The Textile Industry Calls For Greater Financial Support.
Shaoxing, a textile city, is facing a crisis of prosperity.
With the fall of the example, the legal representative of the largest local printing and dyeing enterprise, Zhejiang Jiang long Holding Group Co., escaped and owed hundreds of millions of dollars. Under the guidance of the government, it escaped the fate of bankruptcy and liquidation. With the decline of data, at the just concluded Canton Fair, China's exports of textile and apparel products were totally traded at 3 billion 420 million US dollars, down 39.3% compared with the previous session, and Shaoxing was undoubtedly also involved.
Zheng Yumin, director of the Zhejiang Provincial Bureau of Commerce and industry, held that after the field investigation of Shaoxing, Shaoxing thought that the best way to deal with the severe economic situation is to take the initiative to deal with it.
The dialogue between Zhao Linzhong and the reporter began in the difficult period of thinking about this difficult industry. The chairman of the board of directors of the well run holding group and the NPC deputies said, "we must locate the textile industry from the height of people's livelihood".
The textile industry is the worst hit area of the economic crisis.
You are in the industry. Can you tell us what the situation is?
Zhao Linzhong: the global financial crisis has an impact on China's real economy. The textile and garment industry has a high degree of dependence on foreign trade and labor intensive. It is the first thing to do that. I think it's not too much to say that the textile industry is the "worst hit area" of the economic crisis.
Starting from the second half of last year, the collapse of textile enterprises under scale (less than 5 million yuan a year) has occurred frequently since the appreciation of the renminbi, the increase of raw and auxiliary materials, the increase in labor costs, and the lack of external demand.
According to the survey of the National Bureau of statistics, 2/3 of the 46 thousand Textile Enterprises above the scale were in a state of barely maintained 1-8 months. The profit margin was only 0.5%, while the average profit rate of the other 1/3 was 8.6%.
In 1-10 months, the export of textiles and garments was US $153 billion 680 million, an increase of 5.86% over the same period last year, down 5.19 percentage points from the first half of this year, down 13.84 percentage points from the same period last year, the lowest in nearly 6 years.
If we take into account 13.5% of the appreciation of the exchange rate, the 1-10 month textile and clothing exports in Renminbi will be reduced by 7.64%, which is also the fifth month decline in RMB export growth.
The loneliness of the Canton Fair shows that the export situation of the textile and garment industry in 2009 is still not optimistic.
I suggest that the textile industry be regarded as an industry that concerns people's livelihood and social stability, rather than being easily identified as "sunset industry" and "surplus industry".
We are not the setting sun industry. I know that you have been engaged in the textile industry for more than 20 years. It has a deep feeling and a lot of experience.
You must have imagined how to overcome this difficulty.
Zhao Linzhong: Recently, the state has promulgated many policies, and also hopes to help the light textile industry out of difficulties through two-way measures to stimulate domestic demand and promote exports.
The introduction of "six countries" reflects the importance attached by the state to the textile industry. However, it is necessary to fundamentally improve the present situation of the textile industry and promote the sustainable development of the textile industry. From the state to the local industry, from the industry to the enterprise, we still need to make greater efforts.
Here, I would like to call on the state to have new support for the positioning of our industry.
Do you mean that the textile industry is treated unfairly?
Zhao Linzhong: I hope that the state will pay more attention to the existence and development of our industry.
The position of the industry is determined by the position of the state in the industry. Only by changing the positioning of the textile enterprises can the industry status be changed. This is the fundamental prerequisite for solving all the specific problems.
China's textile industry's actual overseas dependence is 30%, which means that once the textile exports are frustrated, China's industrial development and employment situation will be seriously threatened.
According to statistics, the annual export volume of textiles has dropped by 10%, the sales revenue of the whole industry will drop by 6.3%, and the number of jobs will be reduced by about 610 thousand.
For every 10% decline in US exports, China's textile industry labor force has decreased by 88 thousand.
From January to May this year, the number of actual employment in China's textile industry decreased by 46 thousand, compared with 200 thousand new jobs in the same period last year. This increase has been reduced, and in the first 5 months of this year, nearly 250 thousand people have been absorbed.
China is the largest textile producing and exporting country in the world, and the textile industry is also the traditional manufacturing and labor-intensive industries with the largest number of employed people. The rise and fall of the textile industry is directly related to the employment of about 20 million industrial workers, indirectly affecting the livelihoods of the 100 million farmers.
Save the market first save textiles, save textile is to save the farmers.
As pointed out by the Executive Council of the State Council, light textile industry is a traditional dominant industry in China. Maintaining stable and healthy development of the textile industry is of great significance for ensuring employment, promoting economic growth and maintaining social stability.
Employment is the foundation of people's livelihood. Solving the employment problem is an important aspect of building a harmonious society.
The textile industry has a long industrial chain, and raw materials such as cotton spinning, silk and wool spinning are closely related to agriculture.
The raw materials needed for the development of the textile industry are related to the livelihood of the 100 million farmers. 70% of the 20 million industries in the textile industry are migrant workers.
14 million farmers work in textile and garment enterprises. If the gross income is 10 thousand yuan per year, the direct economic income brought by textile and garment industry to farmers will reach 140 billion yuan, and the living standard of about 10000000 peasant families will be raised.
The rapid development of textile industry clusters not only increases the incomes of local farmers, but also greatly promotes the process of building a new socialist countryside, which is basically consistent with the spirit of the 17th National Congress of the Communist Party of China.
I suggest that the textile industry be regarded as an industry that concerns people's livelihood and social stability, rather than being easily identified as "sunset industry" and "surplus industry".
Textile industry calls for greater financial support. What is the biggest predicament facing the textile industry?
Zhao Linzhong: capital.
From the end of last year, the funding problem has become the most serious problem encountered by the textile and garment industry.
It is difficult for textile enterprises to get loans from banks, and only through other financing channels to raise funds and maintain production, but the cost of financing is much higher than the cost of bank loans.
Although the state related loan policy grants small and medium-sized enterprises a certain amount of funds, it is not clear how to do it concretely.
Financial institutions generally believe that textile and clothing is a traditional industry with excess capacity. Some banks even put it in the sunset industry.
Although loans to SMEs do not have clear restrictions on the industry, they need to assess their business performance, while the textile and garment industry is a small profit industry, and it is hard to get support.
Under the macro control of tight monetary policy, banks have been strictly controlling the credit of the textile and garment industry, the scale of loans has been compressed, loan interest rates have been raised, and loans have not yet been pferred to maturity.
Some commercial banks even avoid seeing the name "textile" and "clothing" in the name of an enterprise.
After moderately loose monetary policy, the loan of local banks to textile and garment enterprises is still not relaxed.
To solve the financing difficulties of textile enterprises, it is necessary to weigh whether the textile industry has excess capacity and whether there are comparative advantages in the world. Two, we can not judge the technical content of the textile industry by traditional perspective, and the textile and garment industry is not backward labor intensive industries. Let alone the industry is backward elimination industry; three, we must not overlook all kinds of standards. We should consider whether the international standards such as environmental protection, product technology and so on are applicable to the industry, which standards are beyond the international level, such as labor employment and working hours standards, which are higher than those of the developed countries.
It can be said that the textile industry also has new and high technology, and the potential for pformation and upgrading is enormous.
Therefore, we should reform the irrational industrial policy orientation, establish a long-term mechanism conducive to the development of enterprises, and give more policy support to the development of the textile industry, including tax reduction, interest discount, capital injection, financing and so on.
When you are in danger, seize the opportunity. How are you going to spend the winter?
How do you want to encourage yourself and your friends?
Zhao Linzhong: I think we should first have a correct understanding of the problem.
Although the national policy has boosted the confidence of the textile industry, the difficulties of the industry will not go away so quickly. There are many specific difficulties to be solved.
In addition to expanding domestic demand, the current six measures can only alleviate the pressure on the industry, and the situation in the future is still grim.
When the money supply is tight, the labor intensive industries are often sacrificed at the earliest. Enterprises rely solely on making brands and updating equipment from my adjustment. The industry is in great pain and will cause huge waste of resources.
I suggest that the vast majority of textile enterprises should be "hot" and "cold headed", make full use of the state's policies, and proceed from their own reality to do what can be done, done and done well.
Under the current macro environment difficulties, we should promote institutional reform, strengthen internal management, carry out staff training, promote energy conservation and emission reduction, etc., from low technology level and low added value state to high technology and high added value state, optimize innovation at the product level, improve design, production and marketing capabilities, and enhance the competitiveness of participating in the market.
At the same time, textile enterprises should embrace heating, strengthen information exchange and communication among enterprises, build industrial clusters, and reduce production, research and development costs.
Danger breeds opportunities at the same time.
At present, textile enterprises should adapt to the new situation next year as soon as possible, arrange the production and marketing plan in 2009, avoid blind expansion of production capacity, and strive to tap new markets, export and domestic sales to walk on two legs and make a difference in the new round of economic development.
