Dongguan'S "1 Billion Financing Support Plan" Defined By The Government Helps Enterprises To Declare.

Yesterday, the fourth joint meeting on pformation and upgrading of Hongkong enterprises was held in Hongkong. The Municipal Chamber of Commerce, vice mayor, Changjiang Ling, and the various chambers of Commerce attending the meeting introduced the policy measures to help enterprises and promote pformation and upgrading of enterprises in our city.

Liang Bai, director of Cantonese Office of the Hongkong Special Administrative Region government, attended the meeting.

"At the critical moment, we have helped to get through the difficulties of the Hong Kong and Hong Kong funded enterprises and take root in Dongguan."

At the beginning of the joint meeting, Jiang Ling showed his intention to Hongkong government officials and various chambers of Commerce.

He said that Hong Kong enterprises are faced with difficulties in reducing orders, increasing financing pressure and squeezing profits. The municipal government has taken out a series of measures at the first time to help enterprises develop.

These measures include: setting up a 1 billion yuan financing support plan, visiting the enterprises by government personnel, reducing the reasonable charges for two consecutive times, helping the processing enterprises not to suspend production, pforming the foreign-funded enterprises, encouraging and helping foreign investment enterprises to create brands, and developing domestic sales.

Two types of enterprises can apply for financing support plan. The head of the Municipal Finance Office said that eligible small and medium sized industrial enterprises and processing trade enterprises eligible for funding can be subsidized.

Enterprises can be recommended and declared through the economic and Trade Office of the town street or the foreign trade and Economic Cooperation Office and the banking institutions.

At present, financial institutions have submitted an enterprise directory to the municipal finance office, listing 1066 small and medium-sized industrial enterprises and 357 processing trade enterprises.

The list is the list of the first batch of enterprises listed by financial institutions according to their credit records. Government departments and town streets also provide feedback on the list.

But because the right to loan is in the hands of banks, it means that companies on the list may be the first to enjoy the loan discount policy.

In charge of the implementation of the 1 billion yuan financing support plan, the government departments will insist on doing something wrong, that is, the government only provides a list of recommended loan enterprises, and measures are introduced to help financial institutions to reduce risks and formulate the finer implementation of the financing plan.

However, the government will not interfere with the normal business of the guarantee institutions of the banking institutions, that is to say, whether loans are made to enterprises, the decision is in the hands of banks.

In addition, the government will not require banks to violate the housing loan and Guarantee Corporation's illegal guarantee. The companies that have been included in the list are only potential clients of loans, and are absolutely not the object of the loan.

The government function departments will not explicitly indicate which enterprises should be supported by banks or Guarantee Corporation, nor will they require enterprises to lower loan standards.

1 billion yuan of funds is divided into three parts to help enterprises realize pformation and upgrading. In the face of all processing trade enterprises, our city has set up a financing support plan and set up a 1 billion yuan financing support plan.

Jiang Ling said that the specific implementation details of the 1 billion yuan financing support plan have been basically determined.

The 1 billion yuan fund is divided into three parts: the direct loan support scheme, the loan guarantee support scheme and the loan discount scheme.

At present, enterprises can enjoy the loan discount plan.

The official in charge of the Municipal Finance Office said that it is tentatively setting a discount of 1 years for enterprises, that is, the new loans that enterprises will take place in our city during the period from October 1st to December 31, 2009 this year, and the discount will not exceed 1 years in accordance with the term of the loan.

The discount arrangement should be approved by proportion and quota control.

The discount rate is equivalent to 2% of the annual interest rate, and the discount amount of each enterprise is not more than 500 thousand yuan.

It is learnt that 500 million yuan in 1 billion yuan will be used in the loan discount support plan.

The head of the Municipal Finance Office said that the total financing of SMEs in China last year, including processing trade enterprises, was about about 20000000000 Yuan.

Through discount, risk compensation and other ways of operation, 1 billion of our city can lift about 25000000000 yuan of credit funds.

When the effective time is determined, our city has decided that after October 1st of this year, loans issued directly by the banking institutions to the list companies will not be guaranteed by the guarantee institutions. The municipal finance will extract the loan risk compensation in accordance with 2% of the new loan amount of the banking institutions.

If a bank institution loses money on the new loan provided by the enterprise, 50% of the loan principal loss will be compensated by the government in the amount of the 2% loan risk compensation amount.

In regard to the loan guarantee support plan, for the credit guarantee provided by enterprises in the list of guarantee institutions after October 1st, the Municipal Finance shall draw the risk compensation for the loan guarantee in accordance with 3.3% of the new guarantee amount of the guarantee institution.

If the guarantee institution has compensatory losses on the new loan guarantee provided by the enterprise, 50% of the actual amount of the loan guarantee will be compensated by the 3.3% guarantee risk compensation amount drawn by the government.

At the meeting, Jiang Ling and the heads of the various bureaux held exchanges with representatives of the chamber of Commerce of the Chinese General Chamber of Commerce and the General Chamber of Commerce of Hongkong, and answered questions raised by the representatives of the chamber of Commerce in the 1 billion yuan financing support plan and the land certificate handling, etc., in Hongkong.
