The information publicity system is the first nationwide business service system for public service, which has realized the functions of annual inspection and immediate information publicity.

Zhang Mao pointed out that over the past year, the national industrial and commercial system has further strengthened anti-monopoly and anti unfair competition law enforcement work, and has standardized the order of market competition.

Since the beginning of this year, 13 new monopolies have been investigated by the industrial and commercial organs, including the investigation of suspected monopolies by companies including Tetra Pak and Microsoft.

Statistics show that in the past 6 years since the implementation of the antimonopoly law, the SAIC has jointly established a case and authorized 43 cases of monopoly cases.

In addition, the commerce and Industry Department has intensified efforts to investigate and punish unfair competition practices in the traditional and Internet fields. From 1 to November this year, 26 thousand cases of unfair competition were investigated by the whole system.

Zhang Mao demanded that next year, the Ministry of Commerce and industry at all levels should further promote the reform of "first look after evidence", and coordinate with relevant departments to speed up the pre examination and approval of industrial and commercial registration projects.

We should speed up the establishment of a unified market access system, actively explore the negative list management mode of market access, insist that the market main body law can not prohibit it, and give greater market autonomy to the market participants.

It is necessary to strengthen the assessment and evaluation of the Shanghai national free trade zone's trial of foreign investment access before national treatment plus negative list management mode, and promote the formation of equal access to market mechanism for all kinds of market players.

In accordance with the deployment of the State Council, we should explore the reform of "three certificates integration" of business license, organization code certificate and tax registration certificate. On the basis of "three certificates", we will push out "one photo three" and actively carry out the pilot project of "one photo number one", integrate administrative resources, optimize the approval process, simplify access procedures, and minimize social and administrative costs.

In addition, we should speed up the construction of the national legal entity library, coordinate with the relevant units to do well the project plan construction, continue to strengthen communication and coordination with the relevant departments, clarify the social unified credit code construction plan, and explore the effective operation of the unified social credit code in the reform of the industrial and commercial registration system.
