stipulates that the PFOS content in manufactured products sold on the EU market from June 27 shall not exceed 0.1% of the total mass and that of semi-finished products shall not exceed 0.05%. At present, PFOS is widely used in textile, carpet, leather shoes, paper-making, packaging, printing and dyeing, washing, cosmetics, pesticides, fire-fighting agents and hydraulic oil and other manufacturing fields. Customs statistics show that China's textile exports to the EU accounted for 34.6% of the EU's textile imports in 2007. The implementation of EU PFOS directive will become a serious technical barrier for China's textile and leather products export to EU. ? After obtaining the relevant information of EU PFOS directive, Tianjin entry exit inspection and Quarantine Bureau organized scientific and technological backbones to carry out research and tackle key problems. A PFOS working group composed of several doctors and masters was set up. After more than one year's efforts without standards and experience for reference, Tianjin entry exit inspection and Quarantine Bureau completed the drafting of relevant scientific research topics and national standard draft, in response to the EU's full implementation of PF in 2008 OS instructions have done a good job in the early stage of technical reserves. The person in charge of Tianjin entry exit inspection and quarantine bureau pointed out that at present, most domestic textile and leather export enterprises have not paid enough attention to the PFOS directive, and even do not know whether their products contain PFOS ingredients, and few enterprises have laboratories. Since the beginning of 2008, Tianjin entry exit inspection and Quarantine Bureau, on the one hand, publicized the requirements of EU directives to export enterprises to help enterprises improve their production process, so as to reduce the content of PFOS in finished products; on the other hand, the research on PFOS has transited from the research stage of detection technology to the standardization stage of PFOS detection in finished products. ? In order to ensure the smooth export of textile and leather products to the European Union and minimize the impact of the "green technical barrier" of EU PFOS limit on the relevant export enterprises, Tianjin entry exit inspection and Quarantine Bureau has established a "PFOS rapid detection system", which puts samples, sample preparation, instrument analysis, data audit, certificate preparation and other links first, and laboratory personnel implement the "two methods" Shift, reduce the inspection process from the original 10 days to 3 days, fully cooperate with the inspection and release of export goods. Since receiving the first batch of PFOS samples on June 3, the inspection technology center of Tianjin entry exit inspection and Quarantine Bureau has completed the inspection of 31 batches of samples, including leather boots, cattle hide, yarn, rain boots, sheepskin, textile fabrics, etc., and issued the test report in time to ensure the smooth export of Tianjin foreign trade enterprises to the EU.
