The head of the state administrative organ should assume the leadership and inspection duties in the process of official document processing.
Methods of handling official documents

Here is one point that should be made clear that for all departments of the government, in the handling of official documents, whether it is the uplink of the government or higher authorities at the level of the government, or the downlink and parallel texts issued by this institution, whether it is an independent drawing by the General Office (room) or a business office, the unified head of the General Office (room) shall be responsible for the unified examination and control and unified management.
For government offices at all levels, secretarial departments do not refer to secretaries who specialize in telegraphic and telegraphic offices. Three, the sponsoring department should take the initiative and coordinate responsibilities in handling official documents.
The fifth chapters, twenty-six and sixth chapters of the "document processing method" all emphasize that the sponsoring Department has the initiative and coordination responsibility in the handling of official documents.
When preparing documents and handling official documents, it is stipulated that the sponsoring departments should consult and sign with the relevant departments voluntarily, do not agree with each other, and do not arbitrarily write articles; if there are divergent opinions, the principal responsible persons of the sponsoring department must personally coordinate with each other, and when the coordination is still not consistent, the main departments should list the motivations of all parties, and sign with the relevant departments and submit to the higher authorities for coordination or determination, and the host department shall not report the uncoordinated opinions to the government or the higher authorities.
How to determine the sponsoring department? Generally it can be recognized that government departments submit government documents to the government, and the reporting departments are the host departments. They should take the initiative to assume the responsibility of coordinating the signing of the countersigned documents; the lower level governments submit the requesting documents to the higher authorities; the leading departments responsible for the superior governments are the host departments; the lead contractors should take the initiative to assume the responsibility of coordinating the countersigning; the government's sending documents are prepared by the departments, and the drawing department is the host department.
Some departments believe that the work of coordinating the countersignature should be done by the General Office (room) of the government. It is wrong to get the knowledge of the meeting. The function of the general office is to examine the gatekeeper, and to coordinate the countersign is the responsibility of the host department.
The co ordination department should cooperate actively when the organizer coordinates the countersign.
The State Council's Circular on overcoming bureaucracy and further changing its working style and improving its efficiency has been issued by the State Council (Guo Fa (1999) 9).
The main responsible comrades of the sponsoring department shall preside over the coordination meeting, and invite the corresponding responsible comrades of the co operation Department to attend the meeting, and the responsible comrades of the co operative departments must attend.
The departments concerned must reply within seven working days when they ask for opinions or sign documents together, otherwise they will be deemed to be dereliction of duty.
