The sixteenth article to the lower level organs should follow the following rules:

(four) correct writing and standardized format.

If the documents jointly handled by two or more organs are sponsored by the Municipal Environmental Protection Bureau, the original documents will be filed by the Municipal Environmental Protection Bureau.
