Clothing quality problems? Shanghai industrial and Commercial Administration Bureau in the second quarter of circulation fast fashion clothing quality sampling results showed that in 65 batches of substandard products, a number of "international brand" impressively listed.

Some famous brands are not the first ones. Why?

"Brand" and "inspection must be in the middle"? Experts believe that the weak punishment and low illegal costs are the reasons why some enterprises are "fearless".

Blacklist of international brand names

In the second quarter of this year, the Shanghai industrial and commercial administration announced the results of the clothing quality inspection. CC&DD, Etam, Ralph Lauren and other "international famous brands" were all "famous" because of all kinds of quality problems.

The case investigated in Shanghai is not a case. Every year, the quality inspection results will be released annually.

In recent months, the Beijing Bureau of industry and Commerce has conducted lots of quality checks on the clothing products in circulation, Muji, ZARA, H&M, Polo Ralph Lauren, VERO MODA, Givenchy, Disney and so on.

They all came up on the list.

In June this year, the Consumer Council of Guangzhou also announced 16 unqualified children's wear brands, including HELLO KITTY, ELLE, Disney and Adidas.

Some brands are almost repeatedly checked.

According to the data released by the General Administration of quality supervision, inspection and quarantine, the 22472 batch of imported garments tested by the national inspection and quarantine institution last year, the sampling rate was 38.88%, and 1859 batches of unqualified goods with quality and safety items were detected, with an unqualified rate of 8.27%.

The main reasons for the failure were color fastness, fiber content and pH value, and formaldehyde content was not qualified.

The largest number of unqualified batches of quality and safety origin is Italy, accounting for 16% of all unqualified batches, Bangladesh ranks 14.4% for 14.4%, and India and Turkey are third, 12.2%.

Last year, more than 100 imported clothing brands were tested, many of which are world famous brands.

The test results show that many "fast fashion" brand safety projects have a high rate of disqualification, almost "every inspection must be".

Insiders said that the pH value exceeded the standard, and the color fastness was not up to standard. It was easy to cause some sensitized carcinogenic dyes and so on to be absorbed by the human body, thereby causing harm to human health and safety.

Formaldehyde exceeds standard can cause respiratory tract and skin inflammation.

The quality control of "fast fashion" is not strict

Why are some famous brands frequently blacklisted?

There is no lack of "fast fashion" brand in the list.

It always pursues "new" and "fast", but the quality is often difficult to regulate.

An insider in the "fast fashion" marketing industry said.

The "fast fashion" brand adopts the global unified logistics mode and buyer system, lacking strict quality control links and testing for Chinese standards.

Some "fast fashion" brands only need 14 days from demand research, design, production to sales on the shelves, which is not enough to complete the inspection of the Anne circle project, and most of them adopt the buyer mode. When the product is not manufactured, the final flow direction can not be determined, so it is difficult to detect according to China's mandatory technical regulations.

In addition, the strategy of "fast fashion" is built on the advantage of cost performance, and the cost of single product is low. Therefore, even after being unqualified, it can not give enough warning to the product to be returned or destroyed.

The target customers of "fast fashion" brand are more sensitive to price factors, less concerned about the project of Anne Wei, and consumers are generally not aware of the extent of harm to the clothing product Anne ring project. Meanwhile, industry experts added that domestic consumers' awareness of rights protection is weak.

Hu Gang, a lawyer of the China Consumer Association and lawyer of Chaoyang law office in Beijing, said that according to the current product quality law, the enterprises who violate the law and regulations only impose a penalty of 3 times the value of the goods, the penalties are too low, and there is still much room for flexibility in operation.

"The overall framework of the product quality law currently implemented is also a version made in 1993, and some provisions and penalties can no longer meet the needs of the development of the market economy."

In addition, according to the newly revised "consumer protection law", consumers purchase unqualified products, the main punishment is to return goods, for fraud, increase 3 times the amount of punitive damages.

In the United States, lawyers will voluntarily convene victims of class action for product quality problems, especially because of the existence of "jury system". Illegal enterprises may face "sky high" compensation. In some European countries, relevant consumer protection organizations have the right to organize arbitration tribunal, protect consumers' rights and interests in the form of industry self-discipline, and enterprises that refuse to fulfil their obligations may face severe punishment of "market entry".

In addition, although the sharing platform has been established, business, quality inspection, finance and taxation departments still have their own way of doing things.

Shen Huaqing, director of the product quality supervision and inspection department of Zhejiang Quality Supervision Bureau, believes that a unified enterprise code and a unified blacklist system should be established to strengthen the "ensemble" of supervision.
