In fact, as one of the first batch of pilot cities for cross border trade e-commerce services, Hangzhou has long started the exploration of cross-border e-commerce development. So far, it has 3 cross-border e-commerce industrial parks, namely, Hangzhou cross-border trade Industrial Park (Xiasha Park), China (Hangzhou) cross-border e-commerce Industrial Park and China (Hangzhou) cross-border e-commerce Airport Park located in Xiaoshan.
Among them, the Xiasha Park, which opened in May 2014, opened for only 10 months. The total volume of cross-border e-commerce import transactions reached 1 million 300 thousand, and the transaction amount was 290 million yuan, and the number of customs records was 3000.
Since last year, Hangzhou has also launched two pilot projects for the import and export of cross-border e-commerce. It has pioneered the establishment of a customs clearance mode for "list of nuclear emission and aggregate declaration", and initially established data exchange platform for customs, state inspection, taxation, external management, e-commerce, logistics, banking and the integration of Customs in the Changsan Jiao area.
In accordance with the "reply" of the State Council, as a pilot area, Hangzhou should focus on the technical standards, business processes, regulatory modes and information construction of cross-border e-commerce transactions, payment, logistics, customs clearance, tax rebate and settlement, etc. through systematic innovation, management innovation, service innovation and collaborative development, it will solve the deep-seated contradictions and institutional problems in the development of cross-border e-commerce, create a complete industrial chain and ecological chain of cross-border e-commerce, and gradually form a set of management systems and rules to adapt and lead the development of cross-border e-commerce in the world, so as to provide a replicable and promotional experience for promoting the healthy development of cross-border e-commerce in China.
According to the monitoring data of China Electronic Commerce Research Center, the total volume of cross-border e-commerce transactions in China in the first half of 2014 was around 3 trillion yuan, of which cross-border retail sales were about 300 billion yuan. According to the Ministry of Commerce's report on the global trade pattern, China's cross-border e-commerce import and export volume will increase to 6 trillion and 500 billion yuan in 2016, and the annual growth rate will exceed 30%.
It is reported that, as the national e-commerce center, Hangzhou plans to build a comprehensive e-business pilot zone across the border into a national e-business innovation and innovation center, service center and big data center with the characteristics of "online integration + cross-border trade + comprehensive services" after 3~5 years of reform experiments, and promote the cross border e-commerce trade facilitation through establishing a new free trade zone that conforms to the prevailing rules of international trade.
