In recent years, with the continuous development of China's economic development and the improvement of people's living standards, imported garments are increasingly favored by consumers because of their fashionable, popular styles and brand effects. The number of imported garments in China has been increasing year by year. However, the failure rate of imported garments is always high, and there is a big problem in quality and safety. Since the compulsory inspection of some imported garments in 2011, the entry and exit inspection and quarantine institutions across the country have continuously strengthened inspection and supervision over the safety and hygiene items of imported garments, and the rate of failed import clothing inspection has been decreasing year by year. However, there is still a gap between the quality and safety of imported garments and the increasing consumption demand, and the safety and quality problems still exist. It is still necessary for the inspection and quarantine departments to strictly control the quality and to urge enterprises to improve the safety and quality of imported garments.

　　 1. The overall quality of imported garments in 2014

In 2014, the entry and exit inspection and quarantine institutions of the whole country conducted a total of 70425 batches of imported garment inspection, an increase of 21.86% over the previous year. The total goods amounted to about 2 billion pieces, worth about 1 billion 150 million dollars. Among them, 23818 batches of imported garments were sampled, and 1785 batches of quality and safety substandard goods were detected. The rate of rejection was 7.49%, which was 0.78 percentage points lower than that of 2013, and the total value of unqualified goods was 1 million 180 thousand, and the value of goods was 12 million 930 thousand US dollars.

The inspection of imported garments includes inspection of appearance and quality and safety. The main defects are fiber content, color fastness, pH value and Chinese identification label. For products with unqualified Chinese labels and fiber contents, they can be imported after rectification, and all products that are not qualified for safety and hygiene projects will be returned or destroyed.

　 (1) unqualified origin of imported garments

For imported garments with unqualified quality and safety, according to origin statistics, the largest number of unqualified batches is Italy, which accounts for 18.7% of the total unqualified batches, the second is China (exports re import), accounting for 10.4%, third for Bangladesh, 9.8% for fourth, 9.7% for Turkey, fifth for India 9.3%, sixth for Vietnam 6.9%, and imported garment quality in Portugal, Korea and the United States is also unqualified. (see Figure 1 for details)

Judging from the unqualified rate of imported garments, the most serious quality problem in the United States is 14.62%, followed by Korea, Italy and Japan, which are 10.97%, 9.49% and 8.32% respectively. The failure rate of other countries is shown in Figure 2.

From the point of view of the import clothing category, the 23818 batch of imported clothing products sampled at the port level, the quality and safety unqualified clothing is mainly divided into infant clothing, children's clothing, adult clothing and other clothing, the three categories of batches of unqualified rate from high to low for children's clothing 36%, infant clothing 8.3%, adult clothing 5.4%. There are still many problems in children's clothing and infant clothing.

　　 (three) failure of imported garment brands

In 2014, more than one hundred imported clothing brands were tested, many of which are world famous brands. Judging from the 2014 national clothing import brand unqualified rate ranking, the annual import volume is higher than the 50 batch of brands, LAPERLA brand imported clothing is the highest rate of failure, up to 24.24% (annual import 66 batches), followed by AMERICAN APPAREL and CAVALLI. The first line brand DOLCE&GABBANA and ARMANI also entered the top ten of the unqualified rate, and the batches failed to reach 13.12% and 10.76% respectively. Fast fashion brand FORVER21, mango, GAP group's OLD NAVY are also on the list. In recent years " Fast fashion "Brand clothing is being sought after in China. In order to seize the market, businesses have formulated strategies to win" new "and" fast ", ignoring the quality of the products themselves.

　　 (four) unqualified inspection items for imported garments

In the detection of quality and safety projects, fiber components accounted for 42.7% of the total unqualified batches, and accounted for the largest proportion of all quality safety projects, and accounted for the largest proportion of unqualified items in three consecutive years. Secondly, the color fastness and pH value were 29.6%, 20.4%, 6.3% respectively, and azo dyes accounted for 1%. There was no abnormal smell item (see Figure 5). The proportion of unqualified pH value increased by nearly 5 percentage points compared with 2013, which should be noticed. Unqualified safety items can cause health risks to consumers. Formaldehyde exceeding standard can cause respiratory and skin inflammation, and banned azo dyes will form carcinogenic aromatic amine compounds after long term contact with skin.

　　 Two, import clothing product safety quality problem reason analysis

(1) the overall quality of fast fashion brands is worrying.

The import volume of fast fashion brands has been increasing, but the rate of failure has remained high. Because the "fast fashion" brand wins the speed and price, but the quality level is not satisfactory, lacking strict quality control links and testing for Chinese standards. Because the cost of a single item is low, even after being unqualified, it will not give enough warning effect to the product to be returned or destroyed. In addition, consumers generally do not know enough about the harm level of clothing product quality and safety projects, so the "fast fashion" brand is still popular despite repeated exposure.

There are many world famous brands in imported garments with more unqualified batches. Because of the different standards and regulations in China, some brands are better in product quality control, while some international luxury brands and first-line brands are not qualified. stay Luxury goods With the rapid growth of imports, the problem of consumer goods has poured into the domestic market, which not only disrupts the order of the normal import market, but also damages consumers' rights and interests. The blind worship of domestic consumers to foreign brands needs to be broken.

In 2013, Turkey, Bangladesh, India, Vietnam and other developing countries had a high rate of unqualified batches. In 2014, the United States, South Korea, Italy and Japan became the countries with high rate of failed import batches. Because of the serious quality problem of fast fashion brand, the United States has become the country with the highest batch reject rate. As a fashion capital, Italy has a large number of first-line brands. Due to the large number of imported garments, the batch reject rate is relatively high. Japan and South Korea as a result of Fashion style Novelty, update faster, so as to neglect in quality control.

In 2014, in the detection of safety and quality items, the failure of fiber components accounted for 42.7% of the total unqualified batches, accounting for the largest proportion of all internal quality projects, and accounted for the largest proportion of unqualified items in three consecutive years. Such a high rate of disqualification reflects that domestic distributors / agents are not familiar with the fourth part of our mandatory standard "consumer goods usage instructions" (GB 5296.4-2012), and the phenomenon of shoddy, false and false reports, intentionally elevating high performance and high value fiber content, improving product quality, misleading and deceiving consumers.
