The production of VOC in the synthetic leather industry is one of the main components of PM2.5. In recent years, the odor pollution in Lantian and Jinao industrial area has become the focus of residents' participation, and Longwan's pollution control in the upper wind direction is also related to Wenzhou's urban image and air quality.

Since 2004, the Longwan area has carried out three rounds of centralized renovation of the synthetic leather industry. At present, most enterprises have installed waste gas collection and treatment equipment, and disposed of waste water. However, according to the relevant responsible person of the environmental protection department in the area, it is difficult for the existing treatment technology to treat all the waste gas. Closing down the backward production capacity is the effective way to control pollution at the source.

In January last year, the city issued the "Wenzhou synthetic leather industry upgrading plan", put forward "upgrading a batch, limited production, shutting down a batch of" remediation ideas, require that before June this year, included in the rectification and upgrading list of enterprises to complete renovation and acceptance; included in the closure of synthetic leather enterprise or production line, all shutting down and production line dismantled in place, of which Longwan district (including high-tech park), Wenzhou economic and Technological Development Zone synthetic leather enterprise production line cut more than 30%. This means that remediation will reduce pollution concentration as the ultimate goal, and the capacity of regional enterprises may continue to be cut according to DMF concentration requirements.

Unlike previous regulation, the renovation of the synthetic leather industry is more determined than ever. It is necessary not only to transform and upgrade some of the dominant enterprises, but also to cut down the small and small enterprises with low and scattered distribution.

Referring to the 26 standards for the treatment of synthetic leather, the Longwan district has refined the corresponding plans and listed the rectification list according to the standards. Since last year, 23 enterprises have ceased production, 82 production lines have been cut down, and 58 enterprises have received rectification notices and ordered to rectify the deadline.

And the tackling plan is further clear that the slow progress of this month's regulation will suspend production and rectify, and the production line of 10 synthetic leather enterprises will be demolished next month. According to the upgrading of production and production lines, the enterprises in the hi tech Park (PU Zhou Street) and enterprises in the sensitive areas with relatively low total tax revenue and more complaints, strong masses and significant security risks, and enterprises that are difficult to get in place and unable to pass the rectification and upgrading will be transformed. Longwan district has introduced a related compensation scheme to compensate 350 thousand yuan and 600 thousand yuan for the production line enterprises, the dry and wet production lines respectively, and the synthetic leather enterprises in the high-tech park of the high tech Zone can also apply some subsidy policies of other types of enterprises in the hi tech park. After shutting down and reducing the production lines, the local Credit Regulatory Commission and other departments will further guide the transformation of enterprises' production.
