 in the aspect of the patent subsidy policy, the opinion put forward that the general subsidy policy should be guided by helping the weak and supporting the weak, and guiding the localities to gradually shift the funding emphasis from general to special funding. In addition, in order to give full play to the incentive and guidance role of the patent incentive policy, the opinion also proposes that the patenors and inventors who make outstanding contributions in technological innovation and patent technology industrialization shall be rewarded.
