"One Belt And One Road": Heilongjiang Intends To Build The Eastern Land, Sea And Silk Road.

Wang Xiankui, Secretary of the Heilongjiang provincial Party committee, said that Heilongjiang is planning to build an economic belt along the East China Sea and the silk road. It has now been incorporated into the national planning and has become an important part of the p Eastern, Western and central foreign economic corridor.
The eastern land, sea and Silk Road Economic Belt mainly refers to building a strategic channel mainly based on the Suifenhe Manchuria Russia European Railway and the Suifenhe far east port land and sea intermodal pportation, which will link the Eurasian and Asian railways to maximize the pportation capacity.
At present, the national development and Reform Commission is preparing the "one belt and one road" plan (the new Silk Road Economic Belt and the twenty-first Century sea route).
That is, "one belt and one road".
Wang Xiankui's statement means that the scope of the above plan has gone beyond the originally determined scope.
Heilongjiang has finally found its own national position.

Wang Xiankui's above statement shows that the "one belt and one way" plan compiled by the national development and Reform Commission has become a reality.
In December 14, 2013, the national development and Reform Commission and the Ministry of foreign affairs jointly held a forum to promote the construction of the Silk Road Economic Belt and the maritime Silk Road.
Shaanxi
Gansu, Qinghai, Ningxia, Xinjiang and Chongqing, Sichuan, Yunnan, Western Guangxi, 9 provinces and regions, as well as Jiangsu, Zhejiang, Guangdong, Fujian, Hainan 5 provinces of eastern provinces participated in the forum.
Heilongjiang, Inner Mongolia, Henan, Shandong and the three northeastern provinces are not listed.
These provinces, even the central part of Hubei, Hunan and Jiangxi, have expressed their strong desire to join the planning.
Bai Yongxiu, chief economist at the Silk Road Research Institute of Northwestern University, thinks that the silk road is generally the only way to connect the sea and land, and the East and West.
"In all directions, there will be an all directional opening of the silk road."
He said.
Inner Mongolia has raised the idea of prairie silk road.
This line is included in the "one belt and one road" plan, which seems to have no suspense.
The reason is that in September 11th this year, when President Xi Jinping met with President of Russia, he pointed out that the Silk Road Economic Belt should be linked to Russia's p Eurasian grand railway and the prairie road initiative of Mongolia, so as to create the economic corridor of China, Mongolia and Russia.

Heilongjiang's eastern land, sea and Silk Road economy has multiple channels to choose from.
On the one hand, goods exported to Europe from various provinces and cities in the mainland of China can go to Harbin by rail, to Daqing and Manchuria, and then to Russia and Europe.
This line has been used, and freight trains from Europe, Suzhou, Shenyang and Tianjin to Europe have now achieved an average daily operation.
In addition, goods from the southeast coast of China, as well as Japan and South Korea, can be pported to Vladivostok via the Russian sea cucumber, then to Suifenhe of Heilongjiang, then to Harbin, Manchuria, and then to Russia and Europe.
Taking into account the construction of the Tongjiang railway bridge in the northeastern border of Heilongjiang in February this year, the goods exported to Europe after the Chinese mainland can also enter Russia through the bridge and then send it to Europe.
Song Kui, President of the Heilongjiang contemporary China Russia Regional Economic Research Institute, pointed out that the cost of pmission through Manchuria to Russia, Europe and Xinjiang through Europe is almost the same.
"Each has its advantages and disadvantages. After that, the export commodities from the southeast coast can go out by rail or by sea to Vladivostok and then to Europe by train."
Wang Xiankui pointed out that at present, Heilongjiang is vigorously implementing the "five major plans". Russia has launched the development plan for the Far East, and the two adjacent areas of the two countries have been upgraded to national strategies simultaneously.
He said that Heilongjiang will strengthen cooperation with Russia in the following aspects: speed up the construction of Tongjiang railway bridge, accelerate the establishment of land crossing and cross border economic cooperation zone on the black blind Island, constantly improve the infrastructure construction of both ports; encourage the two sides to run joint ventures and joint ventures, strengthen cross-border industrial park construction, deepen cooperation in the extension of industrial chain, insist on export processing and import, and accelerate the formation of a number of comprehensive utilization of resources and intensive processing industry projects, and create a cross border industrial chain.
In 2013, Heilongjiang's trade with Russia reached 22 billion 360 million dollars, accounting for 1/4 of the whole country. In 2015 this year, Heilongjiang's import and export value to Russia increased by 9.3%, and its exports to Russia increased by 10%. Heilongjiang will strive to reach 25 billion US dollars in 2015, reaching 50 billion US dollars in 2020 and 70 billion dollars in 2025.
The black blind island is located on the southwestern side of the main channel between Heilongjiang and wusuri River in the northeast of Tongjiang, Fuyuan.
Song Kui believes that through the construction of this large channel, trade between Heilongjiang and Russia is expected to accelerate.
The land crossings and cross-border economic cooperation zones of the black blind island and the bonded zone in Suifenhe will become an important industrial park for Heilongjiang's processing trade in Russia.
