Export Tax Rebate Mechanism Helps To Control The Development Of Foreign Trade Market.

Li Keqiang, premier of the State Council, chaired the executive session of the State Council on December 31st, and deliberated and adopted the regulations on the implementation of the government procurement law of the People's Republic of China (Draft), deploying further implementation of the social assistance policy, ensuring the basic livelihood of the needy people, and deciding to improve the export tax rebate system and promote the steady improvement of foreign trade.

The meeting held that it is an important part of building a government under the rule of law and a clean government to bring government procurement into a standardized and legal track, which is related to the credibility of the government.

We must deepen reform and establish excellent institutional constraints and management measures. We should strive to reduce links, improve efficiency and practise economy. We should establish a mechanism for government procurement, which is pparent, fair competition, strict supervision and strict accountability. We should control the spread of "power hand" to eradicate the soil that produces corruption and spend valuable public funds on the blade.

The conference deliberated and adopted the regulations on the implementation of the government procurement law of the People's Republic of China (Draft).

The draft has made a refinement of the provisions of the government procurement law.

First, we should strengthen the policy function of government procurement, and highlight the orientation of energy conservation, environmental protection, supporting underdeveloped areas and minority areas, and promoting the development of small and micro enterprises.

The two is to strengthen the source and result management of government procurement, and clear the whole process management measures from the demand, the standard to the tender procurement, the performance acceptance, and to request a fair, just and scientific selection and composition of the review committee.

Three is to strengthen information disclosure and enhance pparency.

The government procurement contract shall be announced on the designated media, and the winning bid and the result of the paction must be made public.

Four, we should strengthen the supervision and social supervision of government procurement, increase the punishment of accountability, strictly guard against black box operations, rent seeking corruption, and curb such illegal phenomena as "sky high price purchase", "black heart procurement" and "false purchase".

Let sunshine and efficient government procurement help improve economic development and people's livelihood.

The meeting pointed out that since the beginning of this year, all regions and departments have conscientiously implemented the Interim Measures for social assistance promulgated and implemented by the State Council, improved the supporting system and increased investment in aid, and achieved positive results.

Next, we must do a solid job in ensuring the basic livelihood of the needy.

First, increase.

To raise the level of assistance such as minimum allowances.

We should strengthen the convergence of medical assistance and basic medical insurance and serious illness insurance, and speed up the promotion of medical assistance for serious diseases.

We should implement the temporary relief system and carry out a comprehensive pilot project to rescue the emergency.

Two, we should strengthen co-ordination and establish a mechanism for social assistance to be handled in an acceptable way.

Three, we should promote the convergence of charities and government assistance, introduce measures to purchase social assistance services by the government, give play to social forces such as social workers and volunteers, mobilize and encourage enterprises, especially central enterprises, to actively participate in social assistance.

Four, we must manage well and make good use of relief funds.

With the arrival of new year's day and Spring Festival, the central government has allocated about 90000000000 yuan for the basic livelihood and medical relief funds for the needy people next year, and arranged for the disaster victims to spend 7 billion 100 million yuan in the winter and spring temporary life relief funds.

All localities and departments concerned should ensure that funds are distributed to every difficult crowd in time and in full.

We should guide the relevant places to donate winter life articles for the disaster stricken people.

To build and promote stable growth of foreign trade, the conference decided to further decentralization and improve the export tax rebate mechanism.

First, the approval authority will be delegated to the enterprises. All the tax rebates in the production enterprises will be submitted to the counties (districts) for examination and approval.
