Wenzhou entry exit inspection and Quarantine Bureau recently launched ten measures to promote the development of foreign trade. Among them, the series of policy combinations, such as exemption from legal fees, exemption from inspection, and export of commodities and customs free papermaking, will effectively reduce export costs and improve export efficiency. 
 according to the introduction, these ten articles include strictly implementing the policy of reducing and eliminating fees and implementing directory adjustment measures, deepening the reform of export inspection and supervision mode, innovating the supervision mode, supporting the expansion of imports, optimizing the environment of port customs clearance, and strengthening the prevention and control of port risks. 
 Wenzhou will exempt the inspection fees for export commodities from August 2013 to December according to the provisions of the AQSIQ, and the general industrial manufactured goods under 1507 HS codes after August 15th will no longer be inspected for export commodities. Specific to Wenzhou's export commodities, mainly related to footwear, textiles, instrumentation, electrical appliances, machinery and so on. Our city will strictly implement the policy of reduction and exemption, and ensure that policies and measures to support foreign trade and lighten the burden of enterprises are put in place. 
 at the same time, for the export commodities in the reserved catalogue, the trade facilitation should be the premise, further deepen the export classification management, dilute the batch management, explore the accreditation and acceptance of the third party inspection report, reduce the proportion of pumping and batch inspection and the frequency of factory supervision and inspection, implement the qualified hypothesis, supervise afterwards, and optimize the process. 
 in accelerating the reform of import inspection and supervision business, our city will take the classified management and risk analysis as the main means to explore the implementation of import classification management, with the principle of effective supervision and trade facilitation, and optimize the import inspection process. Actively explore the "source recognition + risk control + supervision sampling inspection" as the core of the import food inspection and supervision mode, to support Wenzhou port wine imports. 
 it is reported that our city will start paperless customs clearance in October, and enterprises will submit electronic data only if they declare the import and export legal inspection products. In the future, the import and export declaration procedures of enterprises will be greatly simplified and the efficiency of port customs clearance can be improved. In addition, the city will vigorously promote green channels, direct access and other convenient measures to speed up the "one declaration, one inspection, one release" pilot operation to enhance the overall efficiency of customs clearance.
